SAN JUAN COUNTY COMMISSION MEETING MINUTES December 3, 1990 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the commission chambers at Monticello, Utah. Present:Mark Maryboy, Vice Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Dena Hunter, Deputy Clerk Excused:Ty Lewis, Chairman A motion to approve the minutes of the November 26, 1990 meeting as written was made by Commissioner Redd and seconded by Commissioner Maryboy. CURRENT BUSINESS County Letterhead A discussion was held about having inmates at the jail submit entries for a new county logo to be used on the letterhead. A motion to approve a prize of $25.00 was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. The drawing will become the property of the County. Procurement Bids were received for a typewriter for the Clerk's Office. Bids were received from Office Outpost for a Panasconic KX-E 3000 for $399.00. Quill Corporation bid $499.98 plus shipping for an IBM Wheelwriter 6779 and Communications Plus bid $599.00 for a Sharp ZX-416. A motion to approve the bid from Office Outpost was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Out-of-State Travel A request for out-of-state travel was presented for Travel Council Director Peggy Humphreys. The travel is for November 29-30, 1990 to Page, Arizona. This matter was tabled until the next meeting because the request was made after the travel time. Interlocal Government Agreement/Blanding City The Interlocal Government Agreement with the City of Blanding for prisoner care at the San Juan County Public Safety Building was presented for the approval and signature of the Commission. A motion to approve the agreement and the signing was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Lease Agreement/Montezuma Creek Police Station A lease agreement with the FBI for the Montezuma Creek Police Station was presented for approval and signature. A motion to approve the agreement and the signing was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Road Concern Road Superintendent Tony Brandt discussed changing the route of county road #415 with the Commission. Mr. Brandt said the existing road needs to be straightened from the gravel pit to the main section of the road. There is an existing road in this area that has not been graded or maintained. A motion to approve the route change was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. State Land Exchange A letter was received from the State Lands and Forestry regarding the proposed exchange of State Lands on the Navajo Reservation for other federal lands in the State. A draft copy of a bill to be proposed to the House of Representatives was enclosed. Grant Application/Utah Travel and Economic Development A grant application packet was received from the Utah Travel and Economic Development. A letter stated that there would be a name change on January 1, 1990 to Economic Development Corporation of Utah. Utah Navajo Development Council Dick Neztsosie, George Etscitty and Albert Marks of the UNDC met with the Commission to present a report on the Utah Navajo Fair. The UNDC requested $20,000 for the 1991 budget to continue with the fair. This money would be used to expand and improve the area. The UNDC is also requesting the help of the road department in clearing additional area. The UNDC is in the process of getting a long term lease on the land in Bluff. Mr. Neztsosie said the UNDC would like to move their main offices to Bluff in the near future and would like to have the fairgrounds and offices together. The UNDC is in the process of having the Utah Navajo Fair audited. When the audit is completed a copy of the audit report will be sent to the County. A discussion was held concerning coordinating the efforts of the two fairs in the County so that it involves all of the residents at both fairs. Public Safety Building/Copy Machine Deputy Bill Christensen and Julie Bailey met with the Commission to discuss the copy machine at the Public Safety Building. Mrs. Bailey said the machine has been out of service a lot in the past year and the repair doesn't seem to fix the problem. A discussion was held about trading in the machine and buying a new machine that would be more dependable. Administrative Assistant Rick Bailey recommended purchasing a small copier for use in the Sheriff's Department. After a discussion about this matter Commissioner Redd made a motion to trade in the old machine on a new machine and purchase a small copier for the Sheriff's Department. The Motion was seconded by Commissioner Maryboy. UNANIMOUS. Administrative Assistant reported later in the meeting that he had talked with the manager of Price Office Equipment about trading in the old copier and he recommended repairing the old machine and purchasing a service contract. It was the managers feeling that the current machine could be fixed and should not be traded in. A motion to amend the previous motion to fixing the present machine, purchasing a service contract for the machine and purchasing a small copier for the Sheriff's Department was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Request to Advertise Extension Agent Jim Keyes told the Commission that Weed and Rodent Supervisor Paul Weber will be leaving on December 31, 1990. Mr. Keyes requested permission to advertise to fill this position. A motion to approve this request was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Request for Property Sale Dale Oshley and Michael Murphy met with the Commission to request a sale of property that had belonged to Mr. Murphy. This property was offered for sale at the Tax sale in 1990. No one bid on the parcel and the parcel was deeded to the County. Mr. Oshley has a mobile home on the parcel and would like to buy the property for the back taxes in the amount $441.64. A motion to approve this property sale for the amount of back taxes was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Department Heads/Budget Requests The Commission met with each department head individually to discuss their budget requests for 1991. Community Development Block Grant/Public Hearing A public hearing was held to receive proposals for the use of the Community Development Block Grant Funds for the 1991 period. The Community Development Block Grant was to rotate to the City of Monticello for 1991 but they chose not to use the funding this year. Joyce Martin, Library Board member, proposed using the $37,000 that is available to fund a computer system for the libraries. Mrs. Martin said she felt if the libraries were computerized it would help with tracking the use of the library. This would also help with getting overdue books returned. The Bookmobile will have a computer in 1991 and if the libraries were on the same computer system the Bookmobile librarian would be able to locate the books requested by his patrons by computer. The only other proposal heard was to use the funding to work on a 911 Emergency Number for the County. The amount of money available from the CDBG for this year would not be enough to do this entire project. A motion to submit the request for the Library Computer Systems to the CDBG for funding was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Cal Black Memorial Airport Administrative Assistant Rick Bailey presented the second pay request on the Cal Black Memorial Airport from Creamer and Noble Engineering. The request is in the amount of 413,130.41. A motion to approve the request was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Montezuma Creek Trash Dump Administrative Assistant Rick Bailey reported he had met with the BLM and discussed a site for a land fill in the Montezuma Creek area. A clearance from the State office is necessary before the site is approved. Mexican Hat Special Services District Administrative Assistant Rick Bailey discussed with the commission the problems the Mexican Hat Special Service District is having getting the new sewer lagoon project started. There is a problem with an oil and gas claim next to the site. Mr. Bailey said the County may be asked to help the Service District obtain the land for these lagoons. Commissioner Redd will talk with the person who has the oil and gas claim in this area and see if some solution can be worked out. Mr. Bailey talked with the BLM later in the day about the site for the sewer lagoons. The BLM said they would talk to the person who has the oil and gas claim and see what can be worked out. Health Insurance Administrative Assistant Rick Bailey informed the Commission that three insurance carriers have been contacted on proposals for self funded insurance. Mr. Bailey hopes to present these proposals next week. Radio Frequencies Administrative Assistant Rick Bailey discussed with the Commission the need in the near future to budget for a capital expenditure to upgrade the radio transmitting and receiving system in the County. The State has said it will purchase all of the major equipment but the Counties will need to replace their own equipment. Mr. Bailey said replacing just the radios in the Sheriff's department would be about $2,000 per radio. COMMISSIONER BILL REDD'S REPORT Project 2000 Commissioner Redd attended a Project 2000 workshop on Economic Development in Rural Utah. Erving R. Levine spoke to the participants at the workshop. Thayne Robson spoke at the workshop on tourism. The main focus of the workshop was education and infrastructure that are needed in the Counties for rural growth. COMMISSIONER MARK MARYBOY'S REPORT Bluff Library Commissioner Maryboy said he had been contacted by Pat Cook of the Bluff Library Committee about the removal of the jail cells at the Bluff jail. Mrs. Cook has talked with the Historical Society and they are not interested in the cells. Mrs. Cook wrote a letter to the Monticello Centennial Committee that had expressed an interest in the cells and has received no response from them. A motion to allow the Bluff Library Committee to continue with their renovation project on the Bluff Jail was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Utah Power and Light Commissioner Maryboy said that Utah Power and Light is using existing escrow to extend power lines to Navajo people living east and north of Aneth. Utah Power and Light would like to negotiate with the oil companies working on the Reservation to extend power to those people who are living in clusters. Soil Conservation Service/Douglas Mesa Commissioner Maryboy traveled to Douglas Mesa with Steve Deeter of the Soil Conservation Service and Albert Mark of the UNDC. They toured the area where there are existing springs and talked about placing troughs to catch the water for the livestock.
