SAN JUAN COUNTY COMMISSION MEETING MINUTES SEPTEMBER 18, 1995 The regular meeting of the San Jan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner LaVee Scherick, Deputy Clerk Absent: Rick Bailey, Administrative Assistant A motion to approve the minutes of the September 11, 1995 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. South Hatch Road Robert Billie Whitehorse, Aneth Chapter, reported on the Hatch Road status. Aneth Chapter has approved the consent requests. The clearances and environmental assessment have been completed and approved with the exception of one landowner who has not consented for the right-of-way to pass through his land. This should be completed in the near future. Commissioner Lewis stated that the bid on the road work cannot be advertised until the right-of-way is complete. Aneth Chapter Resolution Mr. Robert Billie Whitehorse, Aneth Chapter presented a resolution from the Aneth Chapter. They are requesting the Shiprock Agency Road and Transportation Committee to prioritize twenty miles of San Juan County Road as number one priority under the County, BIA, and State Co-op agreement. Building Permits Three building permits were presented as follows: a new home for Ricky Eldredge, Blanding; a shop for Chaz Howard, LaSal; and new home for Mitch Kelling, Spanish Valley. A motion was made by Commissioner Bill Redd to approve the building permits and seconded by Commissioner Mark Maryboy. UNANIMOUS. A building permit was presented for David Ivins, Blanding for a new home on one acre of land. Commissioner Redd made a motion to request that a variance be obtained before issuing the permit. Commissioner Ty Lewis seconded. UNANIMOUS. Sign Permit Black Oil, Monticello, requested a sign permit for a sign to be placed on property owned by Norman Nielson located at the corner of Hwy 191 and Blanding 200 No. St. approximately .02 mile south of mile marker 52. A motion was made by Commissioner Bill Redd to approve the sign permit and seconded by Commissioner Mark Maryboy. UNANIMOUS. Weed Sprayer Pumps Max Black, Weed Department, requested permission to have four weed sprayers repaired. Commissioner Lewis asked that Max Ksiazkiewicz, Road Shop Foreman, evaluate the pumps and report his recommendations before repairing the pumps. Mr. Black reported that the big pump sprayer needs to be upgraded. He recommended that a new pump be put on. Commissioner Lewis asked that bids be obtained. Computer-USU Extension Jim Keyes, USU Extension Agent, presented bids for a computer with pentium, ram, hard disk, and 15" monitor from Tangent Computer @ $2474 including shipping and from Mid West Micro for the same @ $2438 plus $76.00 shipping. Commissioner Redd made a motion to approve the bid from Tangent Computer for $2474 including shipping. Commissioner Mark Maryboy seconded. UNANIMOUS. UAC Repayment Release UAC Mutual Insurance requested that the County sign the Repayment Obligation Releases to comply with the Insurance Department's Capital and Surplus requirements. Commissioner Bill Redd made a motion to sign the releases. Commissioner Ty Lewis seconded. UNANIMOUS. Painter-Maintenance A request to hire a temporary painter for the Grounds and Maintenance Department was presented. After interviews, Personnel Director Scherick presented the name of Chuck Humphreys to be hired as the temporary painter at $10.29 per hour and not to exceed 90 days effective September 19, 1995. Commissioner Bill Redd made a motion to approve Chuck Humphreys as the temporary painter. Commissioner Mark Maryboy seconded. UNANIMOUS. Volunteer Bus Driver The name of Bevan Wright, Blanding, was submitted for approval to be a volunteer bus driver for the Blanding Senior Citizens. A motion was made by Commissioner Bill Redd to approve Bevin Wright as a volunteer bus driver. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Planning UAC will put out a brochure on HR1500 representing all the counties. There will be a meeting on September 22, 1995 concerning this. BLM Tour County Treasurer Paul Barr attended the Comb Wash tour in which the BLM presented their rotation plan for livestock. There will be approximately a 40% cut in the number of livestock allowed. Memorandum of Understanding/BLM Planner Scherick reported on a Memorandum of Understanding between the Moab District, Bureau of Land Management and the Board of Commissioners, San Juan County. The purpose of the memorandum is to establish a strong partnership between the Bureau of Land Management Moab District and San Juan County Board of Commissioners that will provide for an atmosphere of trust, cooperation and understanding by both parties in the areas of developing and amending respective land use plans, mutual interest land use decisions relating to public safety, use allocations for such things as grazing, mineral development or leasing, rights of way, recreation management, tourism, wilderness, etc. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Redd attended a Legislative Task Force meeting on Human Services and a meeting concerning mineral lease money and the school trust land trade out. Meetings this week Commissioner Redd will be at a Southeastern Health District Board meeting in Green River on September 19, 1995. Commissioner Redd will attend the Legislative Tour that will be held on September 21, 1995 in the Monticello-Blanding area. On Friday, September 22, 1995 he will attend a UAC meeting in which they will be drafting a brochure in response to HR1500. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy will be approaching the Navajo Nation to appropriate funds to reconstruct 20 miles of road in the Aneth Chapter area. Commissioner Maryboy will be out of town when the Legislative Tour is in this area. He is scheduled to meet with the Legislators on Wednesday night in Moab. Meetings Commissioner Maryboy will be in Window Rock on Tuesday, September 19, 1995. On Wednesday, he will be attending the Navajo Nation Budget and Finance Committee meeting. Commissioner Maryboy will be in Salt Lake on September 21-22, 1995 attending the BLM Advisory Council meeting. COMMISSIONER TY LEWIS' REPORT There will be a Utah Department of Transportation meeting in Moab on September 28, 1995 at 6:30 P.M. in the Grand County Council room. There will be a agreement meeting with the cities on October 16, 1995 1:00 P.M. Last week Commissioner Lewis attended the Interagency Breakfast with the Forest Service, Natural Bridges, and Hoovenweep in which they discussed their reorganization and how it will affect their agencies. He attended an RC&D meeting in which they discussed the Canyon Country Partnership. He also attended the Economic Development dinner with UDOT at Devil's Canyon Campground on September 11, 1995. Meetings this week Commissioner Lewis will be in Salt Lake on September 21, 1995 attending a UAC Mutual Insurance meeting. On September 21-22, 1995 he will be attending a Joint Highway Committee meeting in Tooele. Executive Session Commissioner Redd made a motion to convene into a Drug Task Force executive session.
