SAN JUAN COUNTY COMMISSION MEETING MINUTES OCTOBER 10, 1989 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the commission chambers at Monticello, Utah. Present:Calvin Black, Chairman Tyron Lewis, Commissioner Rick Bailey, Administrative Assistant Dena Hunter, Deputy Clerk A motion to approve the minutes of the October 2, 1989 meeting as amended was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. CURRENT BUSINESS Road Department Meeting At the monthly road department meeting the following business was handled and presented to the commission for their approval. Patrol Bids: Four Patrols were approved for purchase, two from Wheeler Machinery and two from Scott Machinery. The price from Wheeler Machinery for two 140 G Cats was $108,325 each less trade-in of 14E Cat for $15,000 and a 720A Champion for $35,000. Scott Machinery will supply two 770B, J. Deere models for $93,331 less the trade in of one 720A Champion for $35,000 and one 720A Champion for $35,000. Both of the companies will honor these bid prices through January, 1990. A motion to approve these purchases was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. LaSal Shop: Bids were received on a 40'x60' metal building for use as a shop in LaSal. Dove Creek Implement bid $22,460.60; Stewart Johnston bid $29,550 and Tri Hurst Construction bid $26,050. A motion to approve the Tri Hurst Constructions bid was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Blanding Shop: Bids to insulate the Blanding shop were received from Tri Hurst Construction for $7,063. and Stewart Johnston for $5,720. A motion to accept the bid from Stewart Johnston on the condition that he supply a contractor's license, the necessary insurance and a tax number was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Procurement: Bids were received on the purchase of two Mowhawk post floor hoists from Professional automotive for $8,100 installed. A motion to approve this purchase was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Hire Request Road Superintendent Tony Brandt presented the applications for a mechanic/welder to work in the Blanding shop. The recommendation was to hire John Valdez at Grade 10 Step 1; $7.35 per hour; effective 10-9-89. A motion to approve this hiring was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Probationary Increase: A probationary increase was presented by Superintendent Tony Brandt for Mike Crittenden to a Grade 10 Step 2; $7.70 per hour. A motion to approve this increase was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Tool Allowances: A discussion was held on raising the current tool allowance of $25 per month to 6% of the total value of the mechanics tool inventory up to $15,000 for the year. Superintendent Tony Brandt will be responsible to review the inventory for duplication and update the inventory each year. There would be a minimum allowance of $25 per month, this new allowance would be effective 10-1-89. A motion to approve this change in the tool allowance was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Registration Agent Gail Johnson, Clerk/Auditor, presented to the commission the name of Elaine Johnson to be the registration agent for the Blanding N W # 18 precinct. A motion to approve this appointment was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Library Hiring Practices A discussion was held on the hiring practices of the San Juan County libraries. The clerk's office is not getting all of the necessary paperwork before the time is turned into the payroll department. Commissioner Black stated that the county is the fiscal agent for the libraries and they should be following the county hiring policy. A memo will be sent to the librarians reminding them of this matter. Recreation Department Bids Eddie Allred, Recreation Director, presented the bids that had been received from the recreation department. Bids were received for a new filter system at the Monticello swimming pool from Whipple Plumbing for $6,000 for the filter system and $358.42 for Solar hook-up and Aquatech bid $6,658 for the filter system and $1,268 to replace all existing pipe. A motion to approve the bid from Whipple Plumbing was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Bids were received on the Gymnastics balance beam from Bobbie Hazlewood for $25.25 and Dove Creek Gymnastics for $50.00. A motion to accept the bid from Dove Creek Gymnastics was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Valley Builders Settlement Craig Halls, County Attorney, and Rick Bailey, Administrative Assistant, have met with Valley Builders to negotiate a settlement for the final payment owed to Valley Builders. Rick Bailey presented the agreement verbally to the commission for their approval. A written agreement will be drawn up and presented to the commission for their signature. A motion to approve the verbal agreement was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Lower Flour Mill Road A group of concerned citizens that live on Lower Flour Mill Road in Blanding presented the commission a petition of request for widening and surfacing of the Lower Flour Mill road. The petition was signed by 19 property owners along this road. The commission stated that there may be a problem with the fence lines along this road. The property owners have contacted everyone concerned and gotten the necessary approval to change the fences if necessary. County Engineer Doug Pehrson will be asked to look at this road a determine what right of way will be needed to widen and pave this road. The citizens questioned as to when this work could be accomplished. The citizens are also concerned with the signing on the road and have ask that the County Engineer check this out when he looks at the road. Rick Bailey will discuss this matter with Doug Pehrson. Kathleen Lyman will be the contact person for the group. Water Conservancy District Norman Nielson, President of the Water Conservancy District met with the commission to update them on the happening in the Water Conservancy District. The District has been approached to participate in some cloud seeding projects. The cost would be $6,300 to the District. Mr. Nielson discussed with the Blanding City Council the possibility of a cost share program with the cities, county and district. Mr. Nielson will meet with the Monticello City Council to discuss this matter. The next meeting of the Water Conservancy District will be October 16,1989 in their chambers in Blanding. Commissioner Lewis will attend to represent the county. The Water Conservancy District is hopeful that the cloud seeding can be accomplished this fall. RICK BAILEY ADMINISTRATIVE ASSISTANT'S REPORT Request to Hire/Sheriff's Department A request to hire Roger Low to fill the third position of dispatcher for the Sheriff's Department. Mr. Low will be hired at a Grade 7 Step 1; $1130 per month; effective 10/11/89. A motion to approve this hiring was made by Commissioner Lewis and seconded by Commission Black. UNANIMOUS. Building Code Ordinance Rick Bailey informed the commission that HUD has contacted him to inform him that the new building code ordinance that the county is adopting does not include the uniform fire code. In order for HUD to finance homes they must meet the uniform fire code. A motion to amend the Building Ordinance to include the uniform fire code was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Jail Removal Bids The bids to remove the old jail cells were again submitted because of insurance difficulty. Bids were received from Monticello Plumbing and Heating for $5,500 and J.W. Nelson Construction for $4,100. A motion to accept the bid from J. W. Nelson on the condition that he provide proof of Workman's Compensation Insurance, liability insurance,and a contracting license was made by Commissioner Lewis and seconded by Commissioner Black. UNANIMOUS. Recognition Placque Rick Bailey will order a plaque to be presented to J.J. Steffen for the outstanding job he has done of promoting Economic Development in San Juan County through his activities and horseshoe events. Mr. Steffen has done most of this at his own expense. COMMISSIONER LEWIS' REPORT Library Board Appointment Commission Lewis stated that there have been three people apply for the vacancy on the Library Board. On a motion of Commissioner Lewis, Joyce Martin was appointed to fill this vacancy. The motion was seconded by Commissioner Black. UNANIMOUS. Economic Development Board A meeting will be held on October 10, 1989. Commissioner Lewis will attend the meeting to represent the county. COMMISSIONER CALVIN BLACK'S REPORT Halls Crossing Airport Commissioner Black talked with Bob Weidner from Senator Garn's office. Transportation Secretary Skinner and Secretary of the Interior Lujaun have written letters approving the proposed Halls Crossing airport site that is out of the recreation area. If there are no protests filed on the EIS, funding should be completed in April or May of 1990. Community Impact Board Commissioner Black, Commissioner Lewis, Rick Bailey, Ed Scherick , BLM Area Manager, Lee Bennett, Forest Service District Ranger, Wilson Martin , State Historical Society, Neil Joslin, San Juan County Economic and Development Committee and Steve Olsen, director Edge of the Cedars attended the Community Impact Board meeting in Salt Lake City on October 5, 1989. The request for funding for the Edge of the Cedars expansion was granted. Conditional on the legislature providing matching funds. The San Juan Health District applied for a grant for ambulances. The Health District was given the grant of $75,000 and a $50,000 no interest ten year loan. Commission Black expressed his appreciation to Rick Bailey for all the work he has done in getting the grant application ready and all the other things he does on a day to day basis.
