SAN JUAN COUNTY COMMISSION JULY 17, 1989 The regular meeting of the San Juan County Commission was held at the San Juan County Courthouse in Monticello, Utah at 10:00 A.M. Present:Mark Maryboy Vice Chairman Tyron Lewis Commissioner Rick Bailey Administrative Assistant Dena Hunter Deputy Clerk A motion to accept the minutes of the July 10, 1989 meeting was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. CURRENT BUSINESS Request to Hire/Assessor's Office The request to hire that was presented at the last commission meeting was recommended for approval by Commissioner Lewis. Commissioner Lewis stated that the county policy hasn't been consistant with the hiring practices and the hiring policy may need to be amended so that the commission is informed before a job is advertised and a replacement hired. This would help the commission know what vacancies there were and if a person was needed to fill them or if someone who is already on the county payroll could fill the job. Rick Bailey stated that the problem with this is that sometimes it could be two or three weeks before the job could be advertised if the commission wasn't meeting that week or if the notice was given after the Monday meeting. Mr. Bailey will review this procedure and present the commission with his recommendations. A motion to accept the hire request was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. Dwight A. Rogers will be hired at a Grade 1 Step 1; effective July 6, 1989. Beer License/Wayside Lounge Gail Johnson, Clerk/Auditor, presented a Beer License for the Wayside Lounge in Bluff, Utah. Ruben Carlson has taken the business back and is requesting to purchase a beer license. The commission will have Claude Lacy, County Sheriff, do a check on this business. A motion to issue the beer license on the recommendation of the Sheriff was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. Blanding City Amended Deed Gail Johnson, Clerk/Auditor, told the commissioners that she had been given a deed that was quit claimed to the City of Blanding in 1979. The original deed was amended in 1982 for a better description. Blanding City needs to have the deed amended again because the description is still not right. This deed is to a street easement. The commission authorized Mrs. Johnson to amend the description and to sign the amended deed for the county. Court Administrator Office Visit Gordon Bissegger of the Court Administrator's Office will be down in August to review the new court facility. Hoggard Lumber Contract A contract that the county has with Keith Hoggard to supply lumber to the road department was discussed. The contract should have been completed in 1987. This matter was turned over to Tony Brandt, Road Superintendent. Letter of Resignation/County Assessor A letter of resignation was received by the commission from Barbara Montella, Assessor. San Juan County Commission Courthouse Monticello, Utah 84535 Dear Commissioners: Please accept this letter of resignation, dated July 17, 1989. I feel I need to be home at this time with my children. It has been a real struggle to finally reach this decision, but it has been a long time coming. I feel everything in may office is in better shape than it has ever been, and I feel good about turning it over to someone else. I would like to be through in 6 weeks at the most, shorter if all goes well. I have really enjoyed working with all the people in the courthouse and I know I will miss this association. Thank You, /s/ Barbara Barbara Montella San Juan County Assessor The commission expressed their appreciation and thanks for the many years of service and the job that Mrs. Montella has done. The Republican Party will be contacted and advised of this resignation. Progressive Management Services Computer Upgrade A request for payment was presented from Progressive Management Services for upgrading the computer system in the Sheriff's Office at the Public Safety Building. The billing is in the amount of $13,932.00. A motion to authorize the signing by Gail Johnson, Clerk/Auditor, was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. Mrs. Johnson discussed with the commission the program that Progressive Management Services has for the court systems. If the county were to purchase this program it would tie in with the Sheriff's office system. The state is working on a program to tie in with this system as they are currently using the Wang system. She will budget for this expenditure in January. Sealed Bids/Road Department Sealed bids were opened for the road shop at LaSal and to insulate the Blanding shop. A motion to present the bids to the road department at the next road meeting was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. BLM San Juan Area Management Plan Ed Scherick and Nick Sandburg of the BLM discussed with the commission the San Juan Area Management Plan. This is the final proposed plan. The protest period will be for 30 days, from July 21, 1989 to August 19, 1989. Only protests about rules, regulations, and policies will be accepted. The BLM will keep the commission advised of the protests that are made. After the protest period a Record of Decision will be published. Mr. Scherick informed the commission of a proposed network of Anasazi sites in the four corners area be made into a Anasazi National Park. Mr. Scherick stated that the BLM in Utah is opposed to the formation of this park. Mark Evans will be coming to visit with the commission on this subject in the near future. Circuit Court Clerk Vacancy Gail Johnson, Clerk/Auditor, told the commission that she has received notice that Lana Herron, Circuit Court Clerk, will be leaving. Ms. Herron's last day will be July 31, 1989. Mrs. Johnson will advertise to fill this position. Purchase Requests A request to purchase was presented from the Sheriff's Department for weights for the Public Safety Building. The only bid was from George Turner of Monticello, Utah. A motion to table this matter until the next meeting was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. A request to a purchase office equipment for the Sheriff's Office at the Public Safety Building was tabled until it is determined if any funds are left in that budget. Peggy Humphreys, Travel Council, presented bids on a new typewriter for use by the secretary that she shares with the Recreation Department. Bids were from Office Equipment Company of Price, Utah, on an Olivetti ET 116 for $560.00. The State bid on an Olivetti ET 2300 is for $425.00 and the service contract of $70.00 per year. Western Office Products of Farmington, New Mexico bid on a 6016 Xerox for $733.00. A motion to accept the bid from the State without the service contract was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. Social Services Contracts Glenna Webb of Social Services presented the contracts to the commission in the amount of $31,738.00 for Alcohol and Drug Programs for the quarter. The Mental Health contract for the year is for $135,300.00. The money from these contracts is money paid to the county. A motion to approve the signing was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. Road Repairs/Bar Cross Road Joe Slade representing the City of Monticello, Tony Brandt, Road Superintendent, and Doug Pehrson, County Engineer met with the commission to discuss the work that is currently being done on the Bar Cross Road. UNC Geo Tech has met with Mr. Slade and has informed him that they are willing to participate in the repairs on this road. Commissioner Lewis stated that he would like to see an agreement for road upkeep until UNC Geo Tech is finished with the Monticello Cleanup. Grievance Hearing/Larry Begay At the request of Larry Begay a motion to close the grievance hearing was made by Commissioner Lewis. Second by Commissioner Maryboy. Unanimous. RICK BAILEY ADMINISTRATIVE ASSISTANT'S REPORT Bailiff Contract A contract with the State Court Administrator's Office with the San Juan County Sheriff for Bailiff services was presented to the commission for their approval and signature. A motion to accept the contracts and approve the signing was made by Commissioner Lewis. Second by Commissioner Maryboy. unanimous. Travel Council/Recreation Secretary Rick Bailey presented the hire request for the Travel Council/Recreation Secretary that he was asked to evaluate for Grade and Step. Mr. Bailey recommended that since it is a new position that it be started at Grade 2 Step 1 with a possible Grade 3 Step 1 change after a 90 day probationary period. Susan Taylor has been hired to fill this position effective 6-29-89. Catering Contracts A catering contract for the Bluff Senior Center with Bessie Spencer was presented to the Commission for their signature. A motion to approve the signing was made by Commissioner Lewis. Second by Maryboy. Unanimous. Halls Crossing Library The concessionaire at Halls Crossing, ARA, has donated a trailer to be used as a library. The library will be set up and staffed by volunteers. Rick Bailey has been contacted by Dale Greb about working with the Bookmobile to get some books in their library. This matter will be turned over to the Library Board. COMMISSIONER TYRON LEWIS' REPORT Library Board Member The name of Karolyn Romero of Blanding, Utah has been submitted to the Library Board by the UNDC. Sublease/Dr. Redd Dr. James Redd has contacted Rick Bailey about subleasing the land that a trailer house owned by Dr. J.C. Smith sits on. The trailer is next to the hospital. Dr. Redd would like to practice in Monticello once a week. This request was referred to the Health District. San Juan County Historical Board After a discussion on the Historical Board it was proposed that the Board be changed from five to seven members. People that are interested will be asked to submit a resume. A motion to make these changes was made by Commissioner Lewis. Seconded by Commissioner Maryboy. Unanimous. The name of Erma Hurst of Blanding, Utah has been submitted to be on the Historical Board. A letter of appointment will be sent to Mrs. Hurst. COMMISSIONER MARK MARYBOY'S REPORT White Mesa Ute Council Letter A letter was received from the White Mesa Ute Council requesting road improvements at White Mesa and a road easement in Cottonwood Wash. This matter will be turned over to Doug Pehrson, County Engineer, to be discussed at the next road meeting. Shiprock BIA Letter A letter was received from the Shiprock BIA informing the Commission that they would supply three cattle guards to be installed on Highway 262 for the approaches that belong to them. Gene Foushee Letter A letter was received from Gene Foushee of Bluff complementing the commission on the work that has been done at the Clay Hill access to Lake Powell. Mr. Foushee also requested some work be done on the Bluff Airport. Drought on the Reservation Commissioner Maryboy reported that people on the Reservation are calling him and asking what they can do to get some help with water and feed during the drought. It was suggested that he contact the ASCS office for assistance and also the Utah National Guard for assistance in water hauling. Recapture Lake Letter A letter was read that was sent to Sheriff Claude Lacy from Commissioner Black. Commissioner Black has requested more patrols at Recapture Lake because of reports of drinking parties going on by youth.
