SAN JUAN COUNTY COMMISSION MEETING August 11, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Absent: Lynn Stevens, Commissioner Attendees: Cyndi Eldredge, Tammy Gallegos, Charlie DeLorme, Gene Foushee A motion to approve the minutes of August 4, 2008 was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge - SJC Personnel Cyndi presented a request to hire Bonnie Bitsinnie as the part time Blanding Senior Center Aide, a Grade 1 Step 1 position. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi presented a request to transfer Joseph Harris and Lehi Lacy from Corrections Officers to Deputy Sheriffs. Joe will remain at a Step 122 and Lehi will remain at a Step 120. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi presented a request to change Kelly Bradford from the Road Sergeant to the Detective/Investigator. Kelly will remain at a Step 212. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi presented a request to change the minutes from July 28, 2008 to reflect that the payroll change for Greg Adams is retro-active to April 2007 not January 1, 2008. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. -1- Charlie DeLorme - SJC Ec. Development Charlie requested a clarification on the County travel and per-diem policy. There was considerable discussion relating to reimbursement for out of state per-diem as it relates to premium cities. As the policy now stands all in state per-diem is based on the County rate and all out of state per-diem is based on the State of Utah rate except for the premium cities (as defined by the State) which are based on the federal rate. No decisions were made and the item will be placed on the next agenda. Rick Bailey - SJC Administrator Rick presented two building permits for approval and signature. Chantell Murphy - Residence - Spanish Valley Dr., Moab Encana Oil and Gas - Electrical Only - Hwy 491, Monticello A motion to approve and sign the building permits, provided all appropriate signatures are in place, was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a project agreement with National Forest Service for approval and signature. The agreement is for road work needing to be done near Elk Ridge Road. Rick presented a procurement request from the Road Department for a IMT 1800 Bead Breaker with Pump in the amount of $890.00 from Myers Tire Supply. Rick presented a procurement request from EMS for a Nikon D80 Camera Outfit in the amount of $1506. 85 from CDWG. A motion to approve the request was made by Commissioner Kenneth Maryboy. Rick presented a request to seat Bob Turri on the Planning and Zoning Commission to represent the Monticello Area. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commission Reports Commissioner Adams reports that the County Fair was a success. Last week he attended the Utah Navajo Revitalization Board Meeting in Navajo Mountain. He will be in Cedar City tonight for UCIP and later this week to Price for AOG. -2- Commissioner Maryboy also stated that he enjoyed the Fair. He will be meeting with Officers from Zions bank about the Navajo Trust Fund Issue in the coming weeks and plans to attend the Aneth Chapter Meeting. Adjourn 10:50 A.M. -3-
