SAN JUAN COUNTY COMMISSION MEETING MINUTES FEBRUARY 26, 1996 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the February 20, 1996 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Recapture Lodge Jim Hook, Recapture Lodge, discussed with the Commissioners the possibility of trading a section of his property for a portion of an undeveloped County deeded right-of-way. He would like to vacate a portion of where the road from his property enters the State highway and move that entrance to the corner of his lot. There would be a problem of the deeded County right-of-way and the entrance to his property being at the same location. The Commission would like Road Supervisor Doug Pehrson to meet with Mr. Hook in Bluff and report back to the Commission with his recommendation. Gravel Bids/Road Department Road Supervisor Doug Pehrson presented the gravel bids for hauling gravel in LaSal and Blanding areas. Funding money will come from the Transportation Department. The bid is for 3,000 cubic yards in LaSal and 500 cubic yards in Blanding. The bids for LaSal are as follows: Fuller Construction $1.88 per yard; Holliday Construction $2.57 per yard; Sonderegger Construction $2.73 per yard and Crowley Construction $2.90 per yard. The bid for Blanding is from Holliday Construction for $2.00 per yard. A motion was made by Commissioner Bill Redd to approve the bid for the LaSal area from Fuller Construction for $1.88 per yard and for the Blanding area from Holliday Construction for $2.00 per yard with the provision that the trucking companies have a permit through the Utah Public Safety Commission to haul gravel. Commissioner Ty Lewis seconded. UNANIMOUS. Central San Juan Recreation District/Appointments The terms of Debbie Bayles and Garth Wilson of the Central San Juan Recreation District Board expired on December 31, 1995. Ms. Bayles does not wish to continue to serve. Mr. Wilson and Lloyd Shumway have expressed a desire to serve. A motion was made by Commissioner Bill Redd to appoint Garth Wilson and Lloyd Shumway to the Central San Juan Recreation Board with terms to expire December 31, 1999. Commissioner Ty Lewis seconded. UNANIMOUS. Forest Service District Ranger Glenn Casamassa, Monticello District Ranger, introduced himself to the Commission. The Commission had concerns that the Ranger was not planning on living in San Juan County. He assured them that he will and that his duty station is Monticello. They discussed his experience, schooling and his plans for the San Juan County area. Executive Session A motion to convene into executive session to discuss a personnel matter was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. A motion to adjourn the executive session and reconvene the regular session of Commission Meeting was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Navajo Road Projects Paulson Chaco, Navajo Tribe and Belinda Clark, Utah Land Office, Aneth discussed with the Commissioners the Navajo Road projects. A conference call was held with Gary Moore, Window Rock in which he reported on seven projects. He reported that 1) the Environmental Assessment has been completed on six and there is no significant impact on the other one. 2) the Archeology has been completed on all of the projects. Two of them are in the Heritage Protection Department. The consents are all completed with the individual landowners. 3) the surveys have been done by San Juan County. Some of the surveys need to be rerouted through different departments because of sensitive areas. Mr. Moore suggested the possibility of placing a temporary road office on the Utah side of the Reservation to more effectively work on the road projects. Commissioner Maryboy stated that there is office space available where the Utah Lands Administration office is located. Utah Department of Transportation/Annual Visit At 2:00 P.M. representatives from UDOT presented information, changes, requirements, funding process, and eligibility concerning B&C fund regulations by the Joint Highway Committee; and Non Urban Surface Transportation and Transportation Enhancement Programs. They also reported on projects that are on the UDOT schedule for 1996, 1997 and 1998. Legal Notices/San Juan Record & Blue Mountain Panorama Bill Boyle, San Juan Record approached the Commission concerning the placing of legal notices in the different newspapers. After a discussion it was decided that both newspaper editors should meet with the Commission to decide on a solution for printing of the legal notices. A tentative date of March 11th has been set. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Planning Planner Scherick reported that the final edit on the Master Plan is almost complete and ready for public comment. There will a planning meeting held in Monticello on the afternoon of March 18, 1996. 4-H Aide The 4-H aide position has been advertised and closed on Friday, February 23, 1996. Blanding Library Aide Lana Latham, Blanding Library Aide, has resigned. The library aide position is currently being advertised. County Fair Assignments Personnel Director Scherick will set up a meeting on March 11, 1996 with County Extension Agent Jim Keyes, Extension Secretary Cindy Bancroft, Fair Board Chairman, Glenice Mantz and the County Commissioners to discuss the responsibilities of those involved with the Fair. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT On April 11, 1996 there will be a Canyon Country Partnership meeting. Service Area Subdivisions Administrative Assistant Rick Bailey reported that the County Subdivision Ordinance does not apply to subdivisions that fall within a service area. Dump Sites The Oljato and Montezuma Creek dumps have been closed. Work has begun at the Bluff dump for the Bluff Transfer Station. Navajo Police Officers Sheriff Lacy and Administrative Assistant Rick Bailey met with Red Mesa Chapter officials and Captain Daniel Thomas, Shiprock law enforcement concerning placing Navajo Police Officers in the Montezuma Creek and Aneth areas. Mr. Bailey reported that there is a need for two homes in Red Mesa and three in Montezuma Creek to house police officers. Mr. Bailey will write a proposal to the Utah Navajo Trust Fund and the Navajo Nation to obtain funding for the purchase of mobile or modular homes for the officers. At the present time there is a shortage of Navajo police officers and no funding for training officers. Commissioner Maryboy stated that he thought the Navajo Nation could provide matching funds for the homes and vehicles and he would work on the training issue. The next meeting will be held at Red Mesa on March 26, 1996 at 10:00 A.M. Used Oil Collection/Landfill Administrative Assistant Rick Bailey spoke to the Commission concerning the possibility of placing oil collection tanks at the landfill. Commissioner Lewis suggested the possibility of placing a larger tank at the landfill and small units at the transfer stations. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended an AOG Economic meeting on February 20, 1996 at the J-Bar Steak House. Commissioner Redd attended the Interagency Breakfast on February 21, 1996. On February 23, 1996 Commissioner Redd was in Salt Lake City attending a Local Government Trust meeting. Commissioner Redd will be in Washington,DC February 27, 1996 - March 6, 1996. On March 7, 1996 he will attend a CIB meeting. COMMISSIONER MARK MARYBOY'S REPORT Trash Bins Commissioner Maryboy reported that the Montezuma Creek dump site has been closed and the bins that have been placed there need to be lowered and a retainer or gravel placed around the edge to keep the sand from eroding away. Transfer Stations Commissioner Maryboy stated that the Navajo Commission has directed Clarence Rockwell to write a proposed draft for the Chapters to build the transfer stations. Elections The University of Utah would like to work with the County to register Native Americans for the upcoming election. The Commission agreed to this idea if they will work through County Clerk Gail Northern and Liaison Edward Tapaha. Blue Ribbon Committee Commissioner Maryboy reported that some of the Native American members appointed to the Blue Ribbon Committee are having difficulty attending the meetings. He stated that James Adakai, Oljato, and Margaret Buck, Mexican Water are willing to serve on the Committee. Meetings Commissioner Maryboy attended the BLM Advisory Resource Committee meeting. On Wednesday, February 28, 1996 Commissioner Maryboy will be in Salt Lake City. From there he will go to Washington, DC and be back in the County on March 6, 1996. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the AOG Economic meeting held at the J- Bar & Steak House on February 20, 1996. On February 22, 1996 Commissioner Lewis attended a Legislative Committee meeting and a UAC Insurance Mutual meeting. There will a Navajo Road meeting at 1:00 P.M. and a UDOT meeting at 2:00 P.M. Commissioner Lewis will be leaving for Washington, DC on February 27, 1996 and will return to San Juan County on March 2, 1996.
