SAN JUAN COUNTY COMMISSION MEETING MINUTES JULY 17, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the July 10, 1995 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Commission meeting will be held on Tuesday, July 25, 1995. Fair Ground Beautification Glenice Mantz, County Fair Board Chairman, reported to the Commission that the $8,000 beautification grant through the Centennial Committee was denied. She requested financial help from the County to improve the entrance way to the fairgrounds for this years fair. Commissioner Redd requested that a plan for this years project be submitted and that the entire project be spread over 3 or 4 years. A motion was made by Commissioner Bill Redd to approve the entrance phase of the project and seconded by Commissioner Mark Maryboy. UNANIMOUS. Sewerline, Waterline, Fence Building and Grounds Supervisor Dell Hunter reported to the Commission that the sewerline to the new restrooms at the fairgrounds are plugged. Damage to a fence near the Rodeo arena was reported. It was proposed that the rent be increased and that a damage deposit and check list be added to the rental contract of fairground facilities. Mr. Hunter also reported that a fence is being replaced caused by wind damage and that he would also like to put in a new water line near the arena and add another portion of fence near the concession area. The Commission gave their approval. Drapes & Carpet Mr. Hunter reported that the drapes at both libraries and the Treasurers office need to be replaced. He also stated that the carpet in the jail library is terrible and would like to replace it with tile. The Commission told him to check into prices. Smoke Detector/Jail Mr. Hunter stated that it is time for the smoke detectors to be checked at the jail at a cost of $2,000. The company that installed the system will make the check. Budget Hearing County Clerk Gail Northern would like to set the budget hearing time and date for December 4, 1995 at 6:00 P.M. The Commissioners agreed upon the date and time. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT On Friday, July 14, 1995, Mr. Scherick attended the San Juan Forum meeting in Dulce, NM in which they discussed value added forestry and agriculture, telecommunications, and the transportation study being done by Ameri-corp. Justice Court The Justice Court secretarial position is being advertised. Road Department The Personnel Director reported that the Road Department has a need for six additional temporary people to complete summer construction work. Road Supervisor, Doug Pehrson, suggested that two people be taken from the patch crew list. They are James Whitehorse at Grade 4 Step 1 at $6.06 per hour; Robert Fish at Grade 4 Step 1 at $6.06 per hour; and alternate Jason Davis at Grade 4 Step 1 at $6.06 per hour. All positions are effective July 17, 1995 and are temporary. Four flagmen will be screened and recommended by Job Service on an as needed basis. Commissioner Bill Redd made a motion to approve these actions and seconded by Commissioner Mark Maryboy. UNANIMOUS. Overtime Exempt Status Personnel Director has done some research on determining qualifications for overtime exempt status. They are 1) Position title which states they are a manager; 2) Have to supervise at least two people; 3) Have a say in the personnel actions taken. 4) Be paid at least $155 per week. The Commission will discuss this at a later time. Fiber Optics Planner Scherick reported that he and Data Processing Manager, John Fellmeth feel that there are some options to the fiber optic system which will be discussed in the August Department Head meeting. USU Contract Mr. Scherick reported that Don Snyder, USU, has completed the County Master Plan and will mail it out today. Mr. Scherick asked for 50 copies with an option for additional copies if needed. Sheriff Dept/Part-time position Sheriff Lacy requested authorization to hire a part-time person to fill-in as a dispatcher and do other light duties with no benefits. The Commissioners gave permission for the sheriffs department to get with Personnel Director Scherick and pursue hiring to fill the part-time position. Erik M. Grover A payroll change was submitted for Erik M. Grover to change from Grade 9 Step 1 at $1271 per month to Grade 12 Step 1 $1,448 per month. He entered the Corrections Academy on July 11, 1995. A motion was made by Commissioner Bill Redd to approve the payroll change and seconded by Commissioner Ty Lewis. UNANIMOUS. Hand Held Radios Sheriff Lacy would like to purchase four hand-held radios. The Commissioners requested that the Sheriff Department go through Communication Specialist Bill Bayles for approval and then submit their bids. State Surplus The State Surplus has a helicopter available. The Sheriff Department would like to obtain it and eventually trade it for a fixed wing to be used in search and rescue. Bailiff Services Lt. Christensen presented for signature the contract to renew bailiff services. Commissioner Bill Redd made a motion to sign the contract. Commissioner Mark Maryboy seconded. UNANIMOUS. Beaver County Lt. Christensen stated that Beaver County is in the process of building a public safety facility. They would like to meet with the San Juan County Commissioners on July 28, 1995 and tour our facility and explain the budget. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Mr. Bailey reported that he attended the Western States Coalition- Summit Four Conference in Albuquerque this past week. He also reported that he would be traveling to White Rocks this evening to place the emergency radio into operation. Mr. Bailey and Lt. Bill Christensen would be traveling to Window Rock on Tuesday, July 18, 1995, to meet with Tribal officials dealing with the 911 program. Administrative Assistant Rick Bailey reported that Congressman Orton will be in Monticello on July 22, 1995 at 4:00 P.M. to discuss Wilderness with the Commissioners. The Commissioners asked Rick to contact Congressman Orton's Office and indicate to them that the Commissioners would not be available to meet with the Congressman this Saturday. Legislature Visit Mr. Bailey gave an agenda list that could be considered by the Legislature when they are in the County in September. This list was prepared several years ago when it was thought that the Legislature would be coming to the County and then did not come. Some of the items need to be updated or deleted Out of State Travel Clark Grover was approved to travel out of state to pick up the distributor for the road department. Incorporation/Bluff Mr. Bailey reported that the County has received a request from some Bluff residents to have the County Attorney prepare a petition to sign in reference to incorporating Bluff as a city or town. Mr. Bailey will contact the County Attorney on this matter. Teec Nos Pos Chapter/Resolution The Teec Nos Pos Chapter has passed a resolution requesting that the County allow the road funds allocated to the Chapter to be used to haul solid waste. The Resolution has not been received by the County at this time. County Treasurer/Write off The County Treasurer has asked if the Commission has any further information on his request to approve the write off of the difference in the end of the year account balances. The Commission asked Rick to contact the County Attorney regarding his opinion on this matter. Class D Roads Mr. Bailey discussed with the Commissioners a letter that was received from Kate Kitchell of the Bureau of Land Management regarding an agreement in which the County would notify the BLM several weeks prior to any work that will be done on Class D Roads. Commissioner Lewis indicated that the County would be willing to give written notice of the intent in attempting to cooperate with current management officials but such notice did not concede that the County would not go ahead with improvements if the BLM did not agree with the improvements Landfill/Bond Administrative Assistant Rick Bailey attended the bond closing on the loan from the Community Impact Board for the landfill this past week. The closing was completed and the funding in the amount of $711,750 was placed in the landfill construction escrow. Building Permits Mr. Bailey presented two building permits for approval as follows: Doug Christensen, Blanding, for storage units; and Robert Fehlau, Monticello, for a new residence at Long Canyon. A motion to approve the permits was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. COMMISSIONER BILL REDD'S REPORT Commissioner Redd testified on Wilderness at a Senate hearing in Washington, DC on July 13-14, 1995. He attended a GIS meeting in Provo on July 14, 1995. Federal Highway funds can be used to place highways on the GIS system. This week he will be in Price on July 18-19, 1995 at a CIB Retreat. On Thursday, July 20, 1995, he will be at the State Comprehensive Planning meeting. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that the Navajo Utah Commission met and gave a directive to Navajo Mountain, Oljato Chapter, and Halls Crossing to work on the plans for the Neskahi project. He also reported that the Tribal Council is in session and one million dollars is on the agenda for Utah Chapters. COMMISSIONER TY LEWIS' REPORT Cedar Point School Commissioner Lewis reported that he and Fire Warden Morrell met with the citizens of the Cedar Point area concerning the old school. Commissioner Lewis stated that ownership of the school needed to be determined and whether or not the community wanted to become a fire district. Also of concern is insurance and water. Commissioner Lewis will attend the AOG Board meeting in Moab on July 20th but will not be attending the tour. The Department of Energy will be here on Friday, July 21, 1995 at 9:00 A.M. to meet with the Commissioners. Executive Session A motion to convene into executive session to discuss a personnel issue was made by Commissioner Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Commissioner Bill Redd made a motion to adjourn the executive session and reconvene into open meeting and seconded by Commissioner Ty Lewis. UNANIMOUS.
