SAN JUAN COUNTY COMMISSION MEETING MINUTES FEBRUARY 14, 1994 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Rick Bailey, Administrative Assistant Joanie Alvarez, Deputy Clerk Excused: Bill Redd, Commissioner A motion to approve the minutes of the February 7, 1994 meeting as amended was made by Commissioner Maryboy and seconded by Commissioner Lewis. UNANIMOUS. CURRENT BUSINESS Aging Director/Senior Centers Aging Director Frank Morrell discussed the Senior Centers. The San Juan County Commission has approved $20,000.00 for the Navajo Mountain Senior Citizens Center for construction of a new center. They also approved $10,000.00 for the Red Mesa Senior Center, $4,000.00 for the Aneth Senior Center and $1,000.00 for the Aneth Elderly Home Care Services. Social Services Block Grant Frank Morrell, Glenna Webb and Gail Northern met with Commissioners to discuss the SSBG contract. Ms. Webb stated she would be willing to instruct a workshop to inform those interested on the funding that's available. Commissioner Maryboy suggested Ms. Webb get in touch with Clarance Rockwell, Executive Director of the Navajo Utah Commission to set up meetings in Aneth and Oljato and discuss the possibility of matching funds. Cross-Deputization Herbert Clah, Director of Navajo Public Safety and the Navajo Chief of Police along with two Navajo Deputies met with the Commissioners to discuss the Cross- Deputization Agreement. Bill Christensen, representing the Sheriff's Department was also present. Administrative Assistant Rick Bailey said the problem he had was the previous agreement had the Utah Highway Patrol covered under the County's agreement so they were able to be cross-deputized while on duty. This agreement did not have that page. It was suggested to go ahead and sign this agreement and then add an adendum to the fact that the Highway Patrol were also covered under the cross-deputization agreement. They discussed the 911 system, housing for Navajo officers, the asbestos study on the Reservation and utilizing the Montezuma Creek facility. Commissioner Maryboy made a motion to sign the Cross-Deputization Agreement and Commissioner Lewis seconded. UNANIMOUS. Sheriff's Department Bill Christensen of the Sheriff's Department presented a request from Sheriff Lacy to order a new vehicle from this years capital budget. Mr. Christensen also discussed the hiring of the new officer for the southern end of the County. The individual is a Native American and is currently on the hiring roster. He is also a Navajo Ranger at this time. Bluff Service Area Stan Johnson and Steve Simpson of the Bluff Service Area met with the Commissioners to discuss two items. One being the $15,000.00 that was in their 1993 budget but did not get in the 1994 budget. Mr. Johnson then stated they are at a point with USU and Basin Engineering where they are ready to go to CIB with an application for funding a $30,000.00 water consumer analysis. Mr. Johnson stated according to CIB's rules on planning, it has to be a cash match. They then discussed some ways to get the funding from CIB. Mr. Simpson discussed the transfer station in Bluff along with operation and management of said site. Extension Office Jim Keyes of the Extension Office discussed the 4-H programs on and off the Reservation with the Commissioners along with agriculture management and livestock management and his committment to both. He then discussed his need for a part-time secretary. The decision on the part-time secretary was tabled until the Commission meeting on February 28th. Payroll Changes Max Ksiazkiewicz of the Road Department presented a transfer request/job change for Daniel Shupe. This would fill the position left open by Lyon Hazelton and change Mr. Shupe from District III mechanic/operator, grade 11 step 12, $1535.00 per month to District I - Shop mechanic, grade 13 step 12, $1667.00 per month. Commissioner Maryboy made a motion to accept the recommendation of the shop foreman and approve the transfer and Commissioner Lewis seconded. UNANIMOUS. Aging Director Frank Morrell submitted two probationary raise requests for Rose Reilly and Virginia Titus as they were hired in 1993 and shouldn't be affected by the new policy as pertaining to probationary raises. Commissioner Maryboy made a motion to approve the probationary raises for Rose Reilly moving her from grade 4 step 2, $5.94 per hour to grade 4 step 5, $6.24 per hour and for Virginia Titus moving her from grade 1 step 2, $5.39 per hour to grade 1 step 5, $5.76 per hour retroactive to January payroll. Commissioner Lewis seconded. UNANIMOUS. Procurement Administrative Assistant Rick Bailey submitted a request to purchase a radio and pager for Max Halls from Motorola on the state bid. Commissioner Maryboy made a motion to approve the purchase of a radio and pager. Commissioner Lewis seconded. UNANIMOUS. PROCESS FACILITATOR EDWARD TAPAHA'S REPORT Meetings Process Facilitator Edward Tapaha was in Salt Lake City on Wednesday, February 9th. He met with the Lieutenant Governor concerning election issues. The main topic was dealing with motor vehicle registration and drivers license registration as a means of registering voters. He also met with the Navajo Utah Commission and discussed solid waste management, funding and the financial system. Mr. Tapaha met with the BIA and discussed surveying. While in Salt Lake City, Mr. Tapaha met with John Pace, attorney for the Navajo Nation and discussed a lawsuit they have. Schedule Mr. Tapaha will be attending a Chapter meeting at Red Mesa tonight, February 14th. There is a meeting at Whitehorse High School on Wednesday, the 16th with Congressman Bill Orton. He will be attending the Navajo Mountain Chapter meeting on Friday, February 18th. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT County Roads Administrative Assistant Rick Bailey reported that County Surveyor Doug Pehrson attended a road meeting at Navajo Mountain on February 9th. It was stated the road discussed is being completed in six segments. Segment 1 and 2 are completed. Segment 3 is ready to go out for bid but they are unsure if it will go out in 1994. Segments 4 and 5, which bring this road up to the Utah border have significant archeological problems and segment 6 will have all the enviromental work completed before segments 4 and 5 are done. Mr. Bailey will write a letter to Shiprock concerning this road with a carbon copy sent to Congressman Bill Orton. Meetings Mr. Bailey went to Moab on Wednesday, February 9th to meet with the Citizens Telephone Company representatives. One of the topics of conversation was the telephone at Halls Crossing. Mr. Bailey stated that Kelly Ann Kirk of the AOG would like to meet with the Commissioners at 9:30 A.M. before Commission meeting to give them a brief overview of the services the AOG provides. The exact date of this meeting has not been set. He went to the annual UDOT meeting last week. He indicated they will try to replace two bridges on Highway 191 north of LaSal Junction this year. Letter from Department of Agriculture Mr. Bailey stated he received a letter from the Department of Agriculture with a list of 17 noxious weeds on it. Congressman Orton Congressman Orton will be in San Juan County tomorrow February 15th. The Commissioners have been invited to lunch in Blanding and dinner in Monticello. COMMISSIONER MARK MARYBOY'S REPORT Meetings Last week Commissioner Maryboy was in Salt Lake City meeting with the State Legislature. Schedule Commissioner Maryboy will be in Salt Lake City tomorrow, February 15th meeting with attorney John Pace and the Attorney General. Wednesday February 16th he will be meeting with Congressman Bill Orton. Thursday and Friday, February 17th and 18th Commissioner Maryboy will be in Window Rock, Arizona finalizing the Navajo Nation budget. San Juan Record Article Commissioner Maryboy made a point of refuting the unsigned letter published in the San Juan Record under the "Letters to the Editor" section. He stated the letter was totally untrue. COMMISSIONER TY LEWIS' REPORT Meetings Last week Commissioner Lewis attended "County Day" at the Legislature. One of the meetings he attended was with the University of Utah officials where mineral lease monies was discussed. He also met with legislators from the mineral lease counties. Schedule Wednesday, February 16th Commissioner Lewis will be in Salt Lake City giving his deposition concerning the Norman Begay case.
