SAN JUAN COUNTY COMMISSION MEETING MINUTES August 17, 1992 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the commission chambers at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Gail Northern, Clerk Excused: Mark Maryboy, Vice Chairman A motion to approve the minutes of the August 10, 1992 meeting as amended was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. CURRENT BUSINESS Procurement Sheriff Claude Lacy and Jail Administrator Bill Christensen requested permission to purchase five radar units @ $1,495.00 per unit for a total of $7,475.00 from Kustom Signals Inc. as they have the State contract. A motion to approve the purchase was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. Sheriff Claude Lacy and Jail Administrator Bill Christensen requested permission to purchase two hand held radios @ $620.00 per unit for a total of $1240.00 from Motorola as that is the State contract price. A motion to approve the purchase was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. LaSal Property Bid Opening Sealed bids for a parcel in LaSal were opened. Vance Seely & Dan Shumway bid $526.00, Steven & Jennifer Rohrer bid $1110.00, Tom Keogh bid $1215.00, Ron & Shannon Krist bid $1885.00, and Terrance & Alexandra Leech bid $2500.00. A motion to accept the high bid of $2500.00 from Terrance & Alexandra Leech was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. Probationary Increase Jail Administrator Bill Christensen presented probationary increases for Martha Johnson to Grade 9 Step 5, $1283 per month; effective 8-19-92 and for Jack Kirby to Grade 9 Step 7, $1309 per month; effective 8-19-92. A motion to approve the probationary increases for Sheriff's Department employees Martha Johnson and Jack Kirby was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. San Juan Special Service District #1 Board Member A motion to appoint Ms. Doris Valle to the Board of the San Juan Special Service District #1 was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. Halchita Recreation Oscar Begay and Walter Atene discussed with the Commissioners their interest in a recreation building in Halchita. Mr. Begay went through letters and resolutions written regarding this project. The Commissioners will write a letter to San Juan School District asking for a response to a letter requesting the School District to pay some operating and maintenance costs. The Commissioners will also write a letter of support for the project and send it along with a Resolution from Mr. Begay to the Department of Energy. It was suggested that Mr. Begay take some pictures showing how Halchita has been negatively impacted by the uranium mill. These pictures can be used for a presentation to get request funding from the Congressal Delegation. Oljato Dump Mr. Walter Atene, Oljato Navajo Tribal Council Delegate, requested the County dig a new trench at the Oljato Dump. The Commissioners gave their approval for the new trench to be dug. National Park Service State Coordinator Canyonlands National Park Superintendent, Walt Dabney introduced the new National Park Service State Coordinator, Marty Ott to the Commissioners. Mr. Ott will be the Regional Director's Representative. It is his desire to meet with all agencies at least twice a year whether there are problems or not. He feels strongly that all agencies must work together. Mr. Dabney and Mr. Ott reported that the solar system at Natural Bridges is being reworked. When it is finished there will be a rededication that the Commissioners will be invited to attend. The Park Service is involved in a drug prevention program that they present to 4th grade students. They would like to make a commitment to San Juan County with this program. Mr. Dabney will contact the San Juan School District, the San Juan County Sheriff, the Blanding Police Chief and the Monticello Police Chief in this regard. Request to Purchase Old Cars at Road Shed Mr. Ed Saltzman requested permission to purchase two old cars at the Road Shed in Monticello. After investigation, it was determined that one vehicle was sold to Vance Seely at the County Auction in 1989 and the other one has never been put up for sale. The Clerk's office will contact Mr. Seely to see what his plans are for the vehicle he purchased. A motion to advertise the second car (1984 Chev. Impala) for sealed bids to be opened at Commission meeting September 8, 1992 was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. Courthouse Termite Problem Maintenance Supervisor, Dell Hunter presented a Subterranean Termite Agreement with Orkin Exterminating Company in the amount of $5400.00 to handle the termite problem in the Courthouse. Mr. Hunter called other companies for bids but Orkin was the only company interested. A motion to approve the agreement with Orkin in the amount of $5400.00 plus a free inspection at one year was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. PROCESS FACILATATOR EDWARD TAPAHA'S REPORT Elections Process Facilatator Edward Tapaha reported that he had done some training of Registration Agents on Wednesday, August 12th with County Clerk, Gail Northern. Mr. Tapaha also made some tapes in the Navajo language for radio broadcast. Health Care Process Facilatator Edward Tapaha went to Salt Lake City with Larry Putnam of San Juan Hospital on Thursday, August 13th. There they met Larry Isaac, the new Trust Administrator for the Navajo Trust Fund employed by the State. Mr. Isaac stated that education and health are his top priorities. Travel Process Facilatator Edward Tapaha will be attending a Private Industry Council meeting in Moab August 20, 1992 and he will be attending a Health Board meeting that same evening. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Dark Canyon Lake Road Administrative Assistant Rick Bailey reported that Timber Products in LaSal has requested the County to haul gravel on the Dark Canyon Lake Road. Timber Products is willing to buy and supply the gravel and even load the trucks if the County would haul it and spread it while the crews are there. The Commissioners gave their approval to this project. Aneth to Ismay Road Administrative Assistant Rick Bailey reported that he has received the signed Aneth to Ismay Project Agreement from the BIA. The County will now start the advertising process. COMMISSIONER BILL REDD'S REPORT Western Network Contract Commissioner Bill Redd reported that some computational errors had been made in calculating the totals in the contract with Cherie Shanteau. The error amounts to approximately $5000.00. A motion to include the additional expense in the contract with Cherie Shanteau was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. Solid Waste Planning Contract A motion to accept the solid waste planning contract with Brian Brimner was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. State Land Board Meeting Commissioner Bill Redd attended a State Land Board meeting. The in-holdings exchange was discussed. This will only apply to lands now held under federal lease. The MRS was also discussed. It would be opposed if it were to be located near any school sections. Senate Bill 179 regarding public easements across state lands was also discussed. They are going to set up a committee. Commissioner Redd would like Administrative Assistant Rick Bailey to write a letter to the board requesting that the committee be made up of at least 1/2 county commissioners. UAC and other counties need to make that same communication to the board. HR5503 Commissioner Bill Redd feels it is important to contact our representatives to see where this bill stands. Travel Commissioner Bill Redd will be meeting August 20th with Bill Peters and the other oil producing counties. COMMISSIONER TY LEWIS' REPORT County Fair Commissioner Ty Lewis opened the San Juan County Fair on Thursday, August 13. Commissioner Lewis would like Extension Agent Jim Keyes or Extension Secretary Lillian Taylor to come to Commission meeting August 24 to report on the Fair. Commissioner Lewis would like Extension Agent Jim Keyes to write a policy regarding the rental of the new stage. Travel Commissioner Ty Lewis will attend an AOG meeting Thursday, August 19th.
