MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN THE COUNTY COURT HOUSE AT MONTICELLO, UTAH, ON NOVEMBER 13, 1962, AT 10 A. M.

Due to a Crippled Children and Adults Clinic being in process in the Commissioners' Room of the County Court House, Commissioners' Meeting was held in the Court Room of the County Court House. Chairman Marion H. Hazle-ton in the Chair.
COMMISSIONER HAZLETON REPORTS - COUNTY HOUSES
Commissioner Hazleton reported that the Commissioners had met with John Long of the Department of Health, Education and Welfare on the evening of November 8th, and it was determined that San Juan County will re-tain one residence ( The one in which the Arthur R. Wylie family reside) together with the double garage adjacent to it, also the house in which Dr. Smith resides will be retained until his new home is completed, at which time it will automaticly be transferred to the San Juan County School District. Mr. Long will get the necessary papers ready for the transfer of houses.
FOREST RANGER REPORTS THAT MEETING WITH FOREST SERVICE WILL BE AFTER THANKSGIVING
Forest Ranger LeGrande Olsen reported that the meeting with the Forest Service people, regarding forest service monies to be used in conjunction with monies from San Juan County, will be the Monday after Thanks-giving or on November 26th.
COMMISSIONER BLACK REPORTS - CIVIL DEFENSE
Commissioner Black reported that he had met with the San Juan School Board regarding LaRay Alexander. He stated that he had also tried to get to talk to Jack Burr. He further stated that he had brought up the matter of medical help program in the schools and that the schools were getting the matter lined up. The matter will be further discussed before taking action.
COMMISSIONER BLACK REPORTS - DALTON ROAD
Commissioner Black also reported that he had gone over the road in question with Melvin Dalton, but that no commitment had been made. Mr. Black reported that Mr. Dalton would like to see 1% miles graded that is in the farming are near Cedar Point, and that another family in the area would have use of the road, also that it would require 17 miles of improvement by blading to meet Mr. Dalton's request.
Commissioner Black stated that since the right-of-way was on public domain and will not benefit anyone ex-cept the Daltons he had brought it before the other members of the Board of County Commissioners for their determination. It was decided that Mr. Dalton should take up the matter with the Bureau of Land Management because the road would be on public domain.
LETTER REGARDING GRASSHOPPERS RECEIVED
The following letter has been received from the Utah State Department of Agriculture:

Gentlemen:
This office is in receipt of the Grasshopper Adult Survey Narrative Summary, prepared by personnel of the Agricultural Research Service, Plant Pest Control Division, United States Department of Agriculture.

Results of this survey indicates that your county has a likely infestation of grasshoppers of considerable size, which could be expected this coming season.
Realizing the need for cooperative efforts in a control program of this kind, it has been felt advisable that consideration be given to this problem well in advance of its actual attack.
Experiences of the past have proven the value of well planned programs. For this reason we believe a meet-ing should be arranged soon after the first of the year, possibly in connection with the County Officials annual convention in January, where your board, along with representatives of the State Department of Ag-riculture, the Extension Service, and the Pest Control Service could give due consideration to an effective grasshopper control program for the coming year.
The purpose of the meeting would be to consider what service each of the mentioned agencies could render in such a program. If it could be accomplished on a voluntary basis or would clean-up orders be necessary. The matter of finances which might be involved.
With the resolving of some of these matters, it is felt that those in key positions would be better prepared to meet with the land owners to facilitate an effective program.
It seems there are at least five counties which have this apparent heavy infestation. You might consider if this should be discussed individually or if the counties in question handle it collectively.
Your comments on the matter at your earliest convenience will be appreciated.

It was unanimously agreed that Commissioner Ray V. Redd handle the grasshopper situation and make a survey of what has to be done. Commissioner Redd stated that one of the first things to be done would be to get a map of the entire county with land owners designated on the map.
SEALED PROPOSALS TO BE RECEIVED FOR WORK ON STATE ROAD NO. 47
Notice has been received from the Utah State Department of Roads that sealed bids will be received by the State Road Commission of Utah, Room 608, State Office Building, Salt Lake City, Utah, until 2 o'clock P. M. Tuesday, November 27, 1962, for the construction of a 2 1/2" Road Mixed Bituminous Surfaced Road, (1) Concrete Rigid Frame Structure 57.5' 0. to 0. in San Juan County, the same being that section of State Road No. 47 Beginning 5.7+ Miles North of the Mexican Hat Northeasterly 3.7+ Miles identified as Federal Aid Secondary Project No. S-0402(3). The length of the road to be constructed or improved is 3.750 miles.
UTAH STATE WELFARE DEPARTMENT ASSIGNED JOB OF SUPPLYING FOOD DURING AN EMERGENCY UNDER CIVIL DEFENSE The following letter has been received from F. Rulon Nicholes, Chairman USACO Civil Defense Committee:

To: Board of County Commissioners Gentlemen:
The Utah State Welfare Department informs me that they have been assigned the job of supplying food during any emergency under Civil Defense. They are anxious to work closely with the county Civil Defense Directors
We suggest that you notify your County Welfare Director of the name of your Civil Defense Director and have them meet and discuss the coordination of these two departments should there be an emergency.

The County Welfare Department will be contacted by Commissioner Hazleton in regards to the above matter. REPRESENTATIVE OF BLUFF CHAMBER OF COMMERCE DISCUSSES VARIOUS MATTERS WITH COMMISSIONERS
Rusty Musselman, representative of the Bluff Chamber of Commerce was present to discuss various matters with the Board of County Commissioners. He stated that he was grateful that action had been taken on the Mexican Hat road to help alleviate the danger that now exists. He also discussed the matter of speeding through the community of Bluff. He stated that since the speed had been changed to 60 miles per hour, there has been much speeding through the town of Bluff, and he felt that it was not intended that the speed from the top of Cow Canyon to the other side of Bluff should be included in the 60 mile zone. He suggested that it be reduced to 40 miles beginning at the top of Cow Canyon and reduced to 30 miles per hour through Bluff, then increasing the speed after leaving Bluff. Commissioner Black stated that he felt that the State Road Department had not completed installing all the signs, because he felt that it was not intended that the speed should be 60 miles per hour through Bluff.
Mr. Musselman also brought up the matter of having a well drilled in Bluff and understood that funds were available through the Sheriff's Department and Recreation Department for drilling such a well. He stated that he had contacted Harvey Butler who claims that it will cost more to clean out the old existing well than to drill a new one. He also stated that something should be done about capping the old well as it is constantly overflowing and even the road is covered with water at times. Commissioner Black explained that there is money available in the Recreation Fund for either water development or TV improvement, but not for both in this year's budget. Mr. Musselman stated that he did not know that this was the case, and recommen-ded that the County Commissioners take no action until a survey can be made to determine the preference of the people of Bluff as to which they desire to have done this year.
JEEP PATROL MEMBERS TO ATTEND CIVIL DEFENSE SCHOOL AT CAMP WILLIAMS
Paul Strong, Captain of the Jeep Patrol, was present to request that consideration be given to having mem-bers of the jeep patrol attend a Civil Defense School, especially held for jeep patrols, at Camp Williams on November 24 & 25. Two cars of jeep patrol members would like to be in attendance.
Commissioner Black who is the Commissioner in charge of Civil Defense stated that the Civil Defense Depart-ment was planning on having the Jeep Patrol attend the meetings at Camp illiams on the specified dates.
WIDOWS EXEMPTION GRANTED TO MRS. EVA C. TORRES
An application having been made by Mrs. Eva C. Torres for a widow's abatement on taxes, a motion was made by Commissioner Ray V. Redd, seconded by Commissioner Hyrum T. Black, and unanimously carried, that Mrs. Eva C. Torres be granted the usual widow's abatement of $10.00 on taxes.
CANVASS OF GENERAL ELECTION MADE
A canvass of the General Election was made and found to be as follows; A motion was made by Commissioner Black, seconded by Commissioner Redd, and unanimously carried, that a canvass has been made of the Election results, and that a letter be enclosed with the abstract to the effect that the Chairman of the Democratic Party has stated that an action will be filed contesting the results of the vote for County Sheriff and County Assessor.
