SAN JUAN COUNTY COMMISSION MEETING MINUTES MARCH 25, 1996 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rural Economic & Community Development Liz Black, Rural Economic & Community Development, discussed with the Commissioners the down sizing of the Rural Economic & Community Development Offices in Utah effective October 1, 1996. She stated that their programs are for rural America. She also stated that the staffing plan has allocated 54.4 full-time employees with 27.4 of them in the State office and 27 being in the field to cover the rest of the state. San Juan is a targeted area because of low income and minority population. The County will write a letter to Congress stating the County concerns with the down sizing. Janette Kaiser/Forest Supervisor Janette Kaiser Manti-LaSal Forest Supervisor, Price, introduced herself to the Commission and stated that she would like to work closer with the County. Extension Report Jim Keyes, San Juan County Extension Agent, reported that a Home Ownership Conference would be held in Aneth on March 26, 1996 upon a request from Clarence Rockwell. A symposium on farm and ranch recreation will be held in the future. USU is putting together a group of people to work with farmers and ranchers on estate planning. The Extension office will hold a workshop this spring. No date has been set. Mr. Keyes reported that a sustainable resource grant has been received to work on native plants. Mr. Keyes has also received several requests for computer training and programs for use by farmers and ranchers. Leadermete The State 4-H Leadermete training will be held in St. George this week. Twelve volunteers will be attending from our county. Family Wellness Conference On April 5, 1996 there will be a Family Wellness Conference held at Whitehorse High School. The Extension office is co-sponsoring with San Juan Mental Health. BUCS & Child Abuse The Extension office will be holding a Building & Understanding Credit Services Money Management Program for low income families in the near future. In May there will be a Child Abuse Prevention training. LaSal Property Dave Bierdschied, Moab, discussed with the Commission the process he needs to follow in order to subdivide some property that he has purchased in LaSal. The Commission requested that he submit a preliminary plat and have perk tests completed on each of the untested lots. Information Booth/Monument Valley Susan Taylor, Travel Council, requested support from the Commissioners in placing a visitor information booth in Monument Valley. Commissioner Lewis stated that before this could be done several things would have to be completed. He suggested that a resolution would have to come from the Oljato Chapter agreeing on what, where, and how this booth would be run. A lease of the land from the State would need to be obtained. Land, utilities, water issues and support from the people would need to be discussed and agreed on. The most ideal situation would be to have a group of people continue pursuing the original visitor center concept suggested by the State for the Monument Valley area. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Transfer Stations Administrative Assistant Rick Bailey reported that the concrete work at the Bluff and Mexican Hat transfer stations has been completed. Building and Grounds Supervisor Dell Hunter has completed three buildings that will be placed at the transfer stations. Navajo Law Enforcement Mr. Bailey will attend a Law Enforcement meeting at Red Mesa on March 26, 1996 to further discuss permanent Navajo law enforcement officer housing and vehicles on the Reservation. Montezuma Creek Fire Station Building Administrative Assistant Rick Bailey reported that the old Montezuma Creek Elementary School building has been secured. The windows have been boarded and an additional fence will be placed in one section on the property. Meetings A Safety Committee meeting will be held on Wednesday, March 27, 1996. Mr. Bailey will be attending a used oil meeting in Salt Lake on March 28, 1996. There will be a meeting with Ted Stewart, Director of Human Services, on April 3, 1996 at 8:00 A.M. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended a Non Urban Technical Sub Committee meeting and a UAC Insurance Mutual meeting in St. George on March 22, 1996. He also attended a Joint Highway Committee meeting on Friday, March 22, 1996. There will be an AOG meeting in Price on March 28, 1996.
