SAN JUAN COUNTY COMMISSION MEETING MINUTES JUNE 12, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the June 5, 1995 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. San Juan Counseling Mark Lyman, San Juan Mental Health; Brian Miller and Linda Hout, Div. of Mental Health; Carla Gertz, Div. of Substance Abuse; Dale Gertz, Div. of Mental Health & Substance Abuse; and Bruce Shumway San Juan Counseling came to discuss with the Commission the options available concerning the 1995 Health and Human Services Legislation that was passed as follows: "It is the intent of the Legislature that during the fiscal year 1996, the Department of Human Services shall make whatever preparations necessary so as not to contract as a provider of services in mental health or substance abuse in fiscal year 1997. It is the intent of the Legislature that the pass through of funds to local mental health and substance abuse authorities will not be affected by the Department's withdrawal from direct service delivery." Mr. Lyman stated that San Juan Mental Health office in Blanding would suffer greatly if arrangements are made other than with the State. He further stated that what they have is working. If they are forced into some other configuration they will be spending a lot more money for support and administration that they are now getting from the State at no cost and delivering fewer services for the same amount of money. San Juan Mental Health would like to continue as they are now. The Commission will comment by July 7, 1995 concerning the County's position with these issues. USU Contract Don Snyder, USU Planning Contract, reported to the Commission his progress on the base information for the County Master Plan. He agreed to have it completed by July 12, 1995. Sign Permit A sign permit was presented for Parley Redd's Food Town to place a sign on property owned by Don Smith, 1 mile north of Blanding. Commissioner Bill Redd made a motion to approve the sign permit. Commissioner Mark Maryboy seconded. UNANIMOUS. Building Permits Commissioner Bill Redd made a motion to approve the following building permits: Devar Shumway for a prebuilt metal building to be placed on his rock business property on North Hwy 191 Blanding, Utah; a new residence for Don Pilling, Blanding; a new residence for Dustin Felstead, Browns Canyon, Blanding. Commissioner Mark Maryboy seconded. UNANIMOUS. Global Positioning Systems Carma Ingram of Global Positioning Systems and Eric Bishop, Sunrise Engineering explained to the department heads how the satellite systems works and what is available to purchase. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Request to Hire/Sheriff Dept Personnel Director Edward Scherick presented Lori Brandt to be hired as a Dispatch at Grade 9 Step 1 at $1271 per month effective July 1, 1995. Monticello Assistant Librarian The name of Marlene Randolph was presented to be hired as the Assistant Librarian at the Monticello Library at Grade l Step 1 at $5.39 per hour at less than 20 hours per week effective June 15, 1995. Commissioner Bill Redd made a motion to approve the hiring of Lori Brandt as the Corrections Officer and Marlene Randolph as the Monticello Assistant Librarian. Commissioner Mark Maryboy seconded. UNANIMOUS. Fairgrounds Maintenance A request to hire Jeremy Langston as temporary fairground maintenance for less than 90 days at Grade 1 Step 1 at $5.39 per hour effective June 13, 1995 was made by Personnel Director Scherick. Commissioner Bill Redd made a motion to approve the hiring of Jeremy Langston. Commissioner Mark Maryboy seconded. UNANIMOUS. Road Dept/Payroll Change The name of David Blackhorse was presented to be the Patch Crew Foreman moving from Grade 9 Step l at $1271 per month to Grade 10 Step 1 at $1333 per month effective June 15, 1995. Mr. Scherick presented the name of David Yanito to be the Assistant South Road Foreman changing from Grade 14 Step 23 at $1958 per month to Grad 14 Step 26 at $2017 per month effective immediately. A motion to approve the payroll change for David Blackhorse and David Yanito was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Supervisor Training The Supervisor Training meeting is scheduled for Monday, June 26, 1995. Utah Navajo Trust John Housekeeper, Utah Navajo Trust, reported that the Utah Navajo Trust is considering doing a census by chapters of all the Utah Navajos in San Juan County. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Red Mesa Dump Administrative Assistant Rick Bailey reported that he had received a message that Herman Farly had reported problems with Arizona residents dumping at Red Mesa. It was suggested that Red Mesa charge the Arizona residents a fee to dump their garbage which would help pay for the extra hauling charged by Baker Sanitation. Cooperative Law Enforcement Agreement Mr. Bailey has the cooperative law enforcement agreement between the Forest Service and the Sheriffs office for the fiscal year October '94 through September '95 which provides $5954 for vehicles and equipment. Commissioner Bill Redd made a motion to sign the agreement. Commissioner Mark Maryboy seconded. UNANIMOUS. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy would like the road agreement with the BIA to state that the County has the right to be working in the area and to also include what has been done with the South Hatch road, the 20 mile stretch, and the Aneth to Ismay construction. Meetings Commissioner Maryboy will be in Phoenix attending the Navajo Nation Loan Subcommittee meeting. There will be a Native American County Caucus meeting in Window Rock next week. On June 14-15, 1995, Commissioner Maryboy will be in Salt Lake meeting with the FBI and Attorney General. On Friday he will be back in the area. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd and Planner Edward Scherick attended a GIS meeting in Price with Professor Ridd on June 6, 1995. Commissioner Redd also met with Mark Walsh, UAC, to discuss Wilderness legislation. On June 8, 1995 he attended a State Planning Seminar on rapid growth. On the 9th he, Commissioner Lewis and Planner Scherick attended a Wilderness meeting in Richfield where 13 of 15 counties made a "Resolution of non support" in current Wilderness bill and asked the counties to go back to their areas and make sure they are really wilderness and check their mineral potential and growth. On Wednesday, June 14th, he will be at UAC to re-draft the Wilderness proposal. He will also attend the Utah Local Government Trust meeting There will be a mandate meeting on Tuesday, June 13, 1995 in Blanding. COMMISSIONER TY LEWIS' REPORT On Friday, June 9, 1995, Commissioner Lewis, Commissioner Redd and Planner Scherick attended a Wilderness meeting at the Sevier County Courthouse. There will be a UAC Mutual Insurance meeting on June 15, 1995 at 11:00 A.M. in Salt Lake City. Administrative Assistant Rick Bailey will attend the mandate meeting in Blanding on June 13, 1995.
