SAN JUAN COUNTY COMMISSION MEETING MINUTES DECEMBER 26, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the December 18, 1995 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Executive Session Commissioner Bill Redd made a motion to convene in to executive session to discuss the character, professional competence, physical or mental health of an employee. Commissioner Mark Maryboy seconded. UNANIMOUS. Commissioner Bill Redd made a motion to exit the executive session. Commissioner Ty Lewis seconded. UNANIMOUS. Sales/Rooted in San Juan The Commissioners discussed the sales of the book "Rooted in San Juan." Commissioner Bill Redd made a motion that from each book sold the cost of publication would go to San Juan County. After that has been paid the profit above cost will be split between San Juan County and the San Juan Foundation in proportion to the investment that each made in the book. Commissioner Mark Maryboy seconded. UNANIMOUS. Aging/Capital Purchase-Vans Aging Director Frank Morrell presented a State contract bid quotation from Hinkley Dodge for the purchase of two vans for the aging program @$20,866.60 each. Commissioner Bill Redd made a motion to approve the purchase of the two vans provided that the County has received notice of receipt of federal money to be used. Commissioner Mark Maryboy seconded. UNANIMOUS. Petition for Incorporation/Bluff Administrative Assistant Rick Bailey presented the petition for incorporation and feasibility study from the citizens of Bluff. The Clerk's office has certified the petition names for voter registration. Commissioner Bill Redd made a motion to approve the request. Administrative Assistant Rick Bailey, Planner Edward Scherick and Data Processing Manager John Fellmeth will collect the information available through the County and then will look for a group to complete the feasibility study. Commissioner Mark Maryboy seconded. UNANIMOUS. Public Hearing: Variance/Gene Cressler At 1:00 P.M. a public hearing was held for a variance request from Gene and LouJean Cressler, Blanding to build a home on 1 1/2 acres. No comments were heard. Commissioner Bill Redd made a motion to approve the variance request. Commissioner Mark Maryboy seconded. UNANIMOUS. Building Permits A motion was made by Commissioner Bill Redd to approve the following building permits: Gene Cressler, Blanding, a new home; Charles Redd, LaSal, enclose existing porches and Burch's Trading Company, Mexican Hat, for a foundation and on site setup. Out-of-State-Travel An out-of-state travel request was presented for Peggy Humphreys, Travel Council, to attend the Great Western Travel Show in Anaheim, California on January 1-8, 1996. A motion was made by Commissioner Bill Redd to approve the request. Commissioner Mark Maryboy seconded. UNANIMOUS. Assessor Vehicle A motion was made by Commissioner Bill Redd to transfer a vehicle to the Assessor's office to be used for assessment and building inspection purposes. General Fund Department Budgets Adjustment Commissioner Bill Redd made a motion to approve the following budget adjustments: Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Drug Testing Consortium Personnel Director Edward Scherick and Personnel Secretary Lillian Taylor discussed several options concerning the drug testing consortium. It was recommended that the County join, through Utah Local Government Trust, DFW Enterprises, Salt Lake City. They have a drug testing van stationed in Durango, Colorado which would come to Monticello for testing needed to be done. Commissioner Bill Redd made a motion to approve that the County join with DFW Enterprises. Commissioner Mark Maryboy seconded. UNANIMOUS. County Master Plan Planner Scherick requested that the County Commissioners read and comment on the draft of the County Master Plan. Planning meetings have been set for January in Bluff, LaSal, Blanding, Moab and Monticello. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Navajo Tribe/Matching Money Administrative Assistant Rick Bailey reported that the County has received matching money from the Navajo Tribe for the Chapters in the amount of $42,499. DOE Joint Application A joint application from the DOE with the County and Monticello City for an $83,938 grant to purchase emergency equipment was presented for signature. A motion was made by Commissioner Bill Redd to sign the application and seconded by Commissioner Mark Maryboy. UNANIMOUS. Landfill Administrative Assistant Rick Bailey reported that the Landfill will be ready to open on January 2, 1996. Landfill/Visa-Mastercard A motion was made by Commissioner Bill Redd to authorize Commissioners Ty Lewis, Mark Maryboy, Bill Redd, County Clerk Gail Northern and Treasurer Paul Barr to sign any and all papers associated with setting up the merchant agreement with First Security to accept Visa/Mastercard at the Landfill. Bid/EPA Grant Administrative Assistant Rick Bailey presented a bid from EIS International to purchase software equipment for emergency services and oil storage study in the amount of $9,000. Payment for the software equipment will come from an EPA grant. Commissioner Bill Redd made a motion to sign the bid. Commissioner Mark Maryboy seconded. Bid/Radios-Landfill A State bid was presented for two handheld radios HT1000 with extra batteries for the landfill from Motorola for $1446. Commissioner Bill Redd made a motion to approve the bid from Motorola for the two handheld radios. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Gas Monitor A bid was presented for four-gas monitor for methane gas testing from L.N. Curtis @$2315. A motion was made by Commissioner Bill Redd to approve the purchase and seconded by Commissioner Mark Maryboy. UNANIMOUS. Road Department/Truck A motion was made by Commissioner Bill Redd authorizing Administrative Assistant Rick Bailey to purchase a Chevrolet 1/2 ton V-8 engine 4X4 truck from Young's Chevrolet, Layton @$19485. Commissioner Mark Maryboy seconded. UNANIMOUS. Hold Harmless Agreement/Navajo Mtn Chapter Administrative Assistant Rick Bailey recommended that the Commission sign the Hold Harmless agreement between San Juan County and the Navajo Mountain Chapter concerning Navajo Mountain road equipment service and maintenance. A motion was made by Commissioner Bill Redd to sign the agreement and seconded by Commissioner Mark Maryboy. UNANIMOUS. Meeting There will be an oil disposal meeting in Blanding on January 10, 1995 at 12:00 P.M. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the Blue Ribbon Committee meeting in Bluff on December 18, 1995. The next Blue Ribbon Committee meeting will in held in Montezuma Creek on January 22, 1996. Meetings This week Commissioner Redd will be in a meeting to select the new Mental Health Director for San Juan Counseling Center. Commissioner Redd will be attending a Utah Local Government Trust meeting on December 28, 1995. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that the Aneth Chapter passed a resolution to place Native Americans who are receiving Tribal Welfare on a work and adult education program. The Aneth Chapter has received a grant and has assigned some business people to begin a refinery in Aneth. This should begin next month. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the Blue Ribbon Committee meeting held in Bluff on December 18, 1995. On Wednesday, December 20, 1995, Commissioner Lewis attended a meeting concerning a 1/2% sales tax bill going to legislation in 1996. On December 21, 1995 he attended a UAC Insurance Mutual meeting. Next week Commissioner Lewis will attend a Lands Summit meeting in Portland, Oregon. There will be a San Juan Forum meeting in Aztec, New Mexico on February 2, 1996. The UDOT will be here for their annual visit with the County on February 26, 1996 at 2:00 P.M. Next week, Commission meeting will be held on Tuesday January 2, 1996.
