Meeting opened at 10:00 O'clock A. M. with Commissioner Hazleton in the Chair. MINUTES READ & APPROVED
Minutes of the meeting of December 26, 1967, were read and approved. Motion for approval was made by Commissioner Black, seconded by Commission Hazleton, and carried unanimously.

SAM CAPITAN REQUESTS SNOW REMOVAL ON INDIAN ROADS
Mr. Sam Capitan reported to the Commission that the heavy snowfall in the areas of McCracken Mesa is
preventing the Indians from getting their necessary firewood.
The Commissioners made arrangements with the Road Department Superintendent and the Title V Director
to have a front-end loader in the area and have Mr. Capitan direct the equipment to the area that needs
clearing.
SAN JUAN COUNTY DECLARED DISASTER AREA
The following Telegram was received from the office of Senator Moss:

GOVERNMENT OWNED CCC FEED GRAIN WILL BE OFFERED FARMERS AND RANCHERS OF SAN JUAN AND WAYNE COUNTIES BECAUSE OF RECENT HEAVY SNOWS IN AREA, THE OFFICE OF SENATOR FRANK E. MOSS SAID TODAY.
SECRETARY OF AGRICULTURE FREEMEN ANNOUNCED THE OFFER WHICH WILL CONSIST OF FORAGE AND HAY SUPPLIES FROM COMMODITY CREDIT CORP. STOCKS. THE AGRICULTURE STABILIZATION AND CONSERVATION SERVICE (ASCS) COUNTY OFFICES WILL DETERMINE THE ELIGIBILITY OF PRODUCERS FOR ASSISTANCE, THE SECRETARY SAID. THE SECRETARY OF AGRICULTURE IS ACTING UNDER THE SO-CALLED DISASTER LAW WHICH PROVIDES AUTHORITY TO OFFER GOVERNMENT-OWNED FEED GRAINS IN CASES OF SEVERE DROUGHT, FLOODS AND SIMILAR CONDITIONS.
OFFICE OF SENATOR MOSS. EMERGENCY ASSISTANCE DISCONTINUED
The Commissioners stated that the emergency condition is over and the County is again operating on normal policies, that is, the County equipment will clear County roads only. Private areas will have to be handled by the owner.
HOSPITAL CHECKS - TREASURER'S SIGNATURE REQUIRED

BID OPENING FOR MOTOR GRADER FOR ROAD DEPARTMENT
This was the day and hour set for the bid opening on a Motor Grader for the County Road Department.
Those submitting bids were: Wheeler Machinery of Salt Lake City, Utah.
Western Road Machinery of Salt Lake City, Utah Rocky Mountain Machinery of Salt Lake City, Utah
Following a cgmparison of bids and a discussion, Commissioner Black moved that the bid of Western Machinery be accepted if or an Austin Western Super 300 Power Grader with specifications as presented and modified, including snowplow equipment.
Commissioner Black also moved that the Chairman be authorized to sign the Purchase Order. This move was seconded and carried unanimously.

COMMUNITY ACTION PROGRAM DISCUSSED
Mr. Schultz and Cleal Bradford met with the Commission to discuss the Head Start Program and the money available to San Juan County.
They informed the Commission of a meeting scheduled for January 16th, at 4 P. M. at the Office in Price, Utah. Commissioner Black will represent San Juan County at this meet.
The Jeep Patrol met with the Commission to discuss matters pertaining to the Civil Defense Program.
An Application for an Airport License for the San Juan CountyAirport was turned to the Commission by Airport Manager, Dick Smith. This was approved and the Clerk was instructed to remit the License Fee of $5.00 to the office of B. V. Walker in Salt Lake City.

Commissioner Black reported on the meeting of the Roads Committee & County Association which was held in Salt Lake City on Friday, January 5th.
Mr. A. M. Stocks reported on the snow pushing in the LaSal area during the recent heavy storm.
Tom Redd, of Quality Ford Company, met with the Commission regarding the new car for the Sheriff's Dept.
A letter was received from the City of Monticello wherein they expressed their appreciation for the assis-tance from the County during the recent heavy snow storms.
Governor Rampton sent correspondence regarding the nonpayment of taxes on mining property, and the method of determining eligibility of strikers for Welfare assistance.
