SAN JUAN COUNTY COMMISSION MEETING MINUTES JULY 25, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Gail Northern, Clerk A motion to approve the minutes of the July 17, 1995 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Building Permit A building permit was submitted for Randy and Andrea French for of a sun room addition. A motion to approve the building permit was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Grand County Water Conservancy District Gary Wilson, Paul Morris and Dale Pierson representing the Grand County Water Conservancy and Special Water and Sewer District discussed the Targeted Allocation Funds with the Commission. They are requesting the TAF funds for a study to show the need for an EPA 319 grant for the Ken's Lake area. They also discussed the need for a sewer line to the old Spanish Valley airport. They will further discuss this with the Grand County Council. The name of John Gru was presented for approval to the Grand County Water Conservancy Board. A motion to appoint John Gru to the Grand County Water Conservancy District Board was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Independent Audit County Clerk/Auditor Gail Northern reported to the Commission that the Independent Auditors, Karren, Hendrix and Associates had stated that the component units of San Juan Special Service District #1 (Mexican Hat) and the Central San Juan Recreation District (Blanding) had not provided audits this year. This means that the County will receive a qualified audit report for 1994. A motion to accept the qualified audit report and advise the two component units that they will have to provide the county with an audit for 1995 was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. PERSONNEL/PLANNER EDWARD SCHERICK'S REPORT Planning Meeting Personnel/Planner Edward Scherick reported that this Thursday, July 27, 1995 at 7:00 p.m. there will be a planning meeting. Commissioner Lewis is scheduled for the welcome, Commissioner Redd is scheduled to give some background and Dr. Snyder is scheduled to give the outline of the program. Road Department/Temporary Hire Personnel Secretary, Lillian Taylor presented the name of Justin Scherick as the next person on the hire roster for a temporary laborer at the County Road Department at Grade 4 Step 1 $6.06 per hour. A motion to approve the temporary hire of Justin Scherick was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Sheriff's Office/ Part-Time Position Personnel/Planner Edward Scherick reported to the Commission that the part time floating position at the Sheriff's Office has not yet been filled. The applicant who is first on the roster is trying to work out some phone difficulties. Mr. Scherick will keep the Commission informed. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Abajo Communication Site Administrative Assistant Rick Bailey reported to the Commission that there is a potential permit problem with the Abajo Communication Site which may affect future licensing. Mr. Bailey will keep the Commission informed. 911 System Administrative Assistant Rick Bailey and Jail Commander Bill Christensen met in Window Rock, Arizona last week with representatives of the Navajo Tribe and San Juan County, New Mexico regarding the 911 system on the Reservation. They scheduled a meeting in September when representatives from Arizona could also attend. Meetings Administrative Assistant Rick Bailey will meet regarding CIB in Moab this afternoon. Mr. Bailey will travel to Panguitch for a Spotted Owl Forum for the remainder of the week. COMMISSIONER BILL REDD'S REPORT Meetings Commissioner Bill Redd attended a CIB retreat and a State Comprehensive Planning Meeting last week. This evening Commissioner Redd will meet with Blanding Mayor James Slavens and Dan Shumway regarding a county right-of-way and a natural gas pipeline right-of-way request by Blanding City. Thursday, July 27, 1995 Commissioner Redd will attend the planning meeting. Next week Commissioner Redd will attend a CIB funding meeting. COMMISSIONER MARK MARYBOY'S REPORT Tribal Council Last week Tribal Council was in session. Commissioner Maryboy reported that the capital improvement projects were tabled until the fall session. COMMISSIONER TY LEWIS' REPORT Blue Ribbon Committee/Representative The San Juan School District has submitted the name of Bill Todachennie to serve on the Blue Ribbon Committee to study the division of the County. Meetings Last week Commissioner Lewis met with the Association of Governments, with the Department of Energy and met with Congressman Bill Orton on Saturday to discuss wilderness. Commissioner Lewis will attend a Health District meeting at 4:00 p.m. on Thursday, July 27 and a planning meeting at 7:00 p.m. that same evening. There will be a UAC Insurance Mutual meeting on August 3, 1995. EXECUTIVE SESSION A motion to convene into executive session at 1:00 p.m. was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS.
