SAN JUAN COUNTY COMMISSION MEETING MINUTES JUNE 13, 1994 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissisoner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the June 6, 1994 meeting as amended was made by Commissioner Bill Redd and seconded by Vice-Chairman Mark Maryboy. UNANIMOUS. Building Permits Two building permits were submitted. The LDS Church, Monticello Utah Stake - Blue Mountain Guest Ranch for a restroom/shower. Charles Burand to place a modular home in Bluff, Utah. Commissioner Bill Redd made a motion to approve the permits. Commissioner Mark Maryboy seconded. UNANIMOUS. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Administrative Assistant Rick Bailey, Commissioner Mark Maryboy and Sergeant Doug Hall, Utah Highway Patrol, met with Herb Claw and the Navajo Justice Dept. in Window Rock concerning 911 and cross deputization on Tuesday June 7, 1994 . The Navajo Tribe agreed to give cross deputization powers to the Utah Highway Patrol as part of the agreement. No decision was made on the 911 issues. Mr. Bailey stated that there are three vacancies effective July 1 on the LaSal Recreation Board. Currently there is one vacancy on the Monticello Water Conservancy Board. These are being advertised. Transmission Jack bids Four bids for transmission jacks were received. They are Hafers $1705.50; Snap on Tools $1436.40; Schafer Auto $799.95 and Motor Parts $679.00. Commissioner Bill Redd made a motion to approve the low bid from Motor Parts for $679.00. Commissioner Maryboy seconded. UNANIMOUS. San Juan Historical Committee Rick Bailey presented a letter received from LaVerne Tate of the San Juan Historical Committee requesting that Judy Barton, Monticello, Utah be appointed to the committee replacing Steve Simpson, Bluff, Utah who resigned. Commissioner Bill Redd made a motion to approve the appointment. Commissioner Mark Maryboy seconded. UNANIMOUS. Bridger Jack Ranchettes Administrative Assistant Rick Bailey discussed with the Commission the proposed plan of a subdivision between Hole in the Rock and Blue Hill. Rick Meyer, State Health Dept., has met with the developers. Mr. Meyer will not approve any conventional septic system. If the Commission approves the subdivision the Commission needs to make sure that potential buyers are notified of the potential problems with the septic system and that installing an alternative system may be more expensive than a conventional system. Volvo dump trucks Mr. Bailey has received information on the purchase of new Volvo dump trucks from Great Basin Truck. The price quote is $68,500 without bed or plow. Trade-in of old trucks is $18,500 each. No decision was made. Rick will check into it further. USU Agreement Mr. Bailey stated that Commissioner Redd has been working with USU on an agreement entitled "An Economic Resource Inventory and Baseline Study". Commissioner Redd made a motion to accept the agreement. Commissioner Maryboy seconded. UNANIMOUS. Risk Management Accident Review Board Rick Bailey presented a draft copy of resolution establishing a County Risk Management Accident Review Board. No motion was made at this time. Lime Ridge Road right-of-way Mr. Bailey reported that the BLM has made changes in the Lime Ridge road right-of-way that the County applied for. The Commission will meet with Kate Kitchell, BLM Area Manager, to discuss the issues. Meetings Mr. Bailey attended the RC&D meeting in Green River on June 9, 1994. On July 12, 1994 there will be a Canyon Country Partnership meeting in Monticello at the Courthouse. Conrad Aitkin / Mexican Hat School crosswalk Mr. Aitkin presented to the Commission the need for a painted crosswalk in front of the school. Also discussed was the possibility of involving the state, county, and Navajo Tribe in placing signs and flashing light on the highway. Sylvia Czerkas / Dinosaur Museum Sylvia Czerkas read to the Commission a letter from Stephen & Sylvia Czerkas concerning the museum. It outlined the overall plan and goals for the museum. Commissioner Lewis suggested that they meet with the Economic Development & Tourism Board to see if they qualify for money through them. The Commission will then write a letter to the museum supporting the recommendation from the Economic Development Board. Dell Hunter / Building Supervisor Dell Hunter presented a list of completed improvement at the Bluff Community Center. Mr. Bailey will contact Stan Johnson, San Juan Special Service District #1, to review the improvements. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd testified at the Rangeland Reform public hearing held in Moab on June 8, 1994. Meetings Commissioner Redd will attend a Small Cities Allocation meeting for Inc. Grant with Division of Economic Development Director Dixie Barksdale on Thursday June 16, 1994 in Salt Lake City. He attended CEU graduation in Blanding on June 9, 1994. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Mark Maryboy has been appointed by President Clinton to serve on the National Indian Education Advisory Committee. Meetings Mr. Maryboy will meet today June 13, 1994 at 1:00 P.M. with Mobil Oil Company. On June 14, 1994 there will be a public hearing at the Aneth Chapter house with Tribal Resource & Human Resource Committees regarding the Environmental Impact Study. June 15, 1994 a public hearing will be held in Aneth to discuss the State of Utah health report. June 16-17, 1994 a special council session will be held in Window Rock regarding the Capital Improvement Project. Last week Mr. Maryboy attended a meeting with the Tribal Budget & Finance Committee. Mr. Maryboy met last week with Utah Navajo Commission approving all budgets for the Utah Chapters. A grant was received from Job Training Partnership Act to match funds with the Utah Navajo Commission to build more homes in each chapter. CHAIRMAN TY LEWIS' REPORT There will be a meeting June 21, 1994 in Salt Lake City with Utah Dept. of Transportation initiating a planning process for the formation of a statewide transportation plan. Mr. Lewis reported that Bob Valentine, Director of Division of Wildlife Resources has discussed with him the problems concerning the hunting regulations in regards to the Native Americans. Mr. Valentine has requested a letter from the county listing possible solutions to the problem. Meetings There will be an Interagency breakfast June 16, 1994 at 8:00 A.M. at the MD Cookhouse, Monticello and an AOG meeting at 1:00 P.M. in Price. The AOG schedule has been changed from the third friday of the month to the third Thursday at 1:00 P.M. On June 17, 1994 at 10:00 A.M. there will be a San Juan Forum meeting at the Four Corners Cultural Center in Blanding. DUP Monument Dorothy Adams and Dawn Boyle requested permission to make a flower bed circle around the monument on the lawn near the San Juan County Courthouse. The Daughters of the Utah Pioneers will furnish the work and materials. Permission was given and they were asked to coordinate with Dell Hunter, Building Supervisor and the LDS Church as it lies partly on church property.
