SAN JUAN COUNTY COMMISSION MEETING June 9, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Dawn Shaw, SCJ Deputy Clerk Attendees: Cyndi Eldredge, David Hinkins, Lou Mueller, Idonna Cook, Evan Lowry, Lynn Laws, Charlie DeLorme A motion to approve the minutes of June 2, 2008, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Maryboy was excused so he could attend a funeral in Blanding. Lou Mueller - USU Extension Lou presented an out of state travel request to Indianapolis, IN for a Galaxy III Conference, September 13-20, 2008. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge - SJC Personnel Cyndi presented a request to hire Kevin Anderson as a part time Weed Sprayer, a Step 33 position. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Charlie DeLorme - SJC Ec. Development Charlie DeLorme presented a request to the Commissioners to have the Needles Airstrip Graded. There was discussion about liability to the County if they did this. Rick stated that insurance will not cover this since it is a private airstrip and it is just too big of a risk. Commissioners agreed with Rick stating that the County could not take on this project. -1- Evan Lowry - SJC Planning Evan reviewed a copy of the Counties comments on the BLM's Proposed Resource Management Plan and went over some areas of concern. Tammy Gallegos - SJC Administrative Assistant Tammy presented a procurement request for a Vizio 26" Class LCD HDTV with Digital Tuner from Wal-Mart in the amount of 490.47 for the La Sal Senior Center. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman L. Johnson - SJC Clerk/ Auditor Norman reported to the Commissioners that the Election preparations are going well and the Early Voting would be up and running tomorrow. Norman presented a proposal to increase the Personal Lodging payout to employees who are traveling and stay with family or friends. Following a discussion to was motioned to adjust the rate to 60% of what the rate is for a room in SLC, effective June 1st, by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey - SJC Administrator Rick received a letter from the Hole in the Rock Foundation requesting that SJC waive the fee for the building permit they applied for. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick updated the Commissioners on the Reverse 911 system stating that Carbon, Grand, and SJ Counties are going to participate in this together. Emery County decided not to join with the Counties. The cost annually will be $5000 for each County. Open Time and Other Business Lynn Laws, SJC Road Department reported that three windows on a Grader by the Red Mesa Chapter House were broken out by someone throwing rocks. Commissioner Kenneth Maryboy will be asked to look into this. Commission Reports Commissioner Stevens attended a Homeless Committee Meeting last Friday. This week he plans -2- to attend the La Sal Senior Center Open House on Wednesday. On Thursday he will be hosting the State Tourism Board at his home providing a dinner and then attending their meeting on Friday. Commissioner Adams attended a UCIP Retreat last week and has tentative plans to attend the dinner at Commissioner Stevens house Thursday night. Adjourn 12:05 P.M. -3-
