MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY. THE 4th DAY OF MARCH, 1968.

Meeting opened at 10:00 O'clock A. M. with Commissioner Hazleton in the Chair. MINUTES READ AND APPROVED

Minutes of the previous meeting were read and approved. Motion for approval was made by Commissioner Young, seconded by Commissioner Black and carried unanimously.

CORRESPONDENCE ON ROAD MATTERS APPROVED

Letters which had been prepared to be mailed to Mr. Henry Helland and Mr. E. Jonas were read, approved and signed by the Commissioners.

PAYMENT RECEIVED FOR FOREST ROAD SURVEY

A check in the amount of $3,832.60 was received from the Government in payment for the survey work done on the Forest Road.

LETTERS RECEIVED RE: V 0 R T A C GUIDANCE INSTALLATIONS

Chairman Hazleton received replies from Senator Moss and Congressman Burton regarding the protest to removing VORTAC Guidance Installation for aircraft from the LaSal area. These Officials stated that they would investigate the rumor and assist in-retaining the installation. (*attempting to retain)

COMMISSIONER YOUNG REPORTS ON CIVIL DEFENSE & BUILDING STANDARDS

Commissioner Young reported that in his conversation with the Jeep Patrol he had been informed that their members would prefer to participate as they have been doing in the past and, have the entire Civil Defense Program upgraded.

Commissioner Young also stated that inhis observation on some of the changes of the Courthouse addition, they do not appear to be up to desireable standards.

AIRPORT MATTERS DISCUSSED

Richard Smith met with the Commission to request a letter from the County granting him permission to base his operations at the County Airport.

Commissioner Black moved that Chairman Hazleton be authorized to draft a letter granting Richard Smith permission to base his operations at the San Juan Airport north of Monticello. Commissioner Young seconded this motion and it carried unanimously.

MISCELLANEOUS MATTERS

A letter was received from Lola Page of Carlin, Nevada requesting assistance on swimming pool plans. A letter and resolution was received from the Oljato Chapter regarding road improvement, and "B" Road designation of reservation roads.

A*letter from the Architect (*copy of a letter from the Architect) of the Long Term Care Facility to Mr. Bert Erickson informing him that the facility is now ready for final inspection, and other matters per-taining to finances.

A notice from the bonding company regarding the last lighting contract at the Monticello Airport. Com-missioner Black stated that he would investigate this request.

A letter from Emery County explaining their over-charges to San Juan County on the TV billings. The Clerk was instructed to request them to make the adjustment on the next billing.

COMMISSIONER BLACK REPORTS ON E.D.A. APPLICATION

Commissioner Black reported on a telephone call from Mr. George T. Frost on our E.D.A. Application and the need for a 30-day report. Commissioner Black then presented a report he had drafted which was ap-proved by Commissioner Young and Hazleton.

The Commissioners then discussed the plans for the March 22nd meeting to be held in the Governor's Conference Room.

EAS.T SUMMIT ROAD DISCUSSED

John Skidmore and other citizens from East Summit area met to discuss the road conditions and repairs in their area.

The Commissioners referred to the entry in the Minutes the preceeding week, wherein they had stated that the road in question would possibly be let for contract in 1969 on the State Arterial System, or,construc-ted by the County with "B" Road money.

Publishers of the State of Utah Sports, Vacation & Travel Guide met with the Commission to request an add in this publication.

The Commissioners informed these publishers that the County Tourist & Publicity Council handles this type of advertising for the County and referred them to Howard Rogers.

Specifications on the Heavy Duty trucks to be purchased by the County were discussed with Tom Redd and Robert Sparks.

Mr. Blaine Kay of the State Highway Department contacted the County Commissioners by telephone and scheduled a meeting for Friday, March 8th at 11 A. M. He requested that the Mayors of Monticello and

Blanding be in attendance at the meeting.

Devon Hurst met with the Commissioners to discuss an application to purchase land under the Public Land Sale Act, and zoning within the County. The 701 Planning Program the County is participating in was briefly discussed. The Commissioners stated that they would meet with the Board of Directors of the

Water Conservancy District on Thursday evening at 7:30 P. M.

ROAD CHANGE DISCUSSED BY MELVIN DALTON

MElvin Dalton met with the Commission and requested them to consider changing a road in the Montezuma Creek area where he owns property. Mr. Dalton stated that he would furnish the needed culverts for the project.

The Commissioners advised Mr. Dalton to have Roads Superintendent Dave Guymon inspect the area and report

back on the approximate cost. They would then decide if it could be done under maintenance in 1968 or programmed for 1969.

The Commissioners scheduled a meeting with the local School Board for March llth at 2 P. M. at which time

they plan to discuss swimming pools and recreation and related problems, and County functions held in

school buildings; also mutual problems regarding snow removal.

Athena Area #2: The period from 6 P. M. March 14th to 6 A. M. March 15th, 1968 is hereby declared a firing period.
