SAN JUAN COUNTY COMMISSION JUNE 27,1989 The regular meeting of the San Juan County Commission was held at the San Juan County Courthouse in Monticello, Utah at 10:00 A.M. Present:Mark Maryboy Vice Chairman Tyron LewisCommissioner Rick BaileyAdministrative Assistant Dena HunterDeputy Clerk A motion to approve the minutes of the June 19, 1989, meeting as corrected was made by Commissioner Lewis. Second Commissioner Maryboy. Unanimous. CURRENT BUSINESS Probationary Salary Increases Probationary pay increases were requested for the following employees: Dena Hunter from Grade 3 Step 1 to Grade 3 Step 2. Jose Herrea from Grade 6 Step 1 to Grade 6 Step 2. Clifford Jones from Grade 6 Step 1 to Grade 6 Step 2. Jason Shumway from Grade 6 Step 1 to Grade 6 Step 2. Duane Franklin from Grade 10 Step 1 to Grade 10 Step 2. Arnold Atencio from Grade 10 Step 1 to Grade 10 Step 2. All of the probationary increases will be effective with the July payroll. Request to Hire A request to hire Shane Barr to work as a part-time temporary at $6.02 per hour was presented from Weed and Rodent Control. This hiring will be effective June 5, 1989. A motion to approve the hiring was made by Commissioner Lewis. Second Commissioner Maryboy. Unanimous. District and Circuit Court Contract Gail Johnson, Clerk/Auditor, discussed with the commission the survey that the Clerk's Association has done in regards to the prices that the State Court Administrator Office pays for the court space. The lease comes up for renewal on July 1st. It was decided that a proposal will be made to the State for the space at the Public Safety Building for $10.00 per square foot. UAC Letter A letter was received from the UAC regarding a resolution that the Commissioner's Association passed at the April management conference. This resolution was for UAC to obtain a proposal to conduct a service to analyze their existing property and casualty insurance coverage that the counties now have. This would be an independent pool of all twenty-nine counties and would be run by UAC. The letter was to advise that DRM Tec, Ltd.of Chicago has been selected to do the study. The cost for San Juan County would be $4540.00. A motion to table this matter until the next meeting was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. Public Safety Building Move Gail Johnson, Clerk/Auditor, questioned as to whether the move to the Public Safety Building was still scheduled to begin on July 6, 1989. Rick Bailey stated that as soon as the Fire Marshal's occupancy license is issued the county can move into the building. A letter has been sent to Valley Builders stating that until every item on the punch list is completed the county will not pay them any more money. School Board Public Hearing The School Board public hearing for raising their tax rates will be July 27,1989. The Clerk will be sending out disclosure notices by July 17, 1989. Gail Johnson, Clerk/Auditor, suggested that the equalization hearing be held after the disclosure notices are sent out instead of waiting until the tax notices are sent out. The tentative date for the Board of Equalization is August 14 and 21, 1989. Recreation Director Eddie Allred, recreation director, presented a request for a pay increase for himself that the Recreation Board made at their board meeting on June 26, 1989. This matter was tabled until Rick Bailey finishes the survey he is doing of wages other counties are paying. Mr. Bailey hopes to have this survey finished sometime in July. If the decision is made for a salary increase it will be made retroactive to July 1, 1989. Communication Upgrade Bill Bayles, Communication Technician, informed the commission that the University of Utah has installed a solid state package on their repeater on Abajo Peak. This upgrades Channel 7, KUED. Mr. Bayles recommended that all the county owned equipment be upgraded the same way. Installing the solid state packages would eliminate the fans and tubes that have been causing problems in the past. This would cost about $30,000.00. Kent Parsons with KUED would order the parts and do the installation. The county will hold some retainage until all the work is completed. A motion to approve this upgrading was made by Commissioner Lewis. Second Commissioner Maryboy. Unanimous. Mr. Bayles also requested two Sola Power Supplies. These units will protect the new equipment from lightning damage. These units will cost $5,000.00. A motion to approve this purchase was made by Commissioner Lewis. Second Commissioner Maryboy. Unanimous. After a discussion on the television signal that the county receives from Emery County and the agreement that the county has with them it was decided that the commission needs to meet with Emery County to discuss this agreement. Mr. Bayles stated that the University of Utah radio station KUER has requested permission to install another FM station on their tower. The matter was tabled until the next meeting. Fair Grounds Bid Requests The following bid requests were received for the County Fairgrounds. Two hundred rough cut 8"x2"x16'pieces of lumber. Bids were from AAA House Logs of Cortez, Colorado, for $1010.00 and Hoggard Lumber of Blanding, Utah for $938.00. Bids on six 10' Powder River Gates and one rodeo stripping chute were received from J.B. Grain of Monticello, Utah for $1947.00. This was the only dealer for this equipment in our area. Bids on six 65 gallon stock tanks were received from Intermountain Farmers of Cortez, Colorado, for $309.42 each and J.B. Grain of Monticello, Utah for $348.00. A motion to accept the low bidder on all items was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT UAC Health and Social Services Steering Committee Rick Bailey attended a meeting of the UAC Health and Social Services Steering Committee. This committee is concerned with alcohol and drug, aging and mental health which have the local county authority to operate. Because of the local county authority it was felt that they should have a bigger say in what goes into the budgets than on other social services budgets. Four different resolutions were passed that stated that the counties through UAC should be able to provide input into the Governor's budget independently from Social Services for these programs. These resolutions passed. Another county has recommended their staff put together the budget recommendations for the next fiscal year. These will be out to the counties by July 20, 1989 for them to review. A meeting of the steering committee will held on August 8, 1989, for a vote on the proposals. Executive Director of Social Services The 1989 legislature gave the authority to the Executive Director of Social Services to reorganize Social Services. A draft plan of the reorganization has been received. Mark Lyman of the Social Services has been invited to discuss this plan with the commission next week. Dear Commissioner Black: Thank you for your letter of May 5, 1989 in reference to the drought conditions in San Juan County, and your desire and others in that area to have it declared as a disaster area so that farmers and ranchers would be entitled to federal aid programs that are only available by such designation. I have checked with Dee Hansen and Cap Ferry on this issue and find there are several other counties, namely: Grand, Emery, Carbon, perhaps Uintah, Kane, and even Wayne, that may also be declared as disaster areas. At the present time, the county agriculture agents are surveying those counties to determine if they qualify for designation as disaster areas. As soon as that review is complete, I will make a decision and inform you of that decision. You need to be aware that the county must first make a disaster declaration (Utah Code Annotated, Section 63-5a-b). I hope everything else is going well with you. Hope to see you soon. Bangerter Governor The commission has given Rick Bailey permission to make calls to the Congressional delegation to see if they could help with any changes that could be made on the grazing policies on drought lands. COMMISSIONER TYRON LEWIS' REPORT Water Conservation After a discussion on the drought problem in our area the commission decided to send a directive to the departments requesting that they be more conservative minded with their uses of water. Rick Bailey will see that this directive is sent out. San Juan Natural Resourse Advisory Committee Commissioner Lewis asked Commissioner Maryboy if he could advise him of someone who could serve on the San Juan Natural Recourse Board to represent the Navajo people. It was suggested that Dick Neztsosie be asked to serve on this board. COMMISSIONER MARK MARYBOY'S REPORT Indian Affairs Task Force Commissioner Maryboy attended a meeting of the Governor's Indian Task Force on June 19, 1989. The Task Force discussed the Indian Tribes and State of Utah , severance tax and the implications of the Cotton Petroleum case. They also discussed the study of services provided to the Ute Indian Reservation at Fort Duchesne, Utah. Commissioner Maryboy expressed his concern as to this Task Force only having three members that are native Americans. The next meeting will be held on August 11-12, 1989, at Fort Duchense, Utah.
