SAN JUAN COUNTY COMMISSION MEETING MINUTES JANUARY 22, 1996 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the January 16, 1996 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. There will be no Commission meeting held on January 29, 1996 due to a fifth monday in the month. Blue Mountain Dine` Property Tax Abatement Commissioner Bill Redd made a motion to exempt Blue Mountain Dine` from property tax and abate the previous years property tax for Parcel #RP36S22E352405A & Parcel # RPB00000490040A. Commissioner Mark Maryboy seconded. UNANIMOUS. Out-of-State Travel Request/Sheriff Dept A motion was made by Commissioner Bill Redd to approve that William Monte Dalton attend the annual Western States Livestock Investigators Theft Seminar to be held in Reno, Nevada on March 12-16, 1996. Commissioner Ty Lewis seconded. UNANIMOUS. LaSal View Subdivision A motion was made by Commissioner Bill Redd to approve the LaSal View Subdivision subject to approval from Rick Meyer, Health Department. Commissioner Ty Lewis seconded. UNANIMOUS. Public Hearing At 1:00 P.M. a public hearing was held for comments on a proposed application to CIB to fund improvements to San Juan County's Television Communication System. There were no public comments. Southwest County/City Leadership Program A motion was made by Commissioner Bill Redd to approve two County personnel to attend the Southwest County/City Leadership Program to be held in Tucson, Arizona on July 31 - August 3, 1996 and December 4 - 7, 1996. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Personnel/Road Dept A motion to hold an employee grade and step at Grade 20 Step 6 for this year was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. This action came from a departmental reorganization that resulted in an involuntary downgrading of the employee. Current policy allows an employee to hold their current grade for a two year period in which time they can be considered for other promotional opportunities. BLM Reorganization The BLM structure has been reorganized. Kate Kitchell - Moab Manager; Dale Backus - Support Services; Brad Palmer - Resources; Kent Walter - San Juan Area Manager; and Bill Stringer - Price Area Manager. Kent Walter, new San Juan Area Manager would like to have lunch with the Commissioners on February 1, 1996. Meetings A planning meeting will be held in Moab on January 23, 1996 at 7:00 P.M. in the County Courthouse. The Canyon Country Partnership GIS group will meet in Monticello on February 8, 1996. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Navajo Road Fund Administrative Assistant Rick Bailey reported the 1996 Navajo Road Fund Account and agreements he would like to have with the Chapters in reporting on their road funding. Bids-Shop Bldg/Landfill Two bids were received for a 30x60x16 building at the Landfill. The bids are from Tri-Hurst Lumber, Blanding, for $44,500 and from Schafer Trucking, Monticello, for $49,183. A motion was made by Commissioner Bill Redd to approve the bid from Tri-Hurst Lumber for $44,500 and seconded by Commissioner Ty Lewis. UNANIMOUS. Bids-Laptop Computer/Landfill Two bids were presented for a laptop computer for the landfill from Micro Warehouse for $1899 and from Computer Discount Warehouse for $1999. A motion was made by Commissioner Bill Redd to approve the bid from Micro Warehouse for $1899 and seconded by Commissioner Mark Maryboy. UNANIMOUS. Dump Closures Rick Bailey, Administrative Assistant, reported that weather permitting the Montezuma Creek, Halls Crossing and Oljato dumps would be closed this week. The Bluff & Mexican Hat dumps will be closed when the transfer stations are completed. The LaSal and Cedar Point dumps are closed. Meetings The Natural Bridges Draft Management Plan meeting will be held on February 12, 1996 in Moab, Grand County Courthouse; February 13, 1996 in Blanding, Public Library; and February 14, 1996 in Mexican Hat, Elementary School. Mr. Bailey met with State Water Engineer, Bob Morgan, on January 17, 1996 concerning Spanish Valley water concerns and the Eastland Water Project. The Blue Ribbon Committee meeting will be held January 22, 1996 at 6:00 P.M. at Whitehorse High School in Montezuma Creek. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the Soeast Utah Health District meeting in Green River on January 16, 1996. On January 17, 1996 he met with State Water Engineer, Bob Morgan, Health District and representatives from Moab concerning the Spanish Valley water and sewer situation. On Thursday, January 18, 1996, Commissioner Redd met with Carol Whittaker, University of Arizona who is researching County/Tribal relationships. Commissioner Redd will attend the Planning Meeting in Moab on January 23, 1996. On Saturday, Commissioner Redd will attend the Blanding City Chamber planning meeting. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that the Tribal Council approved a severance tax wavier for Texaco and Mobile Oil to conduct oil & gas exploration. The Chapters are working on their budget for the landfill bins. Meetings Commissioner Maryboy will be in Window Rock on January 23, 1996. On Wednesday, January 24, 1996 he will be working on the Tribal fiscal year 1997 budget in Gallop. COMMISSIONER TY LEWIS' REPORT Last week Commissioner Lewis attended the Planning Meeting in Blanding. On Wednesday, January 17, 1996, Commissioner Lewis attended the Spanish Valley water meeting held in Monticello with State Water Engineer Bob Morgan. Commissioner Lewis will attend the Blue Ribbon Committee meeting on January 22, 1996 at Whitehorse High School. On Wednesday, January 24, 1996, Commissioner Lewis will attend a Road School meeting. He will also attend a UAC meeting to plan the Spring Conference for Commissioners. On Thursday Commissioner Lewis will attend a UAC Insurance Mutual meeting and a Legislative Briefing in Salt Lake City. Commissioner Lewis will attend the AOG meeting in Price on January 26, 1996. On February 2, 1996 there will be a San Juan Forum meeting in Aztec, New Mexico.
