SAN JUAN COUNTY COMMISSION MEETING MINUTES July 30, 1990 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the commission chambers at Monticello, Utah. Present:Ty Lewis, Chairman Mark Maryboy, Vice Chairman Bill Redd, Commissioner Rick Bailey Administrative Assistant Dena Hunter, Deputy Clerk A motion to approve the minutes of the July 23, 1990 meeting as amended was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. CURRENT BUSINESS Bluff Historical Site Steve Simpson, Liza Doran and Debra Westfall met with the Commission to discuss a proposed historical park in Bluff, Utah. This historical park would revolve around an Pueblo I Anasazi village that is located near the Twin Rocks. Winston Hurst, Curator/Archaeologist of the Edge of the Cedars, has said that this site is the largest site known in the San Juan drainage. The Bluff Historical Association would like to see the park developed to include Anasazi, pioneer, and present day Native American culture. Mr. Simpson, Ms. Doran and Ms. Westfall requested the support of the Commission in this project. A motion to draft a letter of support for this project was made by Commissioner Maryboy and seconded by Commissioner Redd. UNANIMOUS. Ms. Doran felt if everyone worked together San Juan County could have a place to visit that is unique. The Historical Park would be accessible to the handicapped and elderly. People would be able to enjoy self-guided tours of the area. The Commission said it would be willing to help the group search out funding. State Representative David Adams State Representative David Adams met with the Commission to discuss the request the UNDC made of the Commission for an audit of Utah Navajo Industries by the Attorney General. Mr. Adams talked with the Commission and the people present about a different agency that is available to do on audit of funds handled by the Utah Division of Indian Affairs. The Legislative Auditor could do an audit and suggest changes that need to be implemented. If the Legislative Auditor found any criminal activity he would turn it over to the Attorney General. The Attorney General would only be able to look for and prosecute criminal activities. Jean Melton said she had spoken with Peter Benally and received a copy of the contract he has with First Native American Apparel. Mr. Benally said that equipment is being moved to Montana from the plants in New Mexico. Mrs. Melton said the UDIA Board has loaned First American Apparel $150,000 against the advice of attorney Paula Smith. First American Apparel has now defaulted on the loan. Mrs. Melton said she had spoken with Dick Neztsosie and First Native American Apparel had trouble meeting their payroll this week. Mr. Adams said that UNDC should contact the UDIA and request that they look into this matter. Mr. Adams said he felt the UNDC had more impact on this matter with the UDIA than the County. Mr. Adams said a legislative audit would allow for the auditor to make the recommendations for change. Any changes the auditor felt needed to be made could be recommended to the legislature for change. Mr. Adams said all that is needed to request an audit would be a letter of request and resolutions from each chapter. These things should be addressed to Mr. Adams and he will take them to the Legislative Auditor. Fred Johnson said he felt that what Mr. Adams had suggested was good. Mr. Johnson asked if the people could discuss having the Legislative Auditor of the Attorney General do the investigation and then come to the next Commission meeting with their decision. Mr. Adams said that the resolutions from the Chapters had already requested that audit be done. Mr. Adams said he still felt the best place to have the audit done is the legislative Auditor. James Jim said he doesn't object to the recommendation being made by Mr. Adams but suggested maybe someone from the Legislative Auditor's office could meet with the people and explain about a legislative audit. Ken Sleight asked Mr. Adams how long it would take to get a legislative audit done. Mr. Adams responded that the request is presented and then the audit is put on the schedule. It could possibly be fall before the audit is done. Mr. Sleight wanted to know if the Attorney General did the audit would anything that is found be turned over the Legislative Auditor. Mr. Adams said that the Attorney General and the Legislature are different branches of the government so the Attorney General cannot forward things to the legislature. The legislature can give things they suspect criminal intent on to the Attorney General. Mr. Adams said he knew there had been a lot of accusation between the Anglo and Navajo people about what needs to be provided by the County. Mr. Adams said he felt no one person had the time with other responsibilities to do the research necessary to answer these problems. Mr. Adams suggested the County look at their budget and see if the could possibly consider hiring a person full-time to handle dealing with the State, the Navajo Tribe and other entities. This person could be a Process Facilitator that could be involved in helping find funding and programs to help get water, electricity, sewers and homes on the reservation. This person could spend time researching and finding out about the programs that are available to be used for these purposes. Mr. Adams said he felt if all the parties involved would allow this process to work without lawsuits it would work. It may take two or three years but Mr. Adams felt this would not work if the differences were tried in the press and the courts. Commissioner Redd said he felt that the mandated process causes feeling. This type of a process would allow the city councils and Chapters someone to work with to solve the problems. James Jim said the Navajos have felt for a long time that they have been misrepresented by the UNDC and the Chapters to how the 37 1/2 % royalty money was administered. Mr. James said he realized that there are people living in poverty. Whatever is done needs to be done with a strong partnership from the local people. Mr. Adams said the people involved don't always have the time to meet with the people the way our government is set up. The Commissioners and the legislators are only part-time positions. A full-time person would work the best to address the issues. Fred Johnson said he would like to take the suggestion about the legislative audit back to the different groups on the reservation. Mr. Johnson said he would like to review the accomplishments and actions of Representative Adams at the State Legislative Sessions before he could consider the recommendations being made by Representative Adams. Ken Sleight said he felt that hiring a full-time person to act as a Process Facilitator would require a person that everyone could trust. Mr. Sleight said he felt the County should call a summit meeting with all the entities and allow those present to voice their thoughts. Mr. Sleight said that it was a big job to hire someone to do the job others should be doing. Mrs. Melton said most of the Navajo people feel they are not being represented by the Chapters and the County and feel that a different agency needs to be pursued. Mrs. Melton said she felt that the people need to have a say in what is being done. Mrs. Melton said she felt that everyone should agree to work to help the people not just on welfare programs but also jobs. A motion was made by Commissioner Redd to ask Administrative Assistant Rick Bailey to look into the budget and see if it would be possible to hire someone for as Process Facilitator and write a job description for this position. The motion was seconded by Commissioner Maryboy. UNANIMOUS. San Juan County Fair San Juan County Fair Chairman Wanda Franklin presented the Commission with copies of the schedule of events and invited the Commission to attend the luncheon and opening ceremonies on August 9, 1990. Mrs. Franklin said the Indian Princess from Montezuma Creek and the Indian Royalty for Monument Valley would be at the opening ceremonies. There will be a traditional Navajo Flag Ceremony at the opening ceremonies. Mrs. Wanda asked the Commission if there were any individuals they felt should be included in the luncheon and opening ceremonies. Commissioner Maryboy recommended that the UNDC board members be invited to attend. Mrs. Franklin reported the concrete has been laid in the fire building. The electrical outlets are in to the display booths and the material is here for the covers for the booths. Commissioner Lewis complimented Mrs. Franklin for the work she has done for the fair and the all of the volunteer help she has recruited. Mrs. Franklin said the people been very willing to help. Volunteers have came from as far away as Monument Valley and Montezuma Creek to help. Recreation Concern/Navajo Mountain Leo Manhiemer met with the Commission to discuss the recreation program at Navajo Mountain. Mr. Manhiemer presented a letter from Navajo Mountain Chapter stating that they have decided to run the recreation program for the Navajo Mountain area. Mr. Manhiemer asked about the monetary amount that the County will give to the Navajo Mountain Chapter. The Commission told Mr. Manhiemer they have been using the census figures for the 1980 census. Mr. Manhiemer said the Navajo Mountain Chapter has received an unsigned letter from San Juan County stating that $1,500 was all that would be received for recreation. The Commission stated that to their knowledge no one from the County had sent this letter. Mr. Manhiemer said the Chapter had figured from their population figures the amount should be $6,000. The Commission requested Mr. Manhiemer meet with Administrate Assistant Rick Bailey to go over the population figures Mr. Manhiemer has and the 1980 census and agree on a figure. Jean Melton said she has been talking with the census office about the 1990 census. There are three agencies involved in counting San Juan County. Larry Dennison is the Chairman of the Utah census. William Adams of the Census Bureau and is working on getting a more accurate count of the Indian people. Mrs. Melton said the 1980 census does not show an accurate count because more people have been registered than were counted in 1980. the Commission will write a letter supporting Mr. Adams census work. Mr. Manhiemer invited the Commission to attend Pioneer Days at Navajo Mountain on August 4, 1990. The activities will start at 9:00 A.M. A discussion was held with Mr. Manhiemer concerning the library at Navajo Mountain. Commissioner Maryboy said he would have Lorraine Becenti contact Commissioner Lewis about this library as he works with her on a daily basis. Mr. Manhiemer said he had worked out the problem with the Senior Citizens Center at Navajo Mountain with Rick Bailey. Division of Alcohol and Drug Contract Social Services Director Mark Lyman presented a contract in the amount of $98,000 for the Division of Alcohol and Drug. A motion to approve the contract and the signing was made by Commissioner Maryboy and seconded by Commissioner Redd. UNANIMOUS. Blanding Birthing Center Hospital Administrator Larry Putnam presented the Commission with the Blanding Birthing Facility Business Plan. The Health Board will make a presentation to the Community Impact Board on August 2, 1990. Mr. Putnam said the Health Care Board will be applying for a grant. The decision will be made at the September 6, 1990 meeting. Mr. Putnam asked for the support of the Commission on this proposal to the Community Impact Board. Mr. Putnam said the birthrate in San Juan County is high compared to the national average and he felt the facility and equipment was needed to handle the births. The infant mortality rate in San Juan County is two nad one-half toimes greater than Utah and twice the national average. Dr. Jones has delivered 102 babies since he came to San Juan County to practice one year ago on July 5th. Elliot Architecture has planned to use the garage space by the Blanding Clinic to be a two-bed birthing facility with a room for "C" sections. The estimated cost is $402,000. The City of Blanding has agreed to a community match of $50,00. The Health Care District will be asking the Community Impact Board for a $302.000 grant. A motion to send a formal letter of support for the Birthing Center from the Commission to the Community Impact Board was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. Mr. Putnam told the Commission that the Health Care District is trying to recruit another Physician for San Juan County. Quit-Claim Deed Attorney Bennion Redd presented a request for a quit-claim deed for a parcel of land that was conveyed to the County at a tax sale approximately 64 years ago. This small parcel of land was not included with another parcel that was owned by Burl McAninch. A motion to approve the Quit Claim Deed and authorizing County Clerk/Auditor Gail Johnson to sign was made by Commissioner redd and seconded by Commissioner Lewis. UNANIMOUS. Bids/PSB Parking Lot Sealer Only one bid was received for the purchase of sealer for the parking lot at the Public Safety Building. Southwest Petroleum representative Howard Rogers III bid $5.71 per gallon for 605 gallon. The total price is $3,454.55. A motion to approve the bid was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. Appointment to Transportation Services District The chair was passed to Commissioner Redd and Commissioner Lewis made a motion to appoint Commissioner Redd to fill the vacancy created by the death of Calvin Black on the Transportation Services District. The motion was seconded by Commissioner Redd. UNANIMOUS. The chair was passed back to Commissioner Lewis. After Commission Maryboy returned from lunch he expressed his desire to serve on the Transportation Services District. Commissioner Maryboy asked if the other Commissioners had received a letter from Transportation Services District Chairman Ken Bailey recommending Commissioner Maryboy be appointed to fill the vacancy. Commissioner Lewis said he had received the letter but felt Commissioner Redd should fill this position because he was involved with roads on the State level. The appointment will expire on December 31, 1990. Commissioner Maryboy said he felt that because he had been working with the Tribe on roads he should serve on the Transportation Services District. A motion was made by Commissioner Redd to rescind the earlier motion and seconded by Commissioner Maryboy. Commissioner Lewis voted NAY. A motion to appoint Commissioner Maryboy to the Transportation Services District was made by Commissioner Redd and seconded by Commissioner Maryboy. Commissioner Lewis voted NAY. Congressional Candidate Visit Bill Pierce invited the Commission to come and meet Congressional Candidate John Harmer on August 3, 1990 at 10:00 A.M. in the Commission Chambers. Film Work in the County Bill Pierce discussed with the Commission the possibility of San Juan County deputies working on their off hours as security at filming sites in San Juan County. Mr. Pierce said that currently the filming crews are using the Grand County Sheriff's Department in the northern part of the County. Mr. Pierce proposed that the County could charge the film companies a set price and pay the deputies for their off duty hours the same rate as overtime and the rest of the compensation would come back to the County as revenue. A discussion was held concerning County policy on over-time and comp. time. George Kriten of the Moab Film Commission said each film company pays a different amount for security. Mr. Kriten felt if Grand and San Juan County could start requiring permits for the filming in the counties that they could require a uniform contact so everyone was paying the same amount. Mr. Pierce felt if the permits were required the problem of Arizona law enforcement providing security to filming crews on the south end of the San Juan County could be solved. The Commission said it they would like to have Administrative Assistant Rick Bailey contact the Insurance Contractor to see if security for private entities could be provided under the current insurance bond. The Commission will discuss this matter after the insurance contractor is contacted. Procurement Maintenance Supervisor Dell Hunter presented bids on a gasoline trimmer for use at the Courthouse and Public Safety Building. Bids were received from Motor Part of Monticello for $259.00 and W.B. Refrigeration for $265.00. A motion to accept the bid from Motor Parts was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Complaint/John DuPuy John DuPuy told the Commission that he has moved to Bluff ten years ago. Mr. DuPuy purchased the old Jens Nielson home. Mr. DuPuy said he was disgraced at the article that was printed in the High Country News about San Juan County. Mr. DuPuy said he felt that the Commission should be disgraced by this type of publicity. The Commission advised Mr. DuPuy that they have not read the article the and had no control over what is printed in the paper. Mr. DuPuy said that what is happening in the County is a repeat of the civil rights problems in the south in the 1950's and 1960's. The Commission thanked Mr. DuPuy for coming to the meeting and asked him to leave a copy of the article for the Commission to read. Road Department Employee Norman Begay asked the Commission what he needed to do to return to work. County attorney Craig Halls said Mr. Begay needs to meet with Road Superintendent Tony Brandt so they can review the agreement and the Personnel Policy and then Mr. Begay can return to work. Road Superintendent Tony Brandt called from LaSal and said he could meet with Mr. Begay the following morning. Mr. Begay was reminded by the Commission to bring an interpreter with him if he desired to have the information given to him in the Navajo language. Monticello City Building Inspections A discussion was held with Monticello City Manager Rick Terry and County Building Inspector Bruce Bunker concerning the fee that the County will charge for doing the Monticello City building inspections. The City has offered to pay $1,000 towards Mr. Bunker's training and pay $15.00 per inspection. A discussion was held concerning the County providing the training expense and charging the City an hourly rate for inspections. Mr. Bunker will meet with the Monticello City Council to discuss this matter. Halls Crossing Airport Architect The two firms being considered for the Architect for the Halls Crossing Airport are Armstrong Engineering of Grand Junction, Colorado and Creamer and Noble of St. George, Utah. A motion to appoint Creamer and Noble as the Halls Crossing Airport Architect was made by Commissioner Redd and seconded by Commissioner Maryboy. Commissioner Lewis said he felt that they should go with a Utah based entity. UNANIMOUS. Forest Service Forest Supervisor George Morris, Engineer Aaron Howe, and Forest Ranger Lee Bennett met with the Commission for a get-acquainted visit. A discussion was held concerning the Class A schedule that was presented to the Commission at the July 2, 1990 meeting. County Engineer Doug Pehrson said he has reviewed the roads and has the document ready for the Commission's signatures next week. Once the schedule is approved, the County can apply to the State for funding for the upkeep of the roads. Mr. Pehrson asked about the County road crews camping along the project while working on the LaSal Pass road. The Forest Service said they could see no problem with the crews camping on this project in their self contained trailers. Mr. Pehrson asked about using water on the project. Mr. Howe said the Forest Service doesn't have any water rights in this area. Mr. Howe suggest Mr. Pehrson contact Hardy Redd about the water. Ms. Bennett said the Dry Wash Campground is ready for the County to do some more work on the roads. Ms. Bennett said that everything is going smoothly except the toilet facilities. The Forest Services is working on this problem. Commissioner Lewis complimented the Forest Service for the improvements that have been made at Buckboard Campground. The Commission complimented Ms. Bennett and her staff for being very cooperative to work with and of good assistance to the County. Mr. Morris told the Commission about the litigation in process in the Elk Appeal. The Court date is set for December 17, 1990. Mr. Morris said he has been working with the Division of Wildlife Resources on plans for a maximum herd size on the Manti and LaSal Mountains. Mr. Morris said nothing has been signed as of yet. A meeting is scheduled with Miles Morritty on August 10th to further discuss this matter. Ms. Bennett discussed with the Commission the Job Training Partnership Act and how the program works. Ms. Bennett said the program has half the number of youths this year. Ms. Bennett said the Forest Services has been working with the Chapters to find participants. Commissioner Maryboy suggest that Ms. Bennett work with the Tuba City Labor Division rather than the Chapters. Commissioner Maryboy asked how many Navajo people work for the Forest Service in this District. Ms. Bennett said she has a full-time Navajo secretary at the Monticello office and three seasonal supervisors that are Navajo. Ms. Bennett said some of the participants in the JTPA find permanent jobs with the Forest Service all over the United States. County Engineer Doug Pehrson asked the Forest Service to have their Archeologist check the Harts Draw road it is ready for the Environmental Assessment. There will be a tour of Forest Highways on August 22-24, 1990. This program is upgrading roads to open up the Country multiple use. Standard Mileage for Travel Reimbursement a discussion was held concerning setting a standard mileage that the County will reimburse for trips to Salt Lake, Price, Provo and other state destinations. A motion was made by Commissioner Maryboy to have Administrative Assistant Rick Bailey prepare a proposal for standard mileage for the Commission to consider. The motion was seconded by Commissioner Redd. UNANIMOUS. Navajo Fair Albert Mark, Navajo Fair Chairman, met with the Commission to discuss the upcoming Navajo Fair and the need to have the land cleared. County Engineer Doug Pehrson will meet with Mr. Mark tomorrow to look at the land. The Commission requested an agreement with the land owners and the county be signed before the County does the clearing. Low Flying Military Aircraft Susan Taylor met with the Commission to discuss the low-flying military aircraft that have been flying over her residence again. Ms. Taylor said that route was changed once and the aircraft didn't fly over her residence for a while. This past couple of weeks she has had numerous occasions of flights, some in the middle of the night. The Commission asked Administrative Assistant Rick Bailey write a letter to the Air Force with this concern. Norman Begay Lawsuit Jean Melton and Norman Begay met with the Commission to explain the lawsuit that Mr. Begay has filed against the County for discrimination. Voting Rights The Commission met with Clerk/Auditor Gail Johnson and County Attorney Craig Halls to review the latest proposal from the Justice Department concerning the Voting Rights Act. Librarian Salary A motion was made by Commissioner Redd to increase the present pay for assistant librarians to the minimum wage of $3.85 per hour. The motion was seconded by Commissioner Maryboy. UNANIMOUS. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Wild Fires Administrative Assistant Rick Bailey reported there have been three large fires in the past week. One was out by the Dermo Mine on West Summit and the other two were on the Pine Ridge area of the LaSal Mountains. Muhlestein Clerical Help Request Administrative Assistant Rick Bailey said he understood he was to advertise for a full-time clerk for the Justice Court. Commissioner Lewis said he had talked with Judge Muhlestein and the full-time position needs to be advertised. Mr. Bailey said he would have the ad reviewed by Judge Muhlestein before being sent to the paper. UDOT Planning Meeting The Utah Department of Transportation will hold a meeting in Moab on July, 31, 1990 to discuss the five year plan. There are several road projects in San Juan County that will be discussed. State Surplus Agency Administrative Assistant Rick Bailey presented an application for the County to be a State Surplus Agency. This will allow the County to purchase from State Surplus. A motion to approve the application and the signing was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Aging Contract/Congregate Meals Administrative Assistant Rick Bailey presented a contract for congregate meals at the Blanding Senior Citizens Center with Colleen Harvey. A motion to approve the contract and the signing was made by Commissioner Maryboy and seconded by Commissioner Redd. UNANIMOUS. UNDC Request/Fair Monies Administrative Assistant Rick Bailey presented a request from the UNDC for the $35,000 budgeted for the Navajo Fair. The UNDC sent a copy of a letter from Utah Division of Indian Affairs committing to a $40,000 match for the fair. A motion to approve the request for the drawn down was made by Commissioner Maryboy and seconded by Commissioner Redd. UNANIMOUS. Sr. Citizens Meeting/Red Mesa Chapter Administrative Assistant Rick Bailey reported on a meeting he had with the Red Mesa Chapter concerning Senior Citizens on July 24, 1990. The Navajo Tribe was to have sent a representative to the meeting but no one came. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy said he had lunch with the people that had come to listen to Commission meeting and there are some questions the people would like to ask of the Commission. Bess Santner will act as interpreter. Thomas Billie asked if County Attorney Craig Halls will prosecute Commissioner Maryboy for the charges made against him. The Commission stated they could not speak for Mr. Halls. The decision on this matter will have to be made by the County Attorney. Mr. Billie was welcome to talk with Mr. Halls at his office at the Public Safety Building. Beth Santner asked who has the files on Commissioner Maryboy and who leaked the information from the UNDC files. The Commission stated that questioned would have to be asked of Mr. Halls. The Commission had nothing to do with the investigation. The County does not have the UNDC file. Fred Johnson said he felt there needed to be a good working relationship between the Commission. The things that have been discussed and decided this morning will help solve these kinds of problems. Mr. Johnson said he didn't want anything like this to happen again. Mr. Johnson said he wanted a statement form the Commission that they would agree to work harmoniously. Commissioner Lewis said he felt Mr. Johnson suggestion was a good idea. As long as all three of the Commissioner agree. Commissioner Maryboy said he felt he had been working very harmoniously with the other Commissioner. Commissioner Maryboy said his stand has been to stand up for the people and he didn't feel it helped to be in an adverse situation. Commissioner Lewis said he felt at times there has been too much time spent on problems the Commission cannot solve. Commissioner Redd said the people need to understand there are certain things that are mandated by law . The Commission has no control over these expenditures. If the County was able to provide services on the Reservation the people are requesting more money would be spent on the Reservation. Jean Melton said she always got the feeling that the Commission thought that Commissioner Maryboy could make the Tribe do what the County wanted done. Mrs. Melton said she felt if others went to the Tribe it would look good. Commissioner Redd said he has volunteered a number of times to accompany Commissioner Maryboy to meet with Tribe Officials and go to the Reservation. If the people feel there is something that isn't right they need to come to the Commission. Jerry Begay asked when the meeting with the Civil Rights is going to be held. The Commission said Administrative Assistant Rick Bailey will present the Commission with a proposal from other entities next week . It will then be decided whether to use the Civil Rights Office or another entity. The discussion today about a Process Facilitator will also be considered. Harry B. Jones said he would like to see the other employees working on the roads working together with the Navajo employees. Mr. Jones said he didn't want the other employees accusing the Navajos of things that happened on the job. Mr. Jones said he has been told that the Navajo employees were told not to speak the Navajo language while on the job. Mr. Jones would like to see everyone work together and have a good relationship. Mr. Jones said he had fought in World War II and used the Navajo language and would in turn like to see respect for the language. COMMISSIONER BILL REDD'S REPORT UAC Assessing and Collecting Commissioner Redd attended a Utah Association of Counties Assessing and Collecting meeting. A discussion was held at the meeting concerning having a uniform assessing and collecting system . No decision was made as to how to handle the assessing and collecting. Interagency Meeting Commissioner Redd attended an Interagency meeting. A discussion was held concerning compiling a list of services available in the County. A proposed change to the property tax deadline was made. It was proposed that the wording be changed to November 30th instead of 12:00 midnight. UDOT Meeting Commissioner Redd reported he attended a Utah Department of Transportation meeting last week where the Oljato to Navajo Mountain road was discussed . A discussion was also held with the Navajo Tribal chairman Leonard Haskie concerning the Navajo Tribal funding for this project. Mr. Haskie agreed verbally to committed $1.5 million for this project. The Bureau of Indian Affairs said if they were required to match the funding it would have to come out of their 1992 budget. Chuck Henderson requested another copy of the road priority list from the Chapters so roads not yet completed can be funded. County Engineer Doug Pehrson will send Mr. Henderson a copy. COMMISSIONER TY LEWIS' REPORT Governor's Wilderness Proposal Commissioner Lewis reported he and Commissioner Redd attended a meeting with Mike Christensen of the Office of Planning and Budget to discuss the Governor's wilderness proposal and san Juan County. The governor is proposing 250,000 acres of wilderness. UAC Multi-line Insurance Commissioner Lewis reported he attended a Utah Association of Counties multi line insurance meeting. They hope to have a proposal to present to the Counties in September. City of Blanding Airport Requests A letter was received from the City of Blanding concerning some requests at the Blanding Airport.
