SAN JUAN COUNTY COMMISSION MEETING May 27, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Attendees: Marilyn Boynton, Cyndi Eldredge, Wanda Franklin, Lynn Laws, David Bronson, Brandy and Jeff Tomhave, Evan Lowry, Charlie DeLorme A motion to approve the minutes of May 19, 2008, with corrections, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Lynn Laws and Wanda Franklin - SJC Road Department and David Bronson - SJC Surveyor Lynn, Wanda, and David updated Commissioners on a project they will be working on for the next four years. All County road signs will need to be upgraded to "Retro Reflective" by 2012. If the sign is in good condition they can re-sheet the old with the new, if not, the whole sign will need replaced. Lynn Laws - SJC Road Department Lynn presented a procurement request for a 7.4 Modis Elite Scanner from Ronald Gorton Franchise at a cost of $6295. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Lynn reported to the Commissioners that there was a piece of property for sale that had fuel tanks and a building for storage. Commissioners asked Lynn with the help of Rick to look further into it. Lynn received two bids for Concrete Cattle Guard Timbers. He recommended the low bid from Mike Moses at a total cost of $16,750. A motion to approve the recommendation was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. -1- David Bronson - SJC Surveyor David presented an out of state travel request for him and Sam Cantrell to go to Durango for the Four Corners Area Survey Conference at a cost of $1040. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Maryboy was absent for the vote. David presented the PSB area property deed for signature. This was approved at last weeks Commission Meeting and just needed Commissioner Adams signature. Cyndi Eldredge - SJC Personnel Cyndi presented a request to expand the Assistant Survey Position from a Grade 11 Step 81 to a Grade 15 Step 114. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Maryboy was absent for the vote. Cyndi presented a request for David Ketron to transfer from Weed Supervisor to the Assistant Surveyor and remain at a Step 114. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Maryboy was absent for the vote. Cyndi presented a request to hire Natalie Freestone as the part time Digital Scanning Technician at a Step 35. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Maryboy was absent for the vote. Cyndi presented a request to hire Kristalee Shumway as the part time Blanding Library Assistant a Grade 1 Step 1 position. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Maryboy was absent for the vote. Cyndi presented a change in payroll request for Layne Nielson from a Step 10 to a Step 35, stating an increase in duties and responsibilities since the time of his hire. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Adams abstained from the vote due to his relationship to the employee. Cyndi presented a request to advertise for a temporary part time Mail Clerk for Ec. Development. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. -2- Evan Lowry - SJC Planning Evan reported to the Commission that comments for the proposed new draft RMP are due June 6th. Charlie DeLorme - SJC Ec. Development Charlie presented a request to have Commission signature on a letter he has drawn up to the Western Area Power Administration. The letter addresses co-location of an antenna from Commnet on a tower of WAPA's to try to get more cellular coverage around Mexican Hat. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman L. Johnson - SJC Clerk/Auditor Norman updated Commissioners on the Primary Election stating that ballots have been ordered and a County Tech from Premier is here. Norman also updated the Commissioners on the tax sale that will be held Thursday May 29th saying that there are only two properties left for sale. Brandy and Jeff Tomhave - Tomhave Group Brandy and Jeff reported to the Commissioners some of the areas and projects they have looked at in the County. They attended a Road Meeting in Kayenta and decided to draw up a letter to BIA stating that they are going to seek a rider on a bill to get them to cooperate with other agencies to make roads safer. They also were going to meet with the Victims of Mill Tailing Exposure and Charlie DeLorme about cell service. Commission Reports Commissioner Adams attended WIR and went to the Reservation Road Rescue meeting in Kayenta last week. He will be attending a RAC meeting in Greenriver this week. Commissioner Stevens attended WIR last week. He plans to attend a Health Department Board Member meeting in Greenriver this week and go by boat to Rainbow Bridge on Saturday. Commissioner Maryboy attended the Road meeting in Kayenta and also went to the Graduations in both Monument Valley and Montezuma Creek. Adjourn 12:20 P.M. -3-
