SAN JUAN COUNTY COMMISSION MEETING MINUTES NOVEMBER 6, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Bill Redd, Commissioner A motion to approve the minutes of the October 23, 1995 meeting as written subject to correction by Commissioner Bill Redd was made by Commissioner Mark Maryboy and seconded by Commissioner Ty Lewis. UNANIMOUS. Aging/Respite Contract Aging Director Frank Morrell presented a contract between San Juan County and Southeastern Utah Health Care in the amount of $5,800 for signature. Commissioner Mark Maryboy made a motion to sign the contract. Commissioner Ty Lewis seconded. UNANIMOUS. Navajo Mountain Chapter Aging Director Morrell reported that the Navajo Mountain Chapter has requested that the $10,000 grant money be transferred directly to the Chapter for phase two of the new center. The Commission has requested that the Chapter submit documentation stating exactly what the money will be used for. Building Permits Building permits were presented for Lucinda Hardgrave, a guest house at Pack Creek Ranch; R.D Carroll, a new home in Velcar Subdivision, Spanish Valley; and Steven Francom, a new home in Blanding. A motion was made by Commissioner Mark Maryboy to approve the building permits and seconded by Commissioner Ty Lewis. UNANIMOUS. Modular & Mobile Homes Commissioner Mark Maryboy made a motion that any occupiable building will require a building permit. Commissioner Ty Lewis. UNANIMOUS. Beeman Subdivision County Assessor Bruce Bunker discussed with the Commissioners some problems with Beeman, LaSal, dividing land and selling property without being a subdivider. Mental Health Contracts Mental Health contracts were presented from the Department of Human Services and San Juan Mental Health for the Drug Free School Contract Amendment changing from $190,478 to $197,684 effective October 1, 1995 and Children at Risk for $70,155. Commissioner Mark Maryboy made a motion to sign the contracts. Commissioner Ty Lewis seconded. UNANIMOUS. AT&T Settlement Administrative Assistant Rick Bailey reported that AT&T has reached a settlement and has given the counties options on repayment of monies owed. Mr. Bailey recommended that San Juan County pay their portion to avoid interest. A motion was made by Commissioner Mark Maryboy that San Juan County pay their portion of the settlement and seconded by Commissioner Ty Lewis. UNANIMOUS. Bids Procurement bids were submitted by Building and Grounds Supervisor, Dell Hunter for two 8'x 8' sheds from Moab Building Center for $799 each and from Don Green for $750 each. Commissioner Mark Maryboy made a motion to approve the bid from Don Green for $750 per building. Commissioner Ty Lewis seconded. UNANIMOUS. Shredder Administrative Assistant Rick Bailey reported on a need for a heavy duty shredder for the courthouse and requested authorization to seek a procurement bid. Commissioner Mark Maryboy made a motion to authorize the procurement bid. Commissioner Ty Lewis seconded. UNANIMOUS. Sheriff Department The Sheriff Department met with Blanding and Monticello Cities concerning jail costs. Out-of-State Travel Request The Sheriff's Department requested permission to travel to Fort Worth, Texas to pick up the surplus airplane. A motion was made by Commissioner Mark Maryboy to approve the request and seconded by Commissioner Ty Lewis. UNANIMOUS. PERSONNEL-PLANNER EDWARD SCHERICK'S REPORT Monticello Senior Bus Driver Don Kilgrow, Monticello Senior Citizen bus driver is resigning. Personnel Director Scherick requested to advertize the position at Grade 1 Step 1 at $5.39 per hour. The Commission gave their permission. Monticello Senior Citizens Helper Personnel Director Scherick presented the name of Theresa Morgan to be hired as the Monticello Senior Citizen helper at Grade 1 Step 1 at $5.39 per hour effective October 31, 1995. A motion was made by Commissioner Mark Maryboy to approve the hiring of Theresa Morgan as the Monticello Senior Citizen helper and seconded by Commissioner Ty Lewis. UNANIMOUS. Drug Policy Personnel Director Scherick reported that the Drug Policy has been completed and has been sent to County Attorney Craig Halls for review. Planning Planner Scherick met with Don Snyder, USU. He delivered the Arch View Program to be used in the County Master Plan. The minerals portion will be completed and returned to the County by Friday, November 10, 1995. Master Plan Planner Scherick is in the process of writing the master plan. He would like to incorporate policy statements on how to deal with public lands, possible growth, etc. The next planning meeting will be held on November 30, 1995 at 7:00 P.M. Copy Machine Planner Scherick requested permission to seek procurement bids for a copy machine for the Administrative Assistant's office to be utilized by the Commission, Aging Department, Planning and Personnel. Commission Mary Maryboy gave permission to seek a bid procurement for a copy machine. Commissioner Ty Lewis seconded. UNANIMOUS. Scanner Planner Scherick requested to seek bids for a scanner with graphics function for the planning office. A motion was made by Commissioner Mark Maryboy for Planner Scherick to seek bids for a scanner and seconded by Commissioner Ty Lewis. UNANIMOUS. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Landfill Administrative Assistant Rick Bailey discussed the following issues concerning the landfill: fence, liner, telephone cable, scale building, concrete, compactor, and waste manager position. Administrative Assistant Rick Bailey met with Baker Sanitation and Bob's Sanitation from Moab concerning solid waste for the outlying communities in the County. Meetings There will be an RC&D meeting on November 9, 1995. There will be a Blue Ribbon Committee meeting on November 6:00 P.M. in the Courthouse. Mr. Bailey will be attending the UAC Convention in St. George on November 8-10, 1995. COMMISSIONER MARK MARYBOY'S REPORT On October 27, 1995 Commissioner Maryboy met with the Governor's Navajo Task Force. He stated the Attorney General for the Navajo Tribe has not received a directive to work on the Navajo issues. Their next meeting will be held on November 20, 1995 at 2:00 P.M. at the Edge of the Cedars. Commissioner Maryboy met with Monument Valley Hospital officials. The hospital is requesting $100,000 from the Navajo Nation in order to stay open. This week Commissioner Maryboy will be in Window Rock to help prioritize 6.6 million dollars of Navajo Nation money. He will be in Aneth on Thursday and Friday. He will attend the Blue Ribbon Committee meeting on November 6, 1995. COMMISSIONER TY LEWIS REPORT Commissioner Lewis met with the AOG on October 25, 1995. On October 27, 1995 he attended the Navajo Task Force meeting. Meetings Commissioner Lewis will attend the Blue Ribbon Committee meeting on November 6, 1995. On November 9 & 10th he will attend the UAC Convention in St. George. There will be an Interagency Breakfast on November 14, 1995. There will be a Cities and Towns meeting in Price on November 21, 1995 at 4:00 P.M.
