SAN JUAN COUNTY COMMISSION MEETING May 19, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Absent: Bruce Adams, Chairman Attendees: Marilyn Boynton, Charlie DeLorme, Greg Adams, Maxine Deeter, David Bronson, Ann King, Michael Diem, Shorty Todacheene, Bruce Bunker, Don Kilgrow, Gray Wanglin, Jim Keyes, Evan Lowry, Susan Taylor, Alan Freestone, Mike Lacy, Howard Sargent, Joel Nowak, Phil Glaze A motion to approve the minutes of May 12, 2008, with corrections to be made by Commissioner Adams, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Jim Keyes - USU Extension Jim presented an out of state travel request to attend the National Association of County Agricultural Agents National Convention in Greensboro, NC at an approximate cost of $692. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Jim updated the Commission on the Black Grass Bugs saying that there have been several acres of wheat fields lost to these bugs. He stated that where they are seeing the biggest problems are in fields that have crops neighboring CRP fields. He asked the Commission for any ideas or suggestions they might have to deal with this problem. Alan Freestone and Mike Lacy - SJC Sheriff's Office Alan presented a procurement request for a Wooldridge 20ft. Super Sport Drifter Inboard Boat at a cost of $40,188.85. Alan stated that they have a $23,000 grant to use toward the purchase of the boat and that the Sheriff is willing to put up $10,000 from Drug Seizures. That would leave a remaining balance of $7,188.85. There was discussion about whether or not this boat was the right choice to run in Lake Powell and on the rivers. After some debate it was decided that this boat would work well for the area. A motion to approve the request was made by Commissioner -1- Lynn Stevens. David Bronson - SJC Surveyor David presented six deeds to be consolidated into one (deed) for property around the PSB. A motion to approve signature of the consolidation was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Greg Adams - SJC Planning and Zoning Greg presented the San Juan Estates Phase 5 Plat for approval and signature. A motion to approve the San Juan Estates Phase 5 Plat, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Don Kilgrow - Monticello Airport Committee Chair Don addressed the issue from the May 12 Commission Meeting on changing the zoning for the new Monticello Airport. There was discussion about letting property owners in the area know what they plan to do and holding a Public Hearing. Don requested permission to get the process started with Greg Adams and Rick Bailey. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the request. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Maxine Deeter - Monticello BLM Maxine Deeter reported to the Commission that the BLM will be conducting a Riparian Study for the Navajo Nation in Bluff concerning the north bank of the San Juan River. A public information meeting will be held on May 29th at the Bluff Community Center. Charlie DeLorme - SJC Ec. Development Charlie presented a framed digitized photo of the Goosenecks to the SJC Commissioners and the SJC Administrative building. He also reported that he recently returned from Salt Lake for a TRT Conference where SJC received three awards. Charlie presented fall 2008 out of state travel requests to Germany/Paris for International Trade Show in September, Singapore/South Korea for International Travel Berlin in October, London for World Market Travel in November, and Seattle for Adventure in Travel Expo in September. A motion to approve the travel requests was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. -2- Ann King - Forest Service Ann introduced Mike Diem the new District Ranger for Moab/Monticello and Howard Sargent the Forest Supervisor for Manti La Sal National Forest to Commissioners. Commissioners welcomed them to the area and said the look forward to a cooperative working relationship with them. Public Hearing - 11:45 A.M. A motion to go into a Public Hearing, to receive public comments on future projects to be submitted to the Community Impact Board of the State of Utah, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. The proposed projects to be submitted to the CIB are the expansion of the Public Safety Building, the expansion of the County Fairground Buildings and Area, and partial funding for Phase II of the Lisbon Valley Road. Joel Nowak, a resident of Monticello, addressed his concern over the proposed PSB expansion saying that he and his family have purchased a house south of there. His concern was primarily with safety and privacy from inmates. Sheriff Lacy stated that there would be no windows on the south side of the building and that there would be no open areas outside for inmates to go. He also said that there is the possibility that inmates would do work around the yard but that they are short term inmates and not from the State. Sheriff Lacy also stated that SJC is recognized State wide for having a safe facility and because of that they wouldn't do anything that could jeopardize that. A motion to go out of Public Hearing at 12:00 P.M. was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Norman L. Johnson - SJC Clerk/Auditor Norman presented a list of the Social Services Block Grant Allocations to Commissioners for 2008-2009. Norman stated that the total allocations are in the amount of $59,550.80 and he made the recommendation that $20,191 go to Rocky Mountain Home Health, $15,668 to SJC Area Agency on Aging, $19,000 to SJ Counseling, and $4,691.80 to La Sal Senior Center. A motion to approve the recommendation was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Norman presented one building permit for signature and approval. Kelley Backes - Residence - W Madison Ave., La Sal A motion to approve the building permit provided all appropriate signatures are in place was -3- made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Open Time and Other Business Commissioner Stevens addressed the issue of the Dog Ordinance saying that he would like to wait until July to implement it. His concerns are what office is going to handle collections of the fines, permits, etc. A motion to wait on the implementation of the dog ordinance was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Mr. Todacheene, a SJC resident, revisited an issue of washed out roads he has by his home near Hatch. He stated that he has been to Commission Meeting before to address this and that Lynn Laws has come down to look at the problem area, but that he hasn't heard anything back. Commissioners stated that they need to secure funds and a contractor and hope to get the problem taken care of soon. Marilyn Boynton, a SJC resident, reiterated her concerns over the Bluff Sewer project saying she feels that "no one is getting all the information." Commission Reports Commissioner Stevens will in Price Wednesday morning and then heading to the WIR Conference in St. George Thursday and Friday. Commissioner Maryboy attended the Grand Opening for the Monument Valley Clinic and Fire Station on Friday. He will be in the County the beginning of this week but has plans to be in Kayenta Wednesday thru Friday. Adjourn 12:25 P.M. -4-
