SAN JUAN COUNTY COMMISSION MEETING MINUTES MAY 23, 1994 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the May 16, 1994 meeting as amended was made by Commissioner Redd and seconded by Chairman Lewis. UNANIMOUS. Fire Warden/Frank Morrell Fire Training Program Fire Warden Morrell proposed to the Commission the possible purchase of twelve videos from American Heat designed for small rural fire department training. Commissioner Bill Redd would like to view the demonstration video before making a decision. Fireworks Sale Fire Warden Morrell discussed the State Fire Regulations with the Commissioners. They discussed aerial fireworks. It was decided that a permit is needed for those and will be approved in accordance with state regulations by the Commission on a case by case basis. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Dump trucks Administrative Assistant Rick Bailey has contacted Great Basin Truck. They have agreed to furnish the County with a written quote on trade-in value of the two Volvo Dump trucks. Indian Health Service Mr. Bailey presented a letter to the Commission from Indian Health Service written to Peterson Zah, President of the Navajo Nation, stating that they would request next fiscal year matching funds with San Juan County for the construction of the Solid Waste Landfill between Blanding and Bluff, Utah. Solid Waste Rick Bailey presented the first draft of the proposed ordinance for the Solid Waste to the Commissioners. Mr. Bailey will have County Attorney Craig Halls look at it. Utah Association of Counties Insurance Mutual Mr. Bailey discussed with the Commission recommendations for consideration and corrective action of a Risk Review for San Juan County received from UACIM identifying areas of potential liability or property loss. Asphalt Oil Bid Rick Bailey stated that bids for oil had been opened. The Commissioners had concerns about quantity and 50-50 splitting of the bids. A response received from Petro Source Salt Lake City indicated that the prices quoted are effective for the year regardless of quantity. No response has been received from Koch Grand Junction, Co. Commissioner Redd made a motion to approve the split of asphalt bid between the two companies. Commissioner Maryboy seconded. UNANIMOUS. Mr. Bailey discussed the possible purchase of new county road signs and a letter from Brad Barber concerning the Local Government Comprehensive Planning Project meeting to be held on May 4, 1994. Independent auditors Karren, Hendrix & Associates have completed the County audit. He also expressed concerns about the Reggae Concert being held at the old Spanish Valley airport and will write a letter to the State Lands Commission indicating San Juan County concerns. He also presented a letter form Blue Mountain Dine' Blanding, Utah concerning the establishment of a food bank. County Road Surveyor Position County Engineer Doug Pehrson advertized for position of Surveyor vacated by Sal Lovato. Michael DesRosier was hired at Grade 13 step l, effective June 6, 1994. Commissioner Bill Redd made a motion to approve the hiring. Commissioner Mark Maryboy seconded. UNANIMOUS. Travel Request Administrative Assistant Rick Bailey submitted an out-of-state travel request to attend an EPA Response Workshop in Denver on July 31 - August 4, 1994. Commissioner Redd made a motion to approve the travel. Commissioner Maryboy seconded. UNANIMOUS. Meetings On June 2, 1994 at 1:00 P.M. a Local Government Comprehensive Planning Project meeting will be held in Salt Lake City. The R&D meeting was cancelled and is rescheduled for June 23, 1994. An AOG Public meeting will be held May 24, 1994 at 7:00 P.M. in the San Juan County Courthouse. Administrative Assistant Rick Bailey and Commissioner Mark Maryboy will meet with Oscar House June 7, 1994 concerning the 911 lines. Rick Bailey met last week with Winn Westcott, San Juan School District and Calvin Hunt of CEU to discuss Vocational Education in the county and the use of surplus property in this program. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Redd attended the Western Interstate Region Conference of Western Counties in Bismarck, North Dakota attending workshops concerning public lands, electronic highways, sanitary landfills and western water resources. Meetings Commissioner Redd will meet with the Utah State Tax Commission on May 24, 1994 for interviewing of two Summer Interns. May 26, 1994 he will attend the UAC Rangeland Response Team meeting in Salt Lake City. On Friday May 27, 1994 he will attend the AOG meeting in Price. Commissioner Redd will attend a Multiple County Appraiser Trust meeting on June 26, 1994 in Salt Lake City. Commissioner Redd Will attend the CIB Board Appraisal meeting June 2, 1994 from 8:00 A.M. - 12:00 P.M. and the Office of Planning & Budget meeting at 1:30 P.M. concerning San Juan County planning funds. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy discussed with the Commission Wilber Capitan's concerns about Aneth area roads. Mr. Capitan will attend the County road meeting on June 6, 1994. Mr. Maryboy met last week with Mobile Oil Co. concerning their policy on active and non-active pipes in Montezuma Creek and Aneth area. He will met with UP&L on Friday May 27, 1994 concerning Utah Chapter projects. UP&L does not have an agreement with the Navajo Nation. They plan to draft an agreement to comply with Navajo Nation legal laws in order to provide service. Commissioner Maryboy met with the BIA in Shiprock last week regarding the proposed gravel pit in Aneth. COMMISSIONER TY LEWIS'S REPORT Meetings There will be a UAC Insurance Mutual Board meeting June 9, 1994. Mr. Lewis will attend Association of Government meeting on May 27, 1994 in Price discussing Wild & Scenic and BLM Rangeland Reform. Commissioner Lewis attended the Western States Summit meeting in Phoenix last week. Another meeting will be held in Salt Lake on Jan 24-25, 1994. There will be no Commission meeting May 30, 1994. Chief Deputy Auditor/Data Process - John Fellmeth Job Description Chief Deputy Auditor John Fellmeth approached the Commission concerning changes in his job description. The Commissioners agreed that no changes would be made at this time. Hiring: County Planner/Personnel Director The Commissioners interviewed seven applicants for the position of County Planner/Personnel Director. Commissioner Bill Redd made a motion to hire Edward R. Scherick at Grade step effective approximately June 20, 1994. Commissioner Maryboy seconded. UNANIMOUS. County Assessor Bruce Bunker/Utah State Tax Commission Interview/Summer Interns County Assessor Bruce Bunker introduced Samuel Olschewski and John Stewart of the Utah State Tax Commission to the Commissioners. They will be interviewing May 24, 1994 for two summer intern positions with the Utah State Tax Commission. They are requesting the use of two county vehicles, gas and office space. Also discussed was Utah State Tax Commissions responsibility concerning wages, in-county training, film and processing. Projection date is approximately three months with a forty hour work week. County Clerk / Gail Northern Registration Agent County Clerk Gail Northern presented to the Commission a Registration Agent for #5 Ucolo - Mildred Miller.
