SAN JUAN COUNTY COMMISSION MEETING MINUTES APRIL 11, 1994 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Joanie Alvarez, Deputy Clerk A motion to approve the minutes of the April 4, 1994 meeting as written was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. CURRENT BUSINESS Aging Director Aging Director Frank Morrell submitted Amendment #2 of the State Aging Contract for signature. The County's required cash match is $325.00 for a total reimbursable amount of $6,038.00. Commissioner Redd made a motion to sign the contract and Commissioner Maryboy seconded. UNANIMOUS. Fire Warden Fire Warden Frank Morrell submitted the "Closed Pre-Season Fire Proclamation" to the Commissioners. Commissioner Redd made a motion to sign the proclamation and Commissioner Maryboy seconded. UNANIMOUS. Max Black/County Weed Department Max Black of the County Weed Department submitted a request for two full-time temporary weed sprayers: Brian Goodwine at grade 3, step 6, $6.06 per hour and Jimmie Myrick at grade 2, step 1, $5.54 per hour. Commissioner Redd made a motion to approve the hiring of Brian Goodwine and Jimmie Myrick and Commissioner Maryboy seconded. UNANIMOUS. Lillian Taylor, secretary of the Extension Office, will write a letter to the BLM and Forest Service asking if noxious weed control is in place in wilderness areas and if not will the County be prohibited from going in and spraying for noxious weeds in said wilderness areas. Commissioner Bill Redd made a motion that San Juan County charge $35.00 per hour plus the cost of chemicals plus .25 cents per mile to the private landowner for the control of noxious weeds. Commissioner Lewis seconded. Mr. Black submitted a letter requesting a payroll change for his position. He is requesting a change from a grade 11, step 7 to a grade 11, step 11. The Commissioners made no decision at this time. Property Tax/Demar Perkins Mr. Demar Perkins met with the Commissioners to discuss his daughters property tax. He felt his property and his daughters property should be about the same. County Assessor Bruce Bunker will check all the surrounding properties to see if they are consistent. Bid-Quotation Forms Lynn Laws of the County Road Department, South District submitted a bid for four - 45 watt radios for $599.76 each and two - 110 watt radios for $1050.00 each from Kenwood. Commissioner Redd made a motion to approve the purchase and Commissioner Maryboy seconded. Fire Warden Frank Morrell submitted a bid for a Stihl chainsaw from Motor Parts - Monticello for $514.15 and A1 Saw Service in Salt Lake City for $522.14. Commissioner Redd made a motion to approve the purchase from Motor Parts for $514.15 and Commissioner Maryboy seconded. San Juan County Weed Department submitted a bid for chemicals to be used to spray noxious weeds from Snake River Chemicals for $141.75 per gallon and from Intermountain Farmers for $173.78 per gallon plus $25.00 delivery charge. Commissioner Redd made a motion to approve the purchase from Snake River Chemicals for $141.75 per gallon and Commissioner Maryboy seconded. County Deputy Auditor John Fellmeth submitted a bid-quotation form for 16 megabytes for the County Recorders GIS system and for 16 megabytes for the County Surveyors GIS system at a cost of $165.00 for each megabyte for a total of $1320.00 from Technoland and for $191.65 each megabyte for a total of $1533.20 from Midwest Micro. Commissioner Redd made a motion to approve the purchase from Technoland for $1320.00 and Commissioner Maryboy seconded. A bid was submitted for the Monticello Library for the purchase of a new panasonic copier at a price of $1810.00 from Communications Plus with a trade in. The copier at the Blanding Road Shed will be used as the trade in (cash equivalent $150.00), and the old copier from the Courthouse will be refurbished and given to the Blanding Road Shed. Commissioner Redd made a motion to approve the purchase and Commissioner Maryboy seconded. Out-of-State Travel Request An out-of-state travel request was submitted for Lynn Laws to attend a complimentary trip to the John Deere factory. Commissioner Redd made a motion to approve the request and Commissioner Maryboy seconded. Probationary raise / Sheriff's Department A payroll notice for probationary increase was submitted for Sherry Eldredge moving her from grade 9, step 3, $1283.00 per month to grade 9, step 6, $1322.00 per month. Commissioner Redd made a motion to approve the increase and Commissioner Maryboy seconded. PROCESS FACILITATOR EDWARD TAPAHA'S REPORT Meetings On April 10th, Process Facilitator Edward Tapaha attended a Mexican Water Chapter meeting. He also attended their warehouse dedication. He attended the Oljato Chapter Planning meeting last week. Mr. Tapaha went to Shiprock to attend the public hearing with Indian Health Services regarding the budget cut. Todahaidekani Mr. Tapaha discussed Todahaidekani's recreation funding and was told that the funds go thru the Bluff Service District for that area. Schedule Mr. Tapaha will be attending the Red Mesa Chapter meeting this afternoon, April 11th. Also he will be attending the Shiprock Road Agency Committee meeting tomorrow, April 12th and Saturday, April 16th he will be at the Navajo Mountain Chapter meeting. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Meetings Administrative Assistant Rick Bailey reported on the UAC Management Conference he and Commissioner Redd attended last week. Some of the topics of discussion were the public employees retirement option, wilderness study areas, noxious weeds, subdivision and Congressman Orton discussed the wilderness bill. Mr. Bailey also spent time in a Surveyors meeting along with County Surveyor Doug Pehrson. There was also a presentation by Brad Barber concerning $200,000.00 in planning money that Representative Met Johnson received to be used for interested Counties. Mr. Bailey stated that Representative Mel Brown discussed the new division in Natural Resources beginning on July 1, 1994 called the Division of Sovereign Lands, Forestry and Fire Control. Mr. Bailey attended the Insurance Mutual Annual Board meeting. He stated the Mutual is financially in good shape. Insurance/Bluff Airstrip Administrative Assistant Rick Bailey discussed the Insurance policy to cover the Bluff airstrip. He also discussed the airstrips at LaSal Junction and Fry Canyon. Mr. Bailey then touched on events at the Fairgrounds that are not County sponsored that use livestock and the need for more insurance coverage for those events. It was also stated the need might be for the person or persons using the facility to provide their own insurance coverage. Housing Survey Mr. Bailey stated the County is required to do a housing survey and made a request to hire someone with housing survey experience. Commissioner Redd made a motion to hire the same person that did the survey for the City of Monticello for $500.00 and have that person use their own private vehicle and Commissioner Maryboy seconded. UNANIMOUS. Statewide Clean-Up Day May 14, 1994 has been designated as Statewide Clean-Up Day. CIB Mr. Bailey stated there will be a Community Impact Board meeting in Salt Lake City on May 5, 1994 to discuss the County's application to the CIB for help on the construction of the landfill. San Juan County Safety Committee The San Juan County Safety Committee consists of Rick Bailey, Chairman, Gail Northern, Dell Hunter, Wanda Franklin, Doug Pehrson, and Bill Christensen. Commissioner Redd made a motion to approve the members of the San Juan County Safety Committee and Commissioner Maryboy seconded. UNANIMOUS. San Juan County Historical Board Commission The San Juan County Historical Board Commission met with the Commissioners today to discuss the preservation of the Bluff Cemetery. The Historical Commission brought in maps to show the location of the Bluff Cemetery and the surrounding area. They protested a house being built on Cemetery Hill and said this area should be designated as cemetery property. Mr. Craig Simpson who owns some of the property the Historical Commission would like designated as cemetery property stated he would be willing to negotiate a trade of property for property. Mr. Simpson will return to the Commission meeting in two weeks with his decision. The fact that a parking lot was put over existing graves was a topic of concern as was other graves outside of the cemetery boundaries. The Commission stated they would be willing to pay for State Archeologists to come down and do a study of the graves. COMMISSIONER MARK MARYBOY'S REPORT Land Dispute Commissioner Maryboy discussed a land dispute between Jack Pelt and Richard Yanito. It was rumored that the County paid Mr. Yanito's mother for the use of the County owned shale pit. The Commission requested Administrative Assistant Rick Bailey write a letter to the Chapter President stating it is not the Commissions policy to pay anyone for the use of the County's shale pit. Mr. Pelt requested the County close the road to the Poncho House as well as County Road 415. Commissioner Maryboy stated it would be the responsibility of the Chapter to send a Resolution requesting that such roads be closed. County Surveyor Doug Pehrson will write a letter to the Chapter stating #1- no materials were purchased from Richard Yanito's mother, #2- specify how many loads were taken out of the shale pit and #3- County Road 415 is on the County Road system and it would be up to the Chapter to request its closure and the County would request this not be done. Military Missile Commissioner Maryboy requested Rick Bailey write a letter to the military requesting a public hearing regarding low level military flights. Schedule This week Commissioner Maryboy will be in Window Rock. COMMISSIONER BILL REDD'S REPORT Meetings Last week Commissioner Redd attended the UAC Management Conference, the CIB Board meeting and the Mineral Lease Counties meeting. Schedule On Wednesday, April 13th he will be attending the Inter-Agency breakfast. On Thursday, April 14th he will be at the State Comprehensive Land Planning meeting. He will be in Price at the AOG meeting on Friday, April 15th. COMMISSIONER TY LEWIS' REPORT Meetings Commissioner Lewis met with Senator Orrin Hatch last week. Schedule He will be attending the Inter-Agency breakfast on Wednesday, April 13th and will be in Farmington meeting with Bill Howell on April 14th. On April 15th Commissioner Lewis will be attending the AOG meeting in Price.
