SAN JUAN COUNTY COMMISSION MEETING MINUTES OCTOBER 11, 1994 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the October 3, 1994 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. There will be no Commission meeting held on October 17, 1994. Energy Fuels Don Sparling, Scott Schierman and Glenis Pearson representing Energy Fuels discussed with the Commission their position. Mr. Sparling and Mr. Schierman feel that the White Mesa site is a better and more logical place to store the tailings as the storage facility is already in place. Glenis Pearson appealed for the job security of the present employees. Aging Director/Frank Morrell Aging Director Frank Morrell discussed the proposed remodeling of the Monticello Senior Citizen Center. The previous plans have not worked out. Administrative Assistant Rick Bailey will contact Building and Grounds Supervisor Dell Hunter to see if he could do the work on the senior center. Fire Warden/Frank Morrell Fire Warden Morrell proposed to the Commission the need for an addition to the Cedar Point Fire Station facility to house an additional truck. He asked permission to proceed. No decision was made. Commissioner Redd would like to discuss with Data Processor, John Fellmeth, the remaining budget figures for 1994. PROCESS FACILITATOR EDWARD TAPAHA'S REPORT Mr. Tapaha has been working on translating the propositions and initiatives for the election that will be aired on the radio. Edward Tapaha has met with the Native American Scholarship committee. Scholarships have been given to 30 or 40 Native Americans who will be attending college at CEU. He stated that the Red Mesa Chapter will send a resolution to the Commission stating the improvements they would like done on their road project. County Clerk/Gail Northern County Clerk/Gail Northern presented to the Commission the names of two registration agents for approval. They are Stephanie Manybeads, Montezuma Creek, Utah and Nancy Carr, Bluff, Utah. Commissioner Bill Redd made a motion to approve the registration agents. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Meetings The Interagency Breakfast will be held on October 14, 1994 at the MD Cookhouse. The "Where Committee" of Canyon Country Partnership will meet on October 14, 1994. On October 16-17, 1994 there is a planning seminar in Cedar City. Mr. Scherick presented a letter from San Juan County that was submitted to Secretary Babbit on the proposed RS2477 regulations with notice of intent to file "quiet title" on all roads in San Juan County. Personnel Personnel Director Edward Scherick presented a request from Karl Barton to terminate from the road department effective October 11, 1994. Mr. Scherick presented a payroll change for Sergeant Mark Ewart from Grade 15 Step 11 to Grade 18 Step 4 effective August 1, 1994. Commissioner Bill Redd made a motion to approve the payroll change. Commissioner Mark Maryboy seconded. UNANIMOUS. A payroll change for Corporal Martha Johnson from Grade 15 Step 6 to Grade 15 Step 9 effective September 1, 1994 was submitted. Commissioner Bill Redd made a motion to approve the payroll change with the condition that if she relinquishes the position she will go back three steps. Commissioner Mark Maryboy seconded. UNANIMOUS. Dispatcher Kayla Draper has submitted a request to resign because of a serious illness of an immediate family member. The Sheriff's department has decided to appoint a Chief Deputy. The Commission tabled the idea until after the November election and then will be open to discussion with the new County Sheriff. Personnel Director Edward Scherick discussed the Personnel Policy with county department heads. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Mr. Bailey stated that the County insurance requirements have been reviewed. A fire rated door needs to be placed on the boiler room. A door for $256.90 has been found in Salt Lake that Mr. Bailey can bring home and save the freight charge on it. Commissioner Bill Redd made a motion for Mr. Bailey to pick up the door. Commissioner Mark Maryboy seconded. UNANIMOUS. The patch truck is back and working better than it has ever worked. There is a new warranty from the second company that repaired it. Solid Waste Landfill Administrative Assistant Rick Bailey participated in a telephone conference call with bond attorneys and staff members of the CIB on the portion dealing with the loan for the landfill. The County will be required to obtain a position bond for those employees signing county checks. Mr. Bailey will meet with Julie Orr, Indian Health Service on October 25, 1994 to discuss proposed ordinances and contracts in connection with the landfill. Department of Energy Joel Berwick, DOE Grand Junction, spoke with the Commission concerning the Monticello mill tailings project. The final decision has not been made but the Grand Junction field office is leaning toward on-site storage with construction of a repository on the far south site. Energy Fuels Nuclear has sent a memorandum dated October 7, 1994 to Assistant Secretary of Energy, Thomas Grumley, stating their concerns. These will be reviewed before a final decision can be made on the project. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy stated that a letter needs to be written to the State Red Cross recommending that the Navajo Nation money given to the Red Cross should be handled in Utah rather than in Window Rock for the people on the Utah side of the Reservation. Commissioner Maryboy received a report from the Tribal Office of Management & Budget on federal grants. This year they received 261 million dollars. Sixty percent of the money was turned back at the end of the funding cycle. Aneth Chapter Mr. Maryboy stated that the Aneth Chapter passed a resolution to have the Chapter Manager work with RC&D, BIA and Tribal Economic Development leaders to zone Montezuma Creek/Aneth area for Economic Development. Indian Health Service has identified $2.8 million for Aneth Chapter for water line distribution to 125 families. Commissioner Maryboy will be in St. Paul, MN on October 17-19, 1994 attending an Education Conference. He will be in Window Rock on October 20-21, 1994. COMMISSIONER BILL REDD'S REPORT Commissioner Redd stated that the Payment in Lieu of Taxes bill has passed both houses and will now go to the President for signature. Commissioner Redd has been appointed to the Advisory Committee for State Lands Board on Trust Lands. Mr. Redd attended the Airline Apportionment hearing. He was appointed spokesperson for the Commissioners to present views to the State Tax Commission on Friday, October 14, 1994. CHAIRMAN TY LEWIS' REPORT Commissioner Ty Lewis and Commissioner Bill Redd went to Navajo Mountain and met with the proposed marina site group discussing the road to the site and areas involved with the proposal. There will be an AOG meeting in Price next week. There will be a meeting on October 19, 1994 discussing updating the TV channels.
