SAN JUAN COUNTY COMMISSION MINUTES AUGUST 21, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Gail Northern, Clerk A motion to approve the minutes of the August 14, 1995 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Procurement Bids were presented for a refrigerator/freezer for the Bluff Senior Center. Hometown bid $979.00 for a 25.0 cubic foot and Monticello Merc. bid $759.00 for a 22.1 cubic foot. A motion to approve the bid from Monticello Merc for a 22.1 cubic foot refrigerator/freezer in the amount of $759.00 was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Building Permits Building permits were received for Robert L. Nester, Jr. for a residence in LaSal, Harry Stratman for a residence in LaSal, Ronald Eberling for a residence in Blanding, and Hans J. Nielson for a residence in Blanding. A motion to approve the building permits for Robert L. Nester, Harry Stratman, Ronald Eberling and Hans J. Nielson was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Audit Report Danny Hendrix of Karren, Hendrix and Associates reported on the 1994 County audit. Mr. Hendrix presented the Commission with a copy of the Audit Report and the Management Letter. Economic Development Board Bret Hosler and Peggy Humphreys of the San Juan County Economic Board informed the Commission about a visit from the Highway Department on September 11, 1995. The Commission will be invited to attend a dinner and the topic for discussion will be improvements to the highway in the Devils Canyon area. An invitation will be sent at a later date. Mr. Hosler also showed the Commission a letter of support from the Economic Development Board for Mr. Tom Redd's plan to build a marina on the Navajo Reservation side of the San Juan River. Social Services Block Grant Personnel Secretary, Lillian Taylor presented board approved funding allocations for the Social Services Block Grant. The Commission asked Ms. Taylor to contact Ms. MaryAnn Bronson and request her presence at next Commission meeting to further explain her program and request. A motion to approve the allocation for $9886.00 for San Juan County Area Agency on Aging/Southeast Utah District Health Department was made by Commissioner Redd and seconded by Commissioner Lewis. UNANIMOUS. PERSONNEL/PLANNER EDWARD SCHERICK'S REPORT Planning Commission Appointment Personnel/Planner Edward Scherick presented the name of Dale Pierson for appointment to the Planning Commission. A motion to approve the appointment of Dale Pierson to the Planning Commission was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Justice Court Clerk Personnel Director, Edward Scherick reported to the Commission that Ms. Linda Keith has declined the position of Justice Court Clerk. Mr. Scherick presented the name of Cindy Smith as the next person on the current roster at Grade 4 Step 1 $1050 per month effective August 28, 1995. A motion to approve the hiring of Cindy Smith at Grade 4 Step 1 was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Flagperson/Road Department Personnel Director, Edward Scherick presented the name of Catherine Franklin as a replacement temporary (2 weeks) flagger at Grade 4 Step 1 $6.06 per hour effective immediately. A motion to hire Catherine Franklin at Grade 4 Step 1 $6.06 per hour was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Painter/Handyman Personnel Director, Edward Scherick requested permission to advertise for a temporary painter/handyman for the maintenance department. A motion to approve the advertisement for a temporary painter/handyman was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Meetings Last week Personnel/Planner, Edward Scherick attended a meeting regarding the 211 Corridor. The Commission gave their input toward future discussions. Personnel/Planner, Edward Scherick met last week with staff of Congresswoman Enid Waldholtz regarding wilderness. Mr. Scherick will send Ms. Waldholtz maps on the Cedar Mesa region. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Intergovernmental Cross Training Session Administrative Assistant, Rick Bailey has been invited by the Navajo Nation to attend an Intergovernmental Cross Training Session August 28 and 29, 1995 in Gallup, New Mexico. A motion to approve Mr. Bailey's participation in this workshop was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Blue Ribbon Committee Administrative Assistant, Rick Bailey has received the name of Mr. Morris Johnson to serve as the Navajo Nation's representative to the Blue Ribbon Committee. Commissioner Maryboy stated that Aneth Chapter has appointed Mr. Andrew Tso as their representative to the Blue Ribbon Committee. Mr. Bailey requested that the Commission appoint the ad hoc committee members next week. Lt. Bill Christensen/Legal Defense Administrative Assistant, Rick Bailey has received a request for legal defense from Lt. Bill Christensen. A motion to approve the request for legal defense for Lt. Bill Christensen was made by Commissioner Redd and seconded by Commissioner Maryboy. UNANIMOUS. Robert McPherson/San Juan County History Administrative Assistant, Rick Bailey received a letter from Robert McPherson in response to a letter received from the State Historical Society requesting a recommendation for the number of copies of the San Juan County History to be printed. The Commission would like a recommendation from the County Historical Society before making their recommendation. Cedar Mesa Site Administrative Assistant, Rick Bailey reported that the Cedar Mesa Communication site has been approved. Landfill Administrative Assistant, Rick Bailey reported that the bids for the fencing and construction of the cell for the landfill has been advertised. Underground Storage Tank Removal and Testing Administrative Assistant, Rick Bailey reported that he attended an underground storage tank removal and testing class last week. After participating in the removal of 3 tanks Mr. Bailey may qualify for certification. Internet Administrative Assistant, Rick Bailey reported that Data Processing Manager, John Fellmeth had made an Internet presentation to the department heads this morning. Mr. Bailey will follow-up with a memo to see which departments are interested in a connection and how many connections each office would need. Road Department/Truck Administrative Assistant, Rick Bailey requested approval to bid out the replacement for the distributer truck for the Road Department. The Commission approved the advertising. Ismay Gravel Administrative Assistant, Rick Bailey discussed with the Commission the stock pile of gravel from the Ismay project. After input from Road Department Supervisor, Doug Pehrson, the Commission asked Mr. Bailey to obtain an agreement from Mr. Robert Billie Whitehorse regarding a trade for crushed or uncrushed gravel. Dr. Warren Home Administrative Assistant, Rick Bailey requested that as trustee, County Attorney, Craig Halls be authorized to place the notice out for bid on the Warren home. Commission gave their approval. COMMISSIONER BILL REDD'S REPORT Meetings Commissioner Redd attended the Planning Meeting on the 16th of August. Commissioner Redd spent 2 days last week with Mr. Aaron Edens from Congresswoman Enid Waldholtz staff regarding wilderness. Commissioner Redd met with Dr. Ridd's staff regarding GIS. The County should receive software, data, training and management and use techniques. Commissioner Redd attended the Town Meeting with Congressman Orton in Blanding. Meetings This Week August 22 - Utah Local Governments Trust August 23 - Severence Tax Meeting August 24 - Association of Governments August 25 - ACIR Local Partnership Meeting COMMISSIONER MARY MARYBOY'S REPORT Rainbow Bridge Commissioner Maryboy reported that he had received a call from the U.S. Attorney regarding the activity at Rainbow Bridge. That activity has now ceased. Gouldings Water Situation Commissioner Maryboy reported that the situation of the water being cut off to Gouldings was just brought to his attention. Commissioner Maryboy will meet with Walter Atene tomorrow to further discuss the problem. Navajo Utah Trust Fund Commissioner Maryboy reported that there will be another audit performed on the Navajo Utah Trust Fund. Meetings Last week Commissioner Maryboy was in Alaska. There was discussion regarding the federal budget cuts relating to the BIA. Commissioner Maryboy would like to see Senators Hatch and Bennett work toward the Utah Navajo receiving their share of the BIA funds. Thursday, Commissioner Maryboy will attend the Western Indian Health Summit in Salt Lake City. Commissioner Maryboy will make the introductions and open the ceremony. Commissioner Maryboy will be in Reno, Nevada tomorrow regarding economic development on the Reservation.
