SAN JUAN COUNTY COMMISSION MEETING MINUTES SEPTEMBER 11, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the September 5, 1995 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Eastland Community Water Board - Resolution Gary Crowley and Bill Richardson, Eastland residents and Jim Keyes, USU Extension Agent, presented a map establishing the boundaries for the service district they would like to form. Commissioner Bill Redd made a motion to declare that the public health, convenience and necessity requires establishment of a Service District in Eastland, for water and recreation based on the proposed boundaries, and shall be named the Eastland Special Service District. Commissioner Mark Maryboy seconded. UNANIMOUS. A public hearing on this issue will be held on October 18, 1995 at 7:00 P.M. at the Eastland School building. Wilderness Bill Commissioner Ty Lewis reported that the County Commissioners are asking the Wilderness counties to help campaign on how HR1500 would affect the counties and why they oppose it. He suggested that the Trust Lands, Farm Bureau, Chambers of Commerce, Cattlemen's Association, ASCS, etc. get involved in writing letters to United States Senators telling of their concerns with designating 5.7 million acres of wilderness in Utah. Payroll Change-Sheriff Department Erik M. Grover, Corrections Officer, has completed POST on September 9, 1995. A payroll change from Grade 12 Step 1 at $1448 per month to Grade 15 Step 1 at $1640 per month was submitted. A motion to approve the payroll change was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Bids Grounds and Maintenance Supervisor Dell Hunter submitted a bid for tile for the library at the PSB. The bids are from Custom Floors for $795 and from Ben Hansen, Blanding for $1056. Commissioner Bill Redd made a motion to approve the bid from Custom Floors for $795. Commissioner Mark Maryboy seconded. UNANIMOUS. Sheriff Dept Bids Sheriff Mike Lacy presented a bid for a portable 16 channel radio with case and microphone from Motorola for $662 who has the State contract. A motion was made by Commissioner Redd to approve the state contract bid for $662 and seconded by Commissioner Ty Lewis. UNANIMOUS. A bid was received from Commercial Business Radio for six Sanyo 9" monitors, three Sanyo 19" monitors and six adapters for $1404. This is the only company the sheriffs office could locate and there are no state contracts for this item. Commissioner Bill Redd made a motion to approve the bid. Commissioner Ty Lewis seconded. UNANIMOUS. Out-of-State-Travel A request was submitted for Bill Redd to attend the National Federal Lands Conference in Phoenix, AZ on October 21, 1995. A motion was made by Commissioner Redd to approve the request and seconded by Commissioner Lewis. UNANIMOUS. Cheryl Ewart requested approval to attend a "Basics of Windows" seminar in Grand Junction on October 18, 1995. Commissioner Redd made a motion to approve the request. Commissioner Ty Lewis seconded. UNANIMOUS. An out-of-state request was submitted for Edward Tapaha to attend the Navajo Board of Election meeting in Albuquerque on September 14-15, 1995. A motion to approve the request was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Building Permits Building permits were received from Steve Deeter. LaSal for a garage and from Northwest Pipeline for a gas metering building on the county road to Summit Point. A motion was made by Commissioner Redd to approve the permits and seconded by Commissioner Mark Maryboy. UNANIMOUS. Monticello Cemetery District Darrol Young, Chairman Monticello Cemetery District reported that there has been a problem with Dick Broderick being a member of the board. He has resigned. Mr. Young recommended that Layne Livingston be approved to fill the unexpired term of Dick Broderick. Commissioner Redd made a motion to approve Layne Livingston to be a board member of the Monticello Cemetery District. Commissioner Mark Maryboy seconded. UNANIMOUS. Variance Hearing-Hal & Kammy Palmer A variance hearing was held at the County Courthouse at 1:00 P.M. on September 11, 1995 for Hal & Kammy Palmer, Blanding to build a home on 2.19 acres. No comments were made. A motion to approve the variance was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Landfill-Bids Bids on the landfill excavation were received from LeGrand Johnson for $237,185; Brown Brothers Construction for $244,250; and from Crowley Construction for $277,375. Commissioner Bill Redd made a motion to approve the bid from LeGrand Johnson for $237,185. Commissioner Mark Maryboy seconded. UNANIMOUS. Change Order-Landfill Fence Mr. Bailey stated that a wider gate space needs to be made and two 14' cattleguards need to be placed at the entrance off the highway to the landfill. He has requested a change order price from the fencing contractor to make a bigger space for a gate and cattleguards. The County will then place the cattleguards. Change Order-Scale The specifications at the landfill call for a 60' scale. Mr. Bailey is requesting that LeGrand Johnson Construction give a price quote on replacing the scale with a 70' scale. State Contract Mr. Bailey presented a contract for approval with the State of Utah Department of Commerce and Economic Development and San Juan County for $5,000 to outline funding mechanism mode, eligible cost, the audit and oversight procedure required and such other requirements at law which are deemed appropriate in aid of carrying out legislative intent. A motion was made by Commissioner Bill Redd to sign the contract and seconded by Commissioner Mark Maryboy. UNANIMOUS. Meetings Mr. Bailey will be in Window Rock on September 12 to attend a 911 meeting. There will be an Economic Development dinner with UDOT on September 11, 1995 at Devil's Canyon Campground. There is an Interagency Breakfast on Thursday, September 14, 1995 at MD Cookhouse. There will be a RC&D meeting in Green River on September 14, 1995. A Department Head meeting will be held on Monday, September 18, 1995 at 8:30 A.M. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended a UAC Commissioners and Councilman Workshop in Grand County on September 6-8, 1995. Meetings Commissioner Redd will be attending a Library Board meeting in Blanding on September 12, 1995 at the Blanding Library. He will be traveling to Salt Lake to attend a Task Force meeting on September 14, 1995. There will be a Trust Lands meeting this week. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that the Red Mesa Chapter bus routes need to be graded. Chapter Road Funds Commissioner Maryboy suggested that the Chapters submit quarterly reports on use of road monies. He would like the County to write letters to each of the Chapters, send agreements for the Chapters to sign, and a reporting process before allocating any road funds. Aneth Chapter The Aneth Chapter will be submitting a proposal to IHS to install a transfer station. Red Mesa Chapter-Road Request Red Mesa has submitted a road priority listing for construction and maintenance. They are asking for shale to be put on Road #444. Meetings Commissioner Maryboy will be in San Francisco on September 13-15, 1995 attending the Navajo Nation Investment Committee meeting. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the UAC Commissioners Workshop that was held in Moab on September 6-8, 1995. Meetings Commissioner Lewis will attend the Economic Development Dinner with UDOT to be held at Devils Canyon Campground on September 11, 1995 at 6:00 P.M. There will be an RC&D meeting in Green River on September 14, 1995 at 1:30 P.M. The Interagency Breakfast will be held at 8:00 A.M. on Thursday at the MD Cookhouse.
