SAN JUAN COUNTY COMMISSION MINUTES AUGUST 21, 1989 The regular meeting of the San Juan County Commission commenced at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present:Calvin Black, Chairman Mark Maryboy, Vice Chairman Tyron Lewis, Commissioner Dena Hunter, Deputy Clerk The minutes of the August 14, 1989 as amended were approved by a motion of Commissioner Tyron Lewis and seconded by Commissioner Maryboy. UNANIMOUS. CURRENT BUSINESS Blanding Senior Center LaRay Alexander and LaDell Roberts met with the commission to discuss the Blanding Senior Center being moved from the basement of the Blanding Library to the old Blanding Clinic building. The termination agreements have been signed but there are still some problems before the building is turned back over to the county. The commission requested that Mr. Alexander and Mr. Roberts look the building over to see what need to be done before the seniors could take over the building. Mr. Alexander will be recruiting some volunteers to help with the building and the City of Blanding to see if they will help with the utilities. Courthouse Space Maintenance Supervisor, Dell Hunter, reported that two people had contacted him and looked at the old jail cells and were interested in removing them. Mr. Hunter is waiting for their bids. Mr. Hunter requested that no other decision on the courthouse space be made until the removal of the jail cells is completed. Mr. Hunter requested that the parking area at the Public Safety Building be seal coated and he will check with County Engineer Doug Pehrson on this matter. Election Registration Agents Gail Johnson, Clerk/Auditor, informed the commission that she will need to appoint three new registration agents to fill vacancies. Mrs. Johnson has not selected anyone from the Red Mesa area as of yet. Nereece Johnson was asked to be the registration agent for Eastland and Ella Grey will be the agent from Mexican Hat. A motion to accept these appointment was made by Commissioner Lewis and Seconded by Commissioner Maryboy. UNANIMOUS. The cities of Monticello and Blanding will be handling the special elections this year because they will be having elections. A resolution will need to be made so that the county districts can be combined for this election and so many judges won't be needed. The county will split the costs with the cities. Independent Audit Bids Three year bids on the county audit were received from Taylor and Company for $6,150.00 for the first year, $6,350.00 for the second year and $6.550.00 for the third year. Smuin, Rich and Marsing bid $7,500.00 for all three years. Karren, Hendrix and Associates bid $6,900.00 for the first year, $7,400.00 for the second year and $7,900.00 for the third year. Kimball and Roberts bid $8,750.00 to $8,950.00 per year for all three years. Wiggins and Company bid $15,000.00 for all three years. Gail Johnson, Clerk/Auditor, went over her recommendations from the bids that she had received. Mrs. Johnson stated that the bidders were given more a detailed explanation of what the audit entailed than in previous years. The commission will take the bids under advisement until the next meeting. County Dog Ordinance Garth and Angie Wilson discussed with the commission their feelings on the need for an ordinance to control vicious breeds of dogs. Mr. Wilson stated that there have been several incidents in the county over the last few years where pit bull dogs have attacked people. Mr. Wilson is concerned because he lives in the unincorporated area of the county and there are several of these dogs running at large. Mr. Wilson cited other areas around the country that have adopted ordinances that have banned vicious breeds of dogs. The county attorney will be asked to check out the possibility of this kind of an ordinance. Justice Court Computer John Fellmeth and Fay Muhlestein presented bids that were received on two computer systems for the Justice Court. Progressive Management Services bid $10,677.00 for the two user system. Software Systems, Inc. bid $13,910.00 for a Wyse two user system and $14,211.00 for a two user I B M system. Mr. Fellmeth said that there were software programs that were offered by Software Systems that are better suited to the needs of the justice court. After a discission on the systems offered it was the recommendation of Mr. Fellmeth that he work with Software Systems and get the price of the system down to around $10,000 to $11,000. A motion to approve this purchase at the reduced price was made by Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMOUS. Bid Requests Road Department/Sheriff's Office A request to purchase time clocks for the road department was presented by Rick Bailey. Palmer's bid $395.00 each for a semi-automatic time clock. Viking Office Products bid $399.00 each for a semi-automatic time clock. A discussion was held on purchasing a time clock that will figure the time for each employee. This type of a clock would be more cost effective so someone would not have to figure the time card for each employee. A motion to approve Rick Bailey to research this matter further before making a purchase was made by Commissioner Maryboy and seconded by Commissioner Lewis. UNANIMOUS. A request to purchase four pagers for the Sheriff's Department was presented by Rick Bailey. Bids were received from Motorola for $247.50 and from Wesley Hunt Company for $245.00 for each pager and the NEC Chargers. A motion to approve the bid from Wesley Hunt Company was made by Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMOUS. A purchase request for three oil storage tanks to be used for storing sealing oil was presented by Rick Bailey, Administrative Assistant. These tanks are used and are for $3,000.00 per tank. A motion to approve this purchase was made Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMOUS. AT&T Telephone System Approval for payment to AT&T of the bill in the amount of $17,406.23, for the telephone system at the Public Safety Building was presented by Rick Bailey, Administrative Assistant. A motion to approve this payment was made by Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMOUS. Road Department Vacancy A notice of an upcoming vacancy in the shop at the road department was presented by Rick Bailey, Administrative Assistant. After a discussion on having more mechanics in Blanding to deal with the problems in that end of the county it was decided this possibility will be discussed in the Road Meeting before the position would be advertized. Utah Geological Survey and Land Board Meeting Commissioner Black reported that he attended a joint meeting of the Utah Geological Survey and the Land Board on Wilderness August 16,1989 in Salt Lake City, Utah. UAC InterGovernmental Relations Meeting Commissioner Black and Commissioner Lewis attended the UAC Intergovernmental Relations meeting on August 16, 1989. Utah State Land Board Meeting Commissioner Black reported that he attended a meeting of the Utah State Land Board in Logan, Utah on August 17 & 18,1989. Recreation Board Meeting Commissioner Lewis reported on a meeting of the Recreation Board that he attended on August 15,1989. A concept of a recreation committee was discussed . The funding for this committee would come from the monies that are collected from the separate entities involved in the recreation program. San Juan County Fair Commissioner Lewis stated that he had attended the San Juan County Fair and was very impressed with the work that had been done by both the fair board and the road department. The fairgrounds are in excellent condition. A letter will be sent thanking the fair board and road department for their work. Vietnam Memorial A letter will be sent to express the commissions thanks and appreciation to Karen Moore for all of the work she has done on the Vietnam Memorial visiting Monticello. County Hiring Policy On the motion of Commission Lewis a new hiring policy for the county was adopted. The motion was seconded by Commissioner Black. UNANIMOUS. HIRING POLICY All Elected Officials/Department Heads wishing to either fill an existing position or to advertise for a new position, are required to obtain permission from the County Commission before advertising for the position. The Elected Official/Department Head should personally present the request to the Commission. In the event that the County Commission is not meeting within an appropriate time period, the request can be made to the Administrative Assistant who will then contact a majority of the Commissioners for approval. The advertisement for the position should be at least two weeks in The San Juan Record and other appropriate newspapers and notice given to the Job Service Office of the available position. All Applicants should be screened and a minimum of three applicants should be interviewed. All applicants meeting the minimum requirements of the job should be given the benefit of an interview. The successful candidate for the position should be presented to the County Commission for approval prior to the time that the employee is actually at work. The Elected Official/Department Head should present information to the Commission including the number of applicants, selection process used, etc. The Request for Hire form should be filled out and presented for approval at this time. Dr. Steven Warren Loan Dr. Steven Warren has requested an additional $20,000.00 to be added to his original loan. A motion to approve this request was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Endowment Trust Public Meetings Public meetings to receive input on the proposed Trust Endowment Fund will be held in Blanding on August 22, 1989 at 7:00 P.M. and in Bluff on August 23, 1989 at 7:00 P.M.
