SAN JUAN COUNTY COMMISSION MINUTES AUGUST 28, 1989 The regular meeting of the San Juan County Commission commenced at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present:Calvin Black, Chairman Mark Maryboy, Vice Chairman Tyron Lewis, Commissioner Dena Hunter, Deputy Clerk The minutes of the August 21, 1989 as amended were approved by a motion of Commissioner Lewis and seconded by Commissioner Maryboy. CURRENT BUSINESS Interlocal Governmental Agreement An Interlocal Governmental Agreement between the Cities and the County in regards to the housing of prisoners at the Public Safety Building was presented by Rick Bailey. This agreement was drawn up by County Attorney, Craig Halls and is in effect for one year. A motion to approve the signing was made motion by Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMOUS. Aneth Chapter Road Request A letter was received from the Aneth Chapter requesting a road that is off from County Road 407 be repaired after the recent rains and flooding so that a rodeo can be held on September 2nd and 3rd. The county authorized the County Road Department to do this work. Health Care Board Larry Putnam, Larry Lee and Kay Johnson of the Health Care Board met with the commission to discuss money problems at the hospital. The hospital is experiencing a cash flow problem at the present time. The hospital board has requested a loan from the county of $125,000.00. This loan would be at the current interest rate of 7.35 % which the county pays on borrowed monies. The health care board will figure the repayment into their budget for next year. A motion to approve this loan was made by Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMOUS. Court Contract's The contracts with the Court Administrator's Office were presented by Gail Johnson, Clerk/Auditor. The contracts are for $8.50 per square foot and clerical support for a total amount of $58,566.00. These contracts are for the fiscal year. A motion to approve the signing was made by Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMOUS. Payroll Change Gail Johnson, Clerk/Auditor, presented a payroll change request for Dena Hunter from a part- time to a full-time employee at Grade 3 Step 2; effective 9-1-89. There is no change in the pay and this is without a probationary increase. A motion to approve this change was made by Commissioner Lewis. Second by Commissioner Maryboy. UNANIMOUS. Governor's Land Trade Letter Letters in regards to the Governor's Land Trade Proposal will be sent to the Richfield Reaper, Garfield County News and other Southern Utah newspapers. Requests to Hire The sheriff's department presented the following personnel for the position of dispatcher. Rosie Brown will be hired at a Grade 7 Step 1; effective 8-2-89. Mark Ewart will be hired at a Grade 7 Step 1; effective 8-15-89. The positions in the Sheriff's Department have a one year probationary period. A motion to approve these hirings was made by Commissioner Maryboy. Second by Commissioner Lewis. UNANIMOUS. Sheila Oshley has been working for the road department office in project Good Work. The road department has requested to hire Miss Oshley as temporary part-time help without a probationary increase at Grade 1 Step 1; effective 9-1-89. A motion to approve the hiring was made by Commissioner Maryboy and seconded by Commissioner Lewis. UNANIMOUS. A discussion was held as to what probation means and that the personnel policy does not address this issue. Rick Bailey will look into this matter. Law Enforcement Agreement Sheriff Claude Lacy presented the agreement for law enforcement between the Moab District, USDI, Bureau of Land Management and The Manti-LaSal National Forest, USDA, Forest Service and The San Juan County Sheriff's Office. The contract is for $24,000.00 and pays the salary of Deputy Bill King. A motion to approve the signing was made by Commissioner Lewis. Second by Commissioner Maryboy. UNANIMOUS. Executive Session A motion to adjourn into Executive Session to discuss personnel and policy matters was made by Commissioner Lewis and Seconded by Commissioner Maryboy. UNANIMOUS. A motion to reconvene into regular session was made by Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMOUS. Garfield County Meetings Commissioner Black reported that he attended meetings on August 25, 1989 in Garfield County with Senator Jake Garn concerning the Governor's Land Trade Proposal. Senator Garn was not very optomistic but was encourgaged to introduce a bill on the proposals. Commissioner Black also met with Represenative Jim Hansen, concerning the Governor's Land Trade Proposal that same afternoon. Joint Highway Commission Meeting A meeting of the Joint Highway Commission will be held on September 21-22, 1989. Beer License Dale Parroitt met with the commission to discuss getting a beer license for the Drag Race Track that is located outside of Moab, Utah in San Juan County. Grand County Sheriff, Jim Nyland was also at the meeting to discuss the law enforcement arrangements for these events. Grand County will take care of the law enforcement. Mr. Parriott will possibily hold two more race this season and is requesting a license to sell beer in the concession stand. He would like to restrict people from bringing outside alcoholic beverages into the race track. It was decided that this license would be issued for one-half of the regular seasonal license which will be $50.00. A motion to approve a seasonal license for two events for on premise drinking with no outside beverages was made by Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMOUS. Montezuma Creek Police Station Rick Bailey, Administravtie Assistant, presented an agreement between San Juan County Sheriff and the Navajo Police for the Montezuma Creek Police Station. This agreement is for seven years. A motion to approve the agreement and the signing was made by Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMOUS. Gravel Crushing Bids The road department has advertised for bids for the crushing of gravel. The bids were opened at 9:12 A.M. on August 28, 1989. Bids were for 55,000 yards of gravel. C.E. Mills bid $286,500, Skelton, Inc. bid $240,000, and Holliday Construction bid $268,250. A motion to accept the bid from Skelton Inc. was made by Commissioner Lewis and seconded by Maryboy. UNANIMOUS. Monticello Senior Center Vacuum Rick Bailey, Administrative Assistant, presented bids on a vacuum cleaner for the Monticello Senior Center from Monticeelo Mercantile for $125.00 and Sears for $104.00. A motion to approve the bid from Sears was made by Commissioner Lewis and seconded by Commissioner Maryboy. UNANIMIOUS. Public Hearing on The Endowment Trust Fund Public hearings on the Endowment Trust Fund were held in Blanding and Bluff last week. The people that attended the meetings were in favor of the Endowmwnt Trust Fund. Payroll Change Request Dell Hunter presented the commission with a request for a salary increase for Manuel Valdez. The road department has asked that they have the offices cleaned once per week. The road department is willing to pay the $75.00 per month out of thier budget. Rick Bailey, Administravite Assistant will check over the grade and step recommended and will discuss htis at a furture meeting. Health Department Request Dell Hunter informed the commission that the refrigerator that the Health Department uses to store vaccine has quit working. Judy Krouskop, Public Health Nurse asked Mr. Hunter if the county would purchase a small refrigerator for the health department to use. It was decided that this request would be given to SEUHD. UAC Letter Commissioner Lewis sent a letter to the UAC questioning why there are 31 members on the board. Commissioner Lewis received a response from the UAC stating that the board was set up with the Articles of Incorporation and the By-laws. In order to change the number of board members the Articles of Incoproration and the By-laws would have to be ammended. Radioactive Exposure Meeting A special meeting to discuss the Radioactive Exposure Compensation Act will be held on September 4, 1989 at the Mexican Water Chapter House.
