Homeland Security Advisory System


SEVERE
A terrorist attack has occurred or credible and corroborated intelligence indicates that one is imminent. Normally, this threat condition is declared for a specific location or critical facility.

 


HIGH
Credible intelligence indicates that there is a high risk of a local terrorist attack but a specific target has not been identified.

 


ELEVATED
Elevated risk of terrorist attack but a specific region of the USA or target has not been identified.

 


GUARDED
General Risk with no credible threats to specific targets.
 

 


LOW
Low risk of terrorism. Routine security is implemented to preclude routine criminal threats.


 

 

 

 

 

 

Severe: Definition: a terrorist attack has occurred or credible and corroborated intelligence indicates that one is imminent. Normally, this threat condition is declared for a specific location or critical facility.

bullet Expect delays, searches of bags, traffic
bullet restrictions and restricted access to public buildings.
bullet Avoid crowded public areas and gatherings. Do not travel in areas affected by the attack or is an expected terrorist target.
bullet Keep emergency supplies accessible. Be prepared to evacuate your home or shelter in place on order of local authorities.
bullet Report suspicious persons taking photographs of critical facilities, asking detailed questions about physical security or dressed inappropriately for weather conditions (suicide bomber). Report these activities immediately to local law enforcement by calling 9-1-1.
bullet Monitor news and Emergency Alert System radio/TV stations. Avoid passing unsubstantiated information and rumors.
bullet Individual Response-Contact business to determine status of work day.
bullet Individual Response-Adhere to any travel restriction announced by local government authorities.
bullet Family Response-Discuss children’s fears concerning possible/actual terrorist attacks.
bullet Neighborhood Response-Be prepared to shelter in place/evacuate and assist neighbors who are elderly or have special needs to do the same.
bullet School Response-Close school if recommended to do so by appropriate authorities 100% identification check and escort of anyone entering school other than students, staff and faculty.
bullet School Response-Ensure mental health counselors are available for students, staff and faculty.
bullet Business Response-Determine the need to close business based on circumstances and in accordance with written emergency plan.
bullet Business Response-Be prepared to work with a smaller work force.
bullet Business Response-Ensure mental health counselors available for employees.

bullet Continue normal activities but expect delays, baggage searches and restrictions as a result of heightened security at public facilities.
bullet Continue to monitor world and local events as well as local government threat advisories.
bullet Avoid leaving unattended packages or brief cases in public areas.
bullet Inventory emergency supply kits and discuss emergency plans with family. Reevaluate meeting location based on threat.
bullet Be alert to your surroundings, avoid placing yourself in a vulnerable situation and monitor the activities of your children.
bullet Maintain close contact with your family and neighbors to ensure their safety and emotional welfare.
bullet Individual Response-Exercise caution when traveling.
bullet Individual Response-Have shelter in place materials ready.
bullet Family Response-Discuss children’s fears concerning possible terrorist attacks.
bullet Neighborhood Response-Check on neighbors who are elderly or have special needs to ensure that they are okay.
bullet School Response-Review emergency plans.
bullet Business Response-Determine need to restrict access to business or provide private security firm support/reinforcement.

bullet Take a first aid or Community Emergency Response Team class. Become active in your local Neighborhood Crime Watch program.
bullet Network with your family, neighbors and community for mutual support during a disaster or terrorist attack.
bullet Learn what critical facilities are located in your community and report suspicious activities at or near these sites.
bullet Attend your local emergency planning committee (LEPC) meeting to learn more about local hazards.
bullet Individual Response-Ensure disaster supplies kit is stocked and ready
bullet Family Response-Develop alternate routes to/from school/work.
bullet Neighborhood Response-Have a neighborhood meeting to identify neighbors who are elderly or have special needs.
bullet School Response-Ensure all emergency supplies are stocked and ready.
bullet Business Response-Contact private security firm for security risk assessment and to determine availability of support/reinforcement.

bullet Update immunizations.
bullet Individual Response-Replace outdated items in your supplies kit.
bullet Family Response-Establish and alternate meeting place away from home with family.
bullet Neighborhood Response-Help neighbors who are elderly or have special needs develop an emergency plan.
bullet School Response-Conduct safety training/emergency drills.

bullet Continue to enjoy individual freedom. Participate freely in travel, work and recreational activities.
bullet Be prepared for disasters and family emergencies.
bullet Support the efforts of your local emergency responders (fire fighters, law enforcement and emergency medical service).
bullet Know what natural hazards are prevalent in your area and what measures you can take to protect your family.
bullet Family Response-Take a CPR and First Aid Course.
bullet Neighborhood Response-Establish a neighborhood watch.
bullet School Response-Ensure selected staff members take a CPR and First Aid Course.
