SAN JUAN COUNTY COMMISSION MEETING MINUTES APRIL 4, 1994 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Joanie Alvarez, Deputy Clerk Excused: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the March 28, 1994 meeting as amended was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. CURRENT BUSINESS Library Joyce Martin of the Library Board submitted a report on the state of the Libraries for review. The report compared 1992 to 1993 in attendance, number of volumes, subscriptions, circulation and local government financing, including the bookmobile. Attendance, subscriptions and number of volumes were down in 1993 and circulation and local government financing were up. Payroll Change Commissioner Redd made a motion to approve the payroll change for Boyd Laws as he resigned his position as Assistant Road Foreman, District #2. This change moves him from a grade 13, step 14, $1700.00 per month to grade 13, step 10, $1634.00 per month. Bid Quotation Form Peggy Humphrey's submitted a bid-quotation form for acoustical movable panels from National Business Furniture for $524.00 and from Office Outpost for $822.50. Commissioner Redd made a motion to approve the purchase from National Business Furniture for $524.00 and Commissioner Lewis seconded. UNANIMOUS. Travel Council Peggy Humphreys and Susan Taylor met with the Commissioners to discuss their request for a new computer. It was decided they should go out for bids and then return to a future Commission meeting. Payroll Deduction / Tony Brandt On March 10, 1994 Mr. Brandt was suspended without pay for three (3) working days. He had accumulated his forty (40) hours for the work week. Due to that fact, twenty (20) hours (two 10-hour days) was deducted from his paycheck. San Juan Health Care/Dana Barnett Dana Barnett, Ron Johnson and Rayburn Jack of San Juan Health Care Services met with the Commissioners to discuss the 1% Local Option Sales Tax. Mr. Barnett stated the sales tax has been discussed at Board meetings and in other forums over the last several months and the reason they are coming before the Commissioners is to let them know the San Juan Health Care Board has established a task force to explore what this means to the County and the Health District to determine if this is the direction they should go. The task force is Chaired by Ron Johnson, it also includes Edward Tapaha, John Black, Bruce Shumway, and Brian Snow. They also discussed the time and process it takes to get something on the ballot. Gail Northern will get that information for Mr. Barnett. The next discussion centered around a clinic to be put either in the Red Mesa or Montezuma Creek area. It was suggested that Edward Tapaha have a meeting with the Chapters to find the best location for the facility. Proposal for Paving County Maintenance Supervisor Dell Hunter submitted a proposal for paving from Southern Paving Company to remove four inches of dirt, replace it with gravel and compact it, then lay the asphalt in Bluff for $7,000.00. A decision was not made at this time. SSBG Commissioner Redd made a motion for Commissioner Lewis to sign an agreement between San Juan County and Social Services. Commissioner Lewis seconded. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Training/Surveyor Administrative Assistant Rick Bailey submitted a request from the surveyor's office for David Bronson to attend a computer training class. Commissioner Redd made a motion to approve the request and Commissioner Lewis seconded. UNANIMOUS. CDBG Mr. Bailey stated he received a letter from Governor Leavitt stating San Juan County has been granted a Community Development Block Grant for the 1994-1995 years. PCIFB Commissioner Lewis stated that Commissioner Redd has been appointed to the Permanent Community Impact Fund Board to fill the unexpired term of Mayor Rey Lloyd Hatt. PROCESS FACILITATOR EDWARD TAPAHA'S REPORT Meetings Process Facilitator Edward Tapaha attended the BIA Budget Hearing in Shiprock last week. He stated the allocated BIA budget is $52,000,000.00, of that 56% is allocated to the Navajo Nation. He also attended a Private Industrial Council meeting where one of the topics was summer work programs for students. On Thursday evening, March 31st he attended a San Juan Health Care Services Board meeting. Schedule Process Facilitator Edward Tapaha will be attending a Navajo Utah Commission meeting on Thursday, April 7th. Friday, April 8th he will be attending an Oljato Planning meeting. On Saturday, April 9th he will be at the Mexican Water Chapter meeting and at a warehouse dedication in Mexican Water on April 10th. He will also be meeting with Brent Price of the Utah Veterans Association in Red Mesa. COMMISSIONER BILL REDD'S REPORT Meetings Last week Commissioner Redd met with the State Property Tax Division. He reported they valued the County's oil and gas $17,000,000.00 higher than Pritchard and Abbott did and they are going to come down and manually check all wells for escaped property. They requested the County furnish a vehicle for them while they are down checking wells. The County will provide a vehicle. Commissioner Redd attended the State Comprehensive Planning meeting. Schedule Commissioner Redd will be attending the UAC work conference on Wednesday, Thursday and Friday April 6,7,& 8th. He will also be attending CIB on Thursday morning, April 7th. COMMISSIONER TY LEWIS' REPORT Meetings Commissioner Lewis attended a Transportation District Board meeting last week. He also attended a Big Game Board hearing at Monticello High School. Commissioner Lewis attended the City of Monticello's "Projects of the Future" meeting. Schedule Commissioner Lewis will be attending the UAC Conference on Wednesday, April 6th and will be attending a Mineral Lease meeting on Friday, April 8th. Inter-Agency breakfast The Inter-Agency breakfast will be on April 13th at 8:00 A.M. at the M.D. Ranch Cookhouse in Monticello.
