SAN JUAN COUNTY COMMISSION MEETING MINUTES APRIL 8, 1996 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Ty Lewis, Chairman A motion to approve the minutes of the April 1, 1996 meeting as amended subject to correction by Commissioner Ty Lewis was made by Commissioner Bill Redd and seconded by Commissioner Maryboy. UNANIMOUS. Public Safety Building/Parking Lot Building and Grounds Supervisor Dell Hunter requested permission to advertise for cement bids for replacement of the parking lot surface at the Public Safety Building. A motion was made by Commissioner Bill Redd to approve advertising for cement bids for the parking lot at the Public Safety Building. Commissioner Mark Maryboy seconded. UNANIMOUS. Blanding Cemetery District/Appointments A motion was made by Commissioner Bill Redd to appoint Elaine Johnson, Blanding, to the Blanding Cemetery District Board and to re-appoint Edwin Hawkins, Blanding to that same board. Commissioner Mark Maryboy seconded. UNANIMOUS. Heritage Tourism Peggy Humphreys and Lee Bennett, Economic Development Board, discussed with the Commissioners the Heritage Tourism Plan and their desire to involve people throughout the entire county. Their plan is to identify and contact local groups about Heritage Tourism, hold a series of information meetings on development of Heritage Tourism with these groups, and hold Chapter meetings with the State people involved in this Heritage Tourism plan. Sunrise Engineering/Blanding City Bret Hosler, Blanding City Planner, asked permission of the Commissioners to allow Sunrise Engineering to obtain County base property information from the Recorders office to be used in the Blanding City GIS system. Commissioner Maryboy and Commissioner Redd agreed that they could do this. Building Permits A building permit was presented for Christopher Halls to build a log home north of Monticello. A motion was made by Commissioner Bill Redd to approve the building permit and seconded by Commissioner Mark Maryboy. UNANIMOUS. Bid-Grease Pump/Road Dept Bids were receive for a 120 lb. air grease pump for the Blanding Road Dept from CaunCo for $1,135; Motor Parts for $1274 and from Granger for $990. A motion was made by Commissioner Bill Redd to approve the low bid from Granger for $990 and seconded by Commissioner Mark Maryboy. UNANIMOUS. Gravel Crushing Contract/Crowley Construction A motion was made by Commissioner Bill Redd to sign the Contract between Crowley Construction and San Juan County for gravel crushing. Commissioner Mark Maryboy seconded. UNANIMOUS. Interagency Visitor Center A meeting was held with the partners in the Interagency Visitor Center to discuss the operation of the visitor center. Those in attendance were County Personnel Officer Edward Scherick, Commissioner Bill Redd, Kent Walters, BLM; Walt Dabney & Larry Frederick, National Parks Service; Glen Cassamassa, Forest Service; Sharon Brussells, Canyonlands Natural History Association; and Peggy Humphreys, San Juan County Travel Council. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Road Right-of-Way County Planner Edward Scherick, County Attorney Craig Halls and Road Supervisor Doug Pehrson looked at roads at Happy Jack Mine, 3-Step and one near Blanding to determine if they are BLM or County roads and if they are under Title V. Condor Issue Mr. Scherick has conducted some research into the background of the Condor issue. County Attorney Craig Halls will prepare a legal document stating the County position. BLM Public Lands Guidelines Planner Scherick has received and reviewed the proposed Guideline and Standards for BLM Public Lands in Utah. Mr. Scherick feels that if range issues are to be solved it needs to be a coordinated effort between the State, Forest Service, BLM, and private land. Personnel/Bluff Senior Citizen Helper The Title V position for the Bluff Senior Center has been advertised. There were no applicants. Monticello Senior Citizen Helper The Monticello Senior Citizen Helper position has been advertised. There were seven applicants. All have withdrawn. Solid Waste Management Position A second full-time waste management position will be advertised in the newspapers this week. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Rural Economic & Community Development Commissioner Lewis, Commissioner Redd and Administrative Assistant Rick Bailey met with Jim Harvey, Rural Economic & Community Development, in Salt Lake City last week to discuss the status of the Monticello RE&CD office. Mr. Harvey reported to them that the Monticello office would be run as a sub- office and remain open for a while to see if it continues to generate enough activity to justify staying open. Mr. Bailey will write a letter from the County recommending that this office remain open. Quit Claim Deed Mr. Bailey reported that the County has received the Quit Claim Deed from San Juan School District on the two pieces of property at Eastland and Cedar Point that the County requested. EPA Grant/Laptop Computer A motion was made by Commissioner Bill Redd giving Administrative Assistant Rick Bailey permission to purchase a laptop computer through an EPA Grant and seconded by Commissioner Mark Maryboy. UNANIMOUS. Meetings Mr. Bailey met with Ed Alter, State Treasurer, concerning the proposal to place law enforcement officers on the Utah portion of the Reservation. Mr. Bailey met with the Congressional Delegation Staff discussing land use issues, Endangered Species, RS2477, and Wilderness. Mr. Bailey will be in Park City on April 10th attending a CEM Training and on Friday, April 12th, he will be attending a Red Cross meeting in Salt Lake. There will be a Canyon Country Partnership meeting on April 11, 1996. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the UAC Management Conference in Ogden on April 4-5, 1996. There was a meeting with the Congressional Delegation on Wilderness. Clerks, Assessors, Treasurers and Commissioners met together on Assessing and Collecting. Commissioner Redd met with Ted Stewart, Department of Natural Resources, and gave him a copy of our County Master Plan. On Thursday, April 4, 1996, he attended a CIB meeting in Salt Lake. CEU received $980,000 grant to build a student center. Emery County received $120,000 grant to finish the golf course in Green River. Commissioner Redd will be meeting with Planner Scherick and the Millard County Planner on Thursday, April 11, 1996. COMMISSIONER MARK MARYBOY'S REPORT Last week Commissioner Maryboy was in Window Rock. He wrote letters to all agencies and programs that receive grants. He met with the Navajo Nation investment committee and investment managers. The 1995 profit was at 29% which equals 43 million dollars. This week Commissioner Maryboy will be in Window Rock on Tuesday, April 9, 1996. On Wednesday he will be in Salt Lake attending a meeting regarding expenditures of trust funds.
