SAN JUAN COUNTY COMMISSION MEETING MINUTES AUGUST 28, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner LaVee Scherick, Deputy Clerk Absent: Rick Bailey, Administrative Assistant A motion to approve the minutes of the August 21, 1995 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Quiet Title-RS2477 Rick Lassen, Nevada Outdoor Alliance Historic Access Recovery Project, reported to the Commission that Cyclone Canyon Road, Canyonlands National Park, has been closed to motor vehicles. Commissioner Lewis requested that Mr. Lassen write a letter to the County stating his concerns. The County will then write a letter to Canyonlands National Park Superintendent Walt Dabney stating that the road is a RS-2477 road and request that it be reopened immediately. SSBG Contracts Mary Ann Bronson, Sidon Management Endowment, Inc. a nonprofit management organization formed to provide services for Native American people requested SSBG grant money of $9127 to fund her services. A motion was made by Commissioner Bill Redd to approve the grant request in the amount of $9127 with the condition that they seek permanent funding either through the State or Tribe and seconded by Commissioner Mark Maryboy. UNANIMOUS. Building Permit A building permit was presented for Ronald Holyoak, Moab, for a summer cabin on the LaSal Mountain. Commissioner Bill Redd made a motion to approve the building permit. Commissioner Mark Maryboy seconded. UNANIMOUS. Monticello City-Health Care Monticello City Mayor, Dale Black and City Manager Trent Schafer spoke with the Commission concerning the County's position on the San Juan County Hospital. Commissioner Lewis stated that the hospital and the clinic in Blanding are currently leased by Lutheran Health Services. No proposal has been received by the County for purchase of the hospital by a private entity. San Juan Counseling-Sliding Scale Fee Dan Rogers, Clinical Director San Juan Counseling Center, presented a new Outpatient Sliding Scale Fee Schedule for approval, effective September 1, 1995. A motion was made by Commissioner Bill Redd to approve the new sliding scale fee schedule and seconded by Commissioner Maryboy. UNANIMOUS. Aging Contracts Aging Director Frank Morrell presented the following contracts for approval: Southeastern Utah Health District 1) Disease Prevention & Health Promotion for $2305, 2) Case Management/Home Health for $68,417, 3) Health Insurance Information for $5,500; Christine Laws/Home Delivered & Congregate meals for $3.50 per meal; Bessie Spencer/Home Delivered & Congregate meals for $3.50 per meal; Four Corners Regional Care/Home Delivered meals $3.50 per meal; White Mesa Ute Council/Home Delivered & Congregate meals for $3.50 per meal; San Juan Hospital/Home Delivered meals for $3.50 per meal; and Utah Legal Services Contract for $868. Commissioner Bill Redd made a motion to approve the contracts. Commissioner Mark Maryboy seconded. UNANIMOUS. Title V Position Aging Director Frank Morrell submitted a Title V contract with Southeastern Utah AOG for approval to provide a worker for a foodbank. Commissioner Redd made a motion to approve the contract and Commissioner Mark Maryboy seconded. UNANIMOUS. Blue Ribbon Committee/County Division Three names of members of Utah Chapters were submitted as member of the Blue Ribbon Committee. They are Jamie Holgate, President Navajo Mountain Chapter; Lewis Tapaha, Red Mesa Chapter President; and Leonard Lee, Aneth Chapter Vice-President. Resolution/Aneth Edward Tapaha, Navajo Liaison, submitted a Resolution from the Aneth Chapter concerning the purchase of a grader. The Commission requested that Administrative Assistant Rick Bailey approve the resolution. Out-of-State Travel Request/Bluff Seniors Aging Director Frank Morrell presented an out of state travel request for Betty Yazzie to take the Bluff seniors to the Window Rock Fair on September 9, 1995. Commissioner Redd made a motion to approve the request. Commissioner Mark Maryboy seconded. UNANIMOUS. Bids-Landfill Fencing One sealed bid for the landfill fencing project was opened at 2:00 P.M. The bid was submitted by Yanks Fencing Company, P.O. Box 6, Emery, Utah 84522 for $37,400. No approval was made. Commissioner Bill Redd made a motion to send the bid to the Road Department for review. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT BLM Reorganization Planner Scherick reported on the BLM reorganization. As he understands it the BLM will be a two tier organization. The District Managers will be renamed as Area Directors. Monticello and Price will become satellite offices with someone designated as office head but may not have the same delegated authority as the previous area managers. Forest Service Evaluation The Forest Service Evaluation team has been in Monticello. Mr. Scherick expressed to them the need to keep a ranger in Monticello. Ranger Jerry Shaw will not be a ranger but will be the Cultural Resources Coordinator. Bluff Master Plan Planner Scherick suggested some options that Bluff City might consider when finalizing their plan. Spotted Owl Planner Scherick has received the Economic Analysis of the Mexican Spotted Owl. He stated that it does not deal too much with Utah. He will go over it and decide if San Juan County needs to respond. Meetings Mr. Scherick will attend the BLM Tour of the Lisban Valley Copper Mine on Tuesday, August 29, 1995. There will be Planning Board Meeting on September 26, 1995. COMMISSIONER BILL REDD'S REPORT Commissioner Redd reported that the McPhee Culinary Water Project is coming to San Juan County with the possibility of bringing water to the Eastland area. A meeting will be held at the Eastland School on August 30, 1995 at 9:00 A.M. Meetings Commissioner Bill Redd met with Utah Local Governments Trust. Commissioner Redd met with Bob Lennell concerning severance tax. Commissioner Redd delivered some maps to Congresswoman Enid Waldholtz. Commissioner Redd met with Ruland Gill, Chairman State Trust Land Board. Mr. Guild indicated they are seeking to change the mineral lease distribution on sections taken out of Wilderness and placed in other areas. This is to secure State Trust Lands a larger portion of mineral lease than the counties agreed on. He attended the AOG meeting in Price with Commissioner Lewis. He attended a Local Partnership meeting on August 25, 1995. Meetings This Week On August 29, 1995 he will attend a State Trust Land Board meeting with the County Advisory Committee. August 30, 1995 he will attend the RS2477 update with Garfield & Washington County lawyers on the Quiet Title issues. On August 31, 1995 he will travel to Gallop, New Mexico with Bill Howell to attend a meeting with Senator Domenici. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that he has been appointed to the BLM Advisory Council with the first meeting being on September 21-22, 1995. South Hatch Road The right-of-way for the South Hatch Road has been approved. Commissioner Maryboy participated in the Western Indian Health Conference making the opening speech. Commissioner Maryboy traveled to Reno, Nevada to check other Tribal Economic Activities Meetings Commissioner Maryboy will be meeting with Ralph Foreman from Senator Hatch's office concerning health care issues. This week he will be in Los Angeles meeting with the Tribal management firm. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended an AOG meeting on August 24, 1995. He will attend an Insurance Mutual meeting on September 1, 1995. Utah Department of Transportation Commission will be in Grand County on September 28, 1995 at 7:00 P.M. at the Grand County Courthouse Council Room.
