SAN JUAN COUNTY COMMISSION MEETING MINUTES OCTOBER 16, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the October 9, 1995 as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Bids/Landfill Grader Grader bids for the landfill were received from Rocky Mountain $106273; Scott Machinery $119255; and from Wheeler $129901. County Road Foreman, Dale Fuller, recommended the Cat grader. Commissioner Bill Redd made a motion to approve the bid from Wheeler Machinery for $129901. Commissioner Mark Maryboy seconded. UNANIMOUS. Gravel Bid/Lem's Draw Gravel bids for Lem's Draw were received from Mountain Gravel, Dolores, $3.48 per yard; Skelton, Norwood, $3.95 per yard; Holiday Construction, Blanding, $4.00 per yard; Brown Brothers, Loa, $4.50 per yard. A motion was made by Commissioner Bill Redd to approve the bid from Mountain Gravel at $3.48 per yard. Commissioner Mark Maryboy seconded. UNANIMOUS. Fence Bid/Transfer Stations Administrative Assistant Rick Bailey recommended that the bids on the fence not be awarded until the concrete bids are in next week. Bids were received for fencing at the transfer stations. They are Brothers Fence Company, Durango, $20136 per site; Crowley Construction, Monticello, $22132.20 per site; and Yanks Fencing, Emery, $19122 LaSal site, $19522 Bluff site, and $19722 Mexican Hat site. No decision was made. Landfill/Dead Animal Fees Administrative Assistant Rick Bailey recommended that the dead animal fees for the landfill be as follows: Small $2.50, Medium $5.00 and Large $10.00. Commissioner Bill Redd made a motion to approve the fees. Commissioner Ty Lewis seconded. UNANIMOUS. Executive Session A motion was made by Commissioner Bill Redd to convene into executive session to discuss a Mental Health personnel matter. Seconded by Commissioner Ty Lewis. UNANIMOUS. Commissioner Bill Redd made a motion to exit the executive session. Commissioner Ty Lewis seconded. UNANIMOUS. A motion was made by Commissioner Bill Redd to appoint Dan Rogers, Assistant Clinical Director, as the acting interim Director for San Juan Counseling Center. Commissioner Ty Lewis seconded. UNANIMOUS. San Juan Counseling Mark Lyman, Director San Juan Counseling Center, presented a State contract which gives additional funding to the youth program. Commissioner Bill Redd made a motion to sign the contract. Commissioner Ty Lewis seconded. UNANIMOUS. Building Permits Building permits were presented for Ty Lewis, Monticello, addition to home and for Debbie Orvon, Montezuma Creek, repair to existing home. A motion to approve the building permits was made by Commissioner Bill Redd and seconded by Mark Maryboy. UNANIMOUS. Out-of-State Travel An out-of-state travel request was submitted for Cindy Bancroft to attend an Exceptional Assistant Seminar to be held in Grand Junction, Colorado on December 7, 1995. Commissioner Bill Redd made a motion to approve the out-of-state travel request. Commissioner Ty Lewis seconded. UNANIMOUS. Travel Council Peggy Humphreys, Travel Council Director, reported that Dean Reeder and Bim Oliver, State Travel Council, would like to speak to the Commissioners concerning Destination Tourism Development. PERSONNEL-PLANNER EDWARD SCHERICK'S REPORT Waste Manager Position Personnel Director Edward Scherick reported that three in-house applications were received for the Waste Manager position. The position will be advertised in the newspaper for two weeks. Health Screen Benefit Package Personnel Director Scherick presented a Health Screening Prevention Benefit Package to the Commissioners which includes blood pressure, cholesterol check, height, weight and information packets; mammogram, and optional tests such as blood sugar, hematocrit, etc. No decision was made. Wilderness Issues CNN TV attended the San Juan County Commission meeting to interview the Commissioners concerning the wilderness issues. Commissioner Redd reported that he testified before twenty two senators on the Natural Resource Committee concerning Congresswoman Enid Waldholtz's proposal of adding more wilderness on Cedar Mesa. The County would like the proposal to stay within the canyon rims and not infringe on the Native American wood gathering and religious areas. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Administrative Assistant Rick Bailey attended the Severance Tax meeting in the Governor's office last week. There will be a meeting in Salt Lake on October 24, 1995 with Utah Department of Environmental Quality and Glen Canyon Recreation Area concerning water quality at Lake Powell. There will be an Interagency Breakfast on October 18, 1995. There will be a Public Hearing at the Eastland School concerning the purposed water district for the Eastland area on October 18, 1995 at 7:00 P.M. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that he attended a Severance Tax meeting in the Governor office last week. Another meeting will be held on October 27, 1995 at Edge of the Cedars to further discuss the severance tax issues. Commissioner Maryboy requested that a letter be written to the School District requesting that they obtain their own trash bins to be used at the schools in Montezuma Creek rather than using the Chapter bins. COMMISSIONER BILL REDD'S REPORT Commissioner Redd will attend the Utah Local Government Trust meeting in Salt Lake on October 17, 1995. There will be an Interagency Breakfast on October 18, 1995. A public hearing will be held in Eastland on October 18, 1995 at 7:00 P.M. concerning a water district. On October 19, 1995 at 10:00 A.M. there will be a meeting with Joe Smith and the Hospital. A mental health meeting will be held in Salt Lake on October 20, 1995 at 12:30 P.M. in the Salt Lake Conference Room. On October 21, 1995, Commissioner Redd will be in Phoenix attending a Constitutional meeting. COMMISSIONER TY LEWIS' REPORT Last week Commissioner Lewis attended the Severance Tax meeting in the Governor's Office. Meetings Commissioner Lewis will attend the DOE ground breaking ceremony for the Repository Site on October 17, 1995 at 2:00 P.M. A Public Hearing will be held in Eastland on October 18, 1995 at 7:00 P.M. Commissioner Lewis will attend a UAC Mutual meeting in Salt Lake on October 19, 1995. There will be a Mental Health meeting in Salt Lake on October 20, 1995.
