MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD IN REGULAR SESSION ON MONDAY THE 10th DAY OF JUNE 1968.

MINUTES READ AND APPROVED
Minutes of the previous meeting were read. Commissioner Black made the motion that the minutes be approved as read. Commissioner Young seconded the motion and it carried unanimously.
ROAD DAMAGE DISCUSSED
Mr. Ollie Knutson, a representative of Peterson Vance's was present to discuss damage done on the Big Indian Spur road by one of their trucks. Apparantly the driver had removed a barricade and then drove over the wet oil on the road causing the damage. Mr. Knutson said the damage would be repaired.
Also on the Big Indian Spur Road, American Oil had delivered a tank of the wrong type of oil. This oil will be replaced by the American Oil Company.
ROAD SUPERINTENDENT REPORTS
Road Superintendent, Dave Guymon was present at the meeting. Mr. Guymon said that he had been contacted concerning a spring overflow within the city limits. Commissioner Young said that this was not a County road problem.
Mr. Guymon reported that the gravel crusher was no longer needed at Indian Creek and if the Commissioners had no objection they would move it to the Spring Creek Gravel Site. The Commissioners had no objection to this move.
WEED CONTROL REQUESTED AT MONTEZUMA CREEK
Deputy Sheriff, Chauncey Black was present to discuss weed spraying at Montezuma Creek. Mr. Black said that a request had been made that the county spray the weeds on the runway of the airport there. Although spraying had been completed in the area the commissioners said they would have the truck return to spray the runway.
CATTLEGUARDS REQUESTED AT MONTEZUMA CREEK
Mr. Guymon said that a request had been made by Sherman Hatch of Montezuma Creek for installation of two cattleguards on property owned by Mr. Hatch. After a discussion the commissioners agreed that the installation of these cattleguards would come under the new policy and would have to be paid for by the land owner.
CIVIL DEFENSE MATTERS
Devon Hurst, civil defense director was present at the meeting to discuss Civil Defense Matters.
Mr. Hurst inquired about a salary for a secretary. The Commissioners agreed on the amount of $130.00 per
month or $1.50 per hour for a part time secretary with yearly salary increases.
Mr. Hurst also inquired about an Auxiliary power supply for the courthouse. He said that such a unit would be available for matching funds from civil defense. Commissioner Black made the motion that Mr. Hurst look into the needs and requirements of the Courthouse for such a unit and that he also check and see what kinds of Auxiliary Power Units are available. Commissioner Young seconded the motion and it carried unanimously,
WATER CONSERVANCY MATTERS,
Devon Hurst reported on the meeting he and Commissioner Young attended in Phoenix. They met with Mr. Eldon Buel, Vice-president in charge of Engineering of Arizona Public Service and also the Manager of Resources. Mr. Buel told them that they would do a feasibility study of the Lime Ridge Project and that it would begin in July. Commissioner Young suggested that the Commissioners be prepared with maps etc. when the engineers do arrive.
Commissioner Black made the motion that Commissioner Young be assigned to work with the Water Conservancy District and represent the Commission. Commissioner Young seconded the motion and it carried unanimously.
MONTEZUMA CREEK HEALTH FACILITY - WATER SUPPLY REPORT
The Commissioners received a letter from Dr. W. R. Elton Newman in which he enclosed the following report on the Water Supply for the proposed health facility at Montezuma Creek.

MEMORANDUM TO: W. R. Elton Newman, M.D., Chief, Tuberculosis Control Section.
FROM: C. K. Sudweeks, Chief, Water Quality Section
SUBJECT: Water Supply for Proposed Clinic at Montezuma Creek, San Juan County.
To date the information we have obtained concerning a water supply for this facility indicates that the proposed source may be very inadequate. We understand from conversations with Mr. Bradford, Project Supervisor in San Juan County and others, that this is to be a well which was drilled in November, 1967 under Application #38355 (09-458). The well driller's report shows that the well is 6 inches in diameter and 260 feet deep but does not indicate the depth to which the casing was placed. A bailer test performed by the driller resulted in a drawdown of 202 feet from a static water level of 17 feet 6 inches while being bailed at a rate of only 10 g.p.m. for one hour. We do not know whether the well has since been equipped with a pump or not. The reliable discharge available at a reasonable drawdown level is likely to be much less than 10 g.p.m. and may be nothing at all.

Apparently, no water sample for chemical analysis was taken at the time of drilling. Our consultant sanitarian, Mr. Roger Wilde, has been asked to get such a sample, if possible, from the new well and also
from the existing water supply for the Montezuma School which may possibly be considered as an alternate source of water for the clinic. These samples are to be picked up for delivery to the laboratory on May 28 or during the week of June 3, 1968. In the meantime, we have no information as to the quality of the water except that several of the wells in the same general vicinity are chemically unsuitable.
From the data gathered so far, we believe it is questionable that a water supply from this well will be satisfactory in either quanity or quality.

MONTEZUMA CREEK HEALTH FACILITY - PROPOSED CONTRACT
The Commissioners received a proposed contract from Architect Burtch Beall, Jr. regarding the Montezuma Creek Health Facility. After reading over and discussing the proposed contract Commissioner Young stated that it would not be suitable and that a meeting should be held with the various tradesmen to be involved in the construction of the building. Commissioner Young will set up such a meeting with the purpose to be to amend the contract.
POSSIBLE ROAD AGREEMENTS DISCUSSED WITH BLM
The Commissioners met with Robert E. Anderson and Tom Moar from the Bureau of Land Management. They discussed possible agreements on road maintenance responsibility between BLM and the County.
MISSLE FIRING PERIODS SCHEDULED OR CANCELED
The Firing period from 6pm on the 6th of June to 6 am on the 7th day of June has been canceled.
