SAN JUAN COUNTY COMMISSION MEETING MINUTES OCTOBER 9, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the October 2, 1995 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Monticello Cemetery Darroll Young, Monticello Cemetery District, reported that the fence at the cemetery is not on the property line. He requested that the County make an official survey of the cemetery. The Commissioners contacted County Surveyor Doug Pehrson. He will meet with Mr. Young. Dr. Warren House The purchaser of Dr. Warren's house requested that the penalty and interest on back taxes be removed. A motion was made by Commissioner Bill Redd to abate the interest and penalty on the back taxes. Commissioner Mark Maryboy seconded. Commissioner Ty Lewis abstained. Spanish Valley Subdivision Jim Hurst, Moab, is concerned about the drainage near the new Velcar subdivision in Spanish Valley. The Commissioners will have County Surveyor Doug Pehrson look at the road and the drainage. Equalization Actions County Assessor Bruce Bunker reported that a tax notice for Harold Heimer, Parcel #RP37S22E022402A, was double billed. Commissioner Bill Redd made a motion to abate the taxes on the double billing. Commissioner Mark Maryboy seconded. UNANIMOUS. Carolyn Black, Parcel #B36220224800, requested that the taxes on this property be rolled back to last years value. Commissioner Bill Redd made a motion to roll back to last years value of $198,750. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT The Sierra Club will meet with the Red Mesa Chapter on October 11, 1995 to discuss wilderness. Fiber-Optics Planner Scherick reported that Data Processor John Fellmeth feels that the fiber optic system through the school district is not feasible for the County. Planner Scherick recommended that the County tie into the phone system for the present time. The Commissioners agreed with the idea. Wilderness Planner Scherick presented the Wilderness booklet that will be used for testifying before several senate offices. Commissioner Bill Redd made a motion to approve the invoice for printing 60 wilderness booklets. Commissioner Mark Maryboy seconded. UNANIMOUS. Waste Manager Position Personnel Director Scherick reported that no applications have been received in-house. The application period closes on Friday, October 6, 1995. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Landfill/Bid A bid was presented from Glen's Key & Safe for a safe for the landfill in the amount of $420. Commissioner Bill Redd made a motion to approve the purchase. Commissioner Mark Maryboy seconded. UNANIMOUS. Change Order/ Access Road-Landfill Mr. Bailey presented a change order for the access road to the landfill. A motion was made by Commissioner Bill Redd to approve the change order with the provision that Road Department Supervisor Doug Pehrson be involved. Seconded by Commissioner Mark Maryboy. UNANIMOUS. UAC Gift UAC has requested a gift contribution for the UAC Convention which will be held on November 8-10, 1995. The Commissioners suggested a sand painting as a possible gift. Monticello Clinic Administrative Assistant Rick Bailey stated that he has sent an information letter to the Health District stating that the property taxes on the Monticello Clinic are delinquent for 1991- 94 and that the 1995 taxes are due and payable by November 30, 1995. Intergovernmental Road Agreement The County has received the Intergovernmental Agreement between San Juan County, The Navajo Nation and The Navajo Area Office of Bureau of Indian Affairs. Commissioner Maryboy stated that this is a rough draft by Land Administration and has not gone through the Tribe. Commissioners Lewis and Redd feel that some wording needs to be changed to protect the County. Surplus Airplanes The Sheriff Department and the Commissioners discussed the possibility of purchasing a surplus airplane. A motion was made by Commissioner Bill Redd to pursue the airplane by sending Calvin Hunt, Blanding, and Lt. Bill Christensen to Fort Worth to look at the airplanes. Commissioner Mark Maryboy seconded. UNANIMOUS. Blue Ribbon Committee The first meeting of the Blue Ribbon Committee will be held on November 6, 1995. Administrative Assistant Rick Bailey recommended that Steve Grimshaw, Monticello, be appointed as an ex- officio of the Blue Ribbon Committee. A motion was made by Commissioner Bill Redd to approve the appointment of Mr. Grimshaw and seconded by Commissioner Ty Lewis. UNANIMOUS. EPA Grant The EPA has granted the County $18,500 with a local match of $1,250 to do a development inventory on a software program of oil storage and transportation systems in the county. Commissioner Bill Redd made a motion to sign the grant. Commissioner Mark Maryboy seconded. UNANIMOUS. Meetings Mr. Bailey will attend the Corrections Meeting to be held on Tuesday, October 10, 1995 at Pack Creek. An Oil Severance meeting will be held in the Governor's office on Wednesday, October 11, 1995 at 1:00 P.M. There will be a meeting with the cities concerning agreements on October 16, 1995 at 1:00 P.M. The ground breaking ceremony for the Repository Site south of Monticello will be held on Tuesday, October 17, 1995 at 2:00 P.M. The Eastland Special Service District public meeting will be held on October 18, 1995 at 7:00 P.M. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended a CIB meeting last week in Salt Lake City. Next week Commissioner Redd will be in Washington DC to testify before several senate offices concerning wilderness. COMMISSIONER MARK MARYBOY'S REPORT On Friday, October 6, 1995, the Utah Navajo Commission held a meeting in which they passed a resolution opposing HR1500. On October 3, 1995 Commissioner Maryboy attended a public hearing in Monument Valley regarding handicapped and disabilities. Commissioner Maryboy will be attending the Severance Tax meeting in Salt Lake on Wednesday, October 11, 1995. This week Commissioner Maryboy will be in Window Rock on Tuesday, in Salt Lake on Wednesday and in Window Rock on Friday. COMMISSIONER TY LEWIS' REPORT Meetings Commissioner Lewis and Administrative Assistant Rick Bailey will attend the Oil Severance meeting in Salt Lake on October 11, 1995. On October 16, 1995 at 8:00 A.M. there will be a meeting at Hoagies Restaurant with CNN. Commissioner Lewis will attend the ground breaking ceremony for the Repository Site on October 17, 1995 at 2:00 P.M. On October 18, 1995 there will be an Interagency Breakfast. A Public Hearing will be held in Eastland on October 18, 1995. There will be a UAC Mutual meeting on October 19, 1995. On October 20, 1995 there will be a Mental Health meeting at 12:30 P.M. at the Salt Lake Conference Room. There will be a UAC Mutual Insurance meeting in St. George on November 8, 1995. Executive Session At 11:50 A.M. Commissioner Bill Redd made a motion to convene into executive session. Commissioner Mark Maryboy seconded. UNANIMOUS. At 12:15 P.M. Commissioner Redd made a motion to exit the executive session. Commissioner Mark Maryboy seconded. UNANIMOUS.
