MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON OCTOBER 5, 1964, AT 10 0' CLOCK A. M. IN THE COMMISSIONERS' ROOM OF THE COUNTY COURT HOUSE AT MONTICELLO, UTAH,

Meeting opened at 10 o'clock a. m. with Commissioner Summers in the Chair. MINUTES READ AND APPROVED
Minutes of the previous meeting of September 28th were read and approved. Motion for approval was made by Commissioner Hurst, seconded by Commissioner Black, and carried unanimously.
COMMISSIONER HURST REPORTS
Commissioner Hurst reported that this evening a meeting has been set for attendance of the Planning Commis-sion and Tourist and Publicity Council in the Commissioners' Room of the County Court House for considering developments that are taking place for possible by-passing of Blanding and Monticello by making the Natural Bridges the south entrance to the Canyonlands Park. Commissioner Hurst recommended the closing of a road from the bridges over Elk Mountain to the Canyonlands if it means by-passing the populated areas of San Juan Coun-ty.
COMMISSIONER SUMMERS REPORTS
Commissioner Summers reported that since it was necessary to consumate the agreement with the Forest Service so that work could be started on the Forest Road this Monday, he had signed the agreement with them. The work will consist of construction of 2 miles of road continuing from the blacktop at North Creek and the work must get under way at the present time in order to get use of the money that has been appropriated.
Commissioner Black made a motion that Commissioner Summers be authorized to sign the agreement between San Juan County and the Forest Service for road construction work. The motion was seconded by Commissioner Hurst, and carried unanimously.
Commissioner Black suggested that the San Juan County get definite information as to a commitment when con-struction of the Devils Canyon approach is to be started. Bob McCaslin, newspaper reporter, stated that there are still right-of-way problems to be resolved, and he had also heard that the money had been expended.
The Road Superintendant requested that an explanation be printed in the paper to the effect that the County is
not responsible for maintenance of roads on the forest. He stated that many gripes come to him about the poor condition of the roads on the forest.
Mr. Guymon was authorized to put such a statement in the paper.
Mr. Guymon also asked the Commissioners to consider letting the road employees start working at an earlier hour until the first of November or as long as weather permits so that many of them can do work on their farms while weather is nice. The Commissioners agreed that the time could be extended to that date if the weather remains nice.
LEASING OF MINING PROPERTY DISCUSSED
F. Bennion Redd, County Attorney, together with Floyd Bleak were present to discuss with the County Commis-sioners the leasing of certain mining property which was acquired from Security Uranium Corporation through tax sale. Mr. Redd recommended that the matter be advertised for bids. He stated that Wade Shupe presently has the property leased from the previous owners and will be in to see the Commissioners concerning the mat-ter.
Mr. Shupe came and stated that some of the mining claims previously owned by Security Uranium were-patented while others are unpatented. He stated that he had a lease with the previous owners and thought that it was still in effect until just last week. He further stated that he would like to have some agreement with the County so that he could continue working the claims.
The County Attorney stated that it would be better to advertise for sealed bids for sale of the property.
Commissioner Black made the motion that San Juan County advertise for sealed bids to be opened two weeks from today, or on October 19th,for sale of the property previously owned by Security Uranium. The motion was sec-onded by Commissioner Hurst, and carried unanimously.
ATHENA FIRINGS FROM GREEN RIVER, AREA 2
Word has been received from White Sands Missile Base that Athena Firings will be made from Green River, Utah, October 9 - 6 P. M. to October 10 - 6 A. M. and on October 12- 6 P. M. to October 13 - 6 A. M., both firings will be in Area 2.
RIGHT OF WAY EASEMENT GIVEN TO COUNTY
A right-of-way easement has been given to San Juan County by Lloyd and Althea Adams on a strip of land 66
feet wide on county road number 1-01 which is in Section 32, T 33 S, R 23 E., containing 5.83 acres more or less,
