SAN JUAN COUNTY COMMISSION APRIL 3, 1989 The regular meeting of the San Juan County Commission met at 10:00 a.m. at the San Juan County Courthouse at Monticello, Utah. Present: Calvin Black Chairman Mark Maryboy Vice Chairman Tyron Lewis Commissioner Rick Bailey Administrative Assistant Dena Hunter Deputy Clerk A motion to approve the minutes of March 27, 1989, as corrected was made by Commissioner Maryboy. Second by Commissioner Lewis. Unanimous CURRENT BUSINESS The Commission authorized Commissioner Black to sign the ballot for election from Empire Electric and authorized Jack Young to vote at the annual meeting for the County. Utah Counties Finance Cooperative Gail Johnson County Clerk/Auditor advised the Commission that she was informed that the county still has $62,000.00 in reserve on the money that was borrowed from the Utah Counties Finance Cooperative. Mrs. Johnson was instructed to use this money to pay for the new road department equipment. Uniform and Tool Allowances Gail Johnson has received a notice from the State Auditor on allowances that are paid to employees. The allowances must be reported as taxable income and all of the taxes must be paid even FICA taxes. It was decided that the employees will be ask if they would like to have the allowances taxed or if they would like to bring in receipts and have the amount reimbursed. Pay Increases and Hire Requests Requests were received from the Road Department to change the following workers from part-time permanent employees to full-time permanent employees: Clifford Jones to Grade 6 Step 1; Jose Herrera Grade 6 Step 1 ; Arnold Atencio to Grade 10 Step 1; Duane Franklin to Step 10 Grade 1 ; Jason Shumway Grade 6 Step 1 ;effective 4/3/89. Motion to approve by Commissioner Maryboy. Second by Commissioner Lewis. Unanimous. Max Halls was approved for a probationary increase from Grade 14 Step 1 to Grade 14 Step 2 ; effective 4/3/89. Max Ksiazkiewicz was approved for a probationary increase from Grade 17 Step 1 to Grade 17 Step 2 ; effective 4/3/89. Motion to approve by Commissioner Lewis. Second Commissioner Maryboy. Unanimous. Purchase Request The Road Department presented bids on a 1" impact wrench. Bids were received from Monticello Motor Parts for $500.00; Sears in Monticello for $399.99 + of freight $11.00. Blanding Motor Parts for $718.24; Save Way Tire for $398.00. The low bid of $398.00 from Save Way Tire was accepted. Bids on a R3R 400 Welder were received from Field Welding for $1605.00 + $150.00 for the under carriage, they also had a used welder with very few hours use for $1250.00; Humphries Welding for $1505.00 + $143.00 for the under carriage. The bid for the used welder was accepted from Field Welding. Motion by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. Dell Hunter informed the Commission that the fountain in the hall outside of their chambers needs to be replaced. The Commission authorized Mr. Hunter to obtain bids on a new fountain and purchase at the best price. Motion to approve by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. Travel Council Hire Request Peggy Humpherys ask the Commission for some Part-time seasonal help for her office. She stated that she needs someone to write articles for publications, and to answer correspondence. The possibility of having someone in the office over the weekend was discussed. Action was tabled until the next meeting. RICK BAILEY ADMINISTRATIVE ASSISTANT REPORTS Building Permits Mr. Bailey presented the Commission with a request for a building permit from J. Rex Nielson for demolition and rebuilding at Shirttail Corners. Motion to approve by Commissioner Lewis. Second by Commission Maryboy. Unamious. A permit from Kenny's Restaurant was sent to the City of Blanding City for their recommendation, as they are within one mile of the city limits. Navajo Mountain School Books Mr. Bailey said he had received a letter from Heber Black with a list of the books he would like. The library board will discuss these books and the Cataloging of them. Section 89 IRS Code A Brief Explanation of Section 89 of the Internal Revenue Service was given to the Commission to explain the changes in the code. Out-of-State-Travel Request A request was made for Mr. Bailey and Commission Lewis to attend the National Wilderness Conference in Reno, Nevada, on April 21-22, 1989. Motion by Commissioner Lewis. Second by Commissioner Maryboy. Unamious. County Land Deed A request from the City of Blanding for the deed to the property around the old county jail was given to the County Attorney. Substance Abuse Council Members Mr. Bailey informed the Commissioners that the request for members for the Substance Abuse Council was given to the School Superintendent Hal Jensen. Mr. Bailey will follow up on this to see if they have been appointed and the names forwarded to the state. Transportation Service District After a discission on the resolution of the Transportation Service District the matter was turned over to the County Attorney. Road Department Employees The request for a raise for Wanda Franklin was discussed. Mr. Bailey will check with the State Human Services Department to see if she is an exempt employee before a decision is made.n is made. Tony Brandt who has been acting County Road Superintendent was hired as County Road Superintendent at Grade 23 Step 2 ; with no probationary increases effective 4/3/89. Motion to approve by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. COMMISSIONER TY LEWIS REPORT Weed and Rodent Control Meeting A meeting of the Weed and Rodent Control Board will be held Tuesday April 4, 1989, at 7:00 p.m. in the Commission Room. The Bluff citizens will be contacted to inform them of the meeting so that a representative can be there to present a budget on the mosquito control plan so that the county will know how they will meet their cost share portion of the budget. Wildlife Coalition A meeting of the San Juan County Wildlife Coalition will be held April 5, 1989, at 7:00 p.m. Tim Provan from the State Wildlife will be present. County Lawn Mowing A discussion was held about mowing the lawn at the County recreation areas. Mr. Bailey will contact Rick Terry of Monticello City to see if they would be interested in contracting with the county to mow lawns. Public Safety Building Radio Tower There is a problem with installing the radio tower on the Public Safety Building. There is a tree on the LDS Church property that is in the way of a direct line up with the microwave on Bald Mesa. Dell Hunter will have a meeting with an official from the LDS Church Monday afternoon to see if the problem can be worked out. COMMISSIONER CALVIN BLACK'S REPORT Federal Aviation Letter Commissioner Black read a letter he has prepared in response to the Draft Environmental Impact Statement on the Halls Crossing Airport. The Letter was sent to Ms. Johnson of the FFA. A copy of the letter was also sent to Secretary of the Interior Manuel Lujan. Halls Crossing Airport Meeting A discussion on the meeting with Utah Elected Officials, Representatives James V. Hansen, Howard Nielson, Senator Orrin Hatch, Governor Norman Bangerter and Secretary of the Interior Manuel LuJan and National Parks Officials that was held at Halls Crossing on March 31, 1989. Commissioner Maryboy reported he got a chance to discuss the Navajo Mountain and Piute Farms Roads. Commissioner Black expressed his appreciation to the Utah Elected Officials for being present at the meeting. BLM Forest Service Meeting A meeting was held Monday March 27, 1989, with Ed Scherick, Lee Bennett and Commissioner Black they discussed the roads within the county that are located on BLM and Forest Service lands. Some of the roads discussed were the Kiagalia scenic way, the Chippean Causeway, and the road through Salt Creek Meas into Beef Basin. Another meeting is planned in the future. Cedar Mesa Tour BLM representatives and Congressional Staffers will meet at the Elk Ridge Restaurant on April 10, 1989, at 8:00 a.m. they will be going on a tour of the Cedar Mesa proposed wilderness area. Commissioner's Lewis and Maryboy will attend. Commissioner Black will be out of town. Because of this tour Commission Meeting will be cancelled next week. COMMISSIONER MARK MARYBOY'S REPORT Montezuma Creek-Aneth Road Meeting Commissioner Maryboy met with Dyke LaFevre and Sam Taylor of the UDOT. They discussed the improvements that need to be made on the road from Montezuma Creek to the Colorado state line. They also discussed the fencing of the highway from Mexican Hat to the Arizona state line. The UDOT is willing to furnish all materials if they can obtain a resolution from the Oljato Chapter to provide the workers. General Fund Budget Hearing The General Fund Budget Hearing commenced at 1:00 p.m. County Clerk/Auditor Gail Johnson stated that the Revenue portion of the budget need to be increased by $926,057.00. The Tax Rate needs to be increased 3 mills to set the taxing for the Health District in the amount of $390,000.00. Assessing and Collecting will need an additional $57,804.00 as per the State Auditor. Accumulated Surplus in the amount of $157,196.00. Proceeds from the Sale of the Nursing Home in the amount of $321,057.00. The adjustment on the Expense side for the amount of $390,000.000 for the Health District. The Clerk budget will need $10,000.00 as there was an error in the December budget. Utah Cooperative Finance for payments not previously budgeted for $105,00.00. The loan to Dr. Steven Warren for $ 100,000.00. The Hill-Burton obligations that will be transferred to a trustee for the Health District. Total expenses of $926,057.00.
