Bluff Community Reinvestment Area

Public Notice

The Community Reinvestment Agency of San Juan County (the “Agency”) will hold a public hearing on May 15, 2018, commencing at 11:00 a.m. or as soon after that as feasible, in the conference room of the Hideout Community Center at 648 Hideout Way in Monticello, Utah. The purpose of the public hearing is to accept public comment on a draft project area plan and budget for the proposed Bluffs Community Reinvestment Area.

On February 6, 2018, the Board of Directors of the Agency adopted a resolution authorizing the preparation of a draft community reinvestment project area plan and budget for the proposed project area within the Bluffs Dwelling Survey Area. Agency staff and consultants have prepared a draft plan for the proposed Bluffs Dwelling Project Area, along with a draft budget, within the Bluffs Dwelling Survey Area. Property tax revenues resulting from an increase in valuation of property within the project area or proposed project area will be paid to the Agency for project area development rather than to the taxing entity to which the tax revenues would otherwise have been paid, if the proposed project area is created and the use of tax increment is approved by either a taxing entity committee representing all the taxing entities within the project area, or by interlocal cooperation agreement with one or more of those taxing entities. The Agency has requested $497,952.00 in property tax revenues that will be generated by development within the proposed project area to fund a portion of project costs within the proposed project area. These property tax revenues will be used for the following: project administration and creation, and infrastructure improvements located within or providing a benefit to the proposed project area. These property taxes will be taxes levied by the following governmental entities, and, assuming current tax rates, the taxes paid to the agency for this project area from each taxing entity will be as follows: San Juan County – $288,161; San Juan County School District – $679,236; San Juan County Water Conservancy District – 53,058; San Juan County Health Service District – $95,696; San Juan County Service Area No. 1 – 128,071. All of the property taxes to be paid to the agency for the development in the project area are taxes that will be generated only if the project area is developed. All persons interested and present will be given an opportunity to be heard in this matter. Written comments may also be submitted to the Agency regarding the draft plan and budget prior to the date of the public hearing. All concerned citizens are invited to attend the hearing. Any person objecting to the proposed project area plan or budget, or contesting the regularity of any of the proceedings to adopt the proposed project area plan or budget, may appear before the board at the hearing to show cause why the proposed project area plan or budget should not be adopted. The proposed project area plan and budget are each available for public inspection at the San Juan County Offices (address below). The proposed Bluffs Dwelling Project Area is located on the east of Highway 191 near the address of 2625 South Highway 191 and includes all of parcel #C40220196601. The legal description is: Section 19 T40S R22E: SE 1⁄4 SW 1⁄4; That portion lying East of the Highway (consisting of approximately 16.08 acres).
