SAN JUAN COUNTY COMMISSION MEETING MINUTES MAY 20, 1996 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the May 13, 1996 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Commission Meeting Commission meeting will be held on Tuesday, May 28, 1996, due to the Memorial Day holiday on Monday. Bookmobile Budget Rowland Francom, San Juan County Bookmobile, reported that the 1997 estimated budget for the bookmobile will be $97,000. Operation of the bookmobile will be with State grant money and county funding. A motion was made by Commissioner Bill Redd to approve the proposed budget. Commissioner Mark Maryboy seconded. UNANIMOUS. Tribal Aging/Helen Goddard San Juan County Aging Director Frank Morrell, State Aging Director Helen Goddard and Assistant State Aging Director Ron Stromberg met with the Commissioners and discussed funding sources, countywide services and programs on the Reservation. The planning service area designated by the Regional office in Denver allocates money to be sent to the Navajo Nation for use on the Utah side of the Reservation. The Commission asked that Ms. Goddard request from Denver a letter stating that the $12,000 allocation is part of the Inter-state agreement and that the Navajo Tribe be treated as an Inter- state Planning and Service area. The money would then go to Arizona and then to the Tribe as an Area Agency on Aging. Tax Abatement Commissioner Bill Redd made a motion to abate the 1991 taxes on Parcel #RPB0000002001AA in the amount of $111.73. Commissioner Mark Maryboy seconded. UNANIMOUS. May Tax Sale County Clerk Gail Northern reported that all of the potential May Tax Sale properties have been redeemed. Payroll Direct Deposit It was reported by County Clerk Gail Northern that the poll for payroll direct deposit has been completed with a majority of employees interested. The Commission gave their approval to offer the option to the County employees. Out-of-State-Travel Monticello Senior Citizen Director Malva Jones requested out-of-state travel approval for June 13-15, 1996 for the Monticello Senior Citizens to travel to Bryce and Zions Canyon and return home through Arizona. Commissioner Bill Redd made a motion to approve the travel request. Commissioner Mark Maryboy seconded. UNANIMOUS. The out-of-state travel request for Home Economist Frances Price to travel to Providence, Rhode Island as President of Utah Extension Association of Family and Consumer Sciences was tabled until next week. Computer/Highway Patrol The Commission gave approval for the Highway Patrol to buy a computer with Drug Seizure money. Bids will be submitted for approval. Hand-Held Radios Commissioner Bill Redd made a motion to approve the Sheriff's Department checking for bids through the State contract for four hand-held scanning radios. Commissioner Mark Maryboy seconded. UNANIMOUS. Memorial Day Sheriff Lacy stated that through a DUI Grant he would like to pay overtime to officers and other agencies for the Memorial Day weekend activities at $18 per hour. Commissioner Bill Redd made a motion to approve the $18 per hour rate and seconded by Commissioner Ty Lewis. UNANIMOUS. Building Permits Building permits were submitted for approval for Carlton Faulk for a mobile home in LaSal; Robert Nobles a garage in LaSal; George L. Stoltzfus a home in Long Canyon; Eugene Foushee for restoring a home in Bluff. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Ty Lewis seconded. UNANIMOUS. Public Hearing/Master Plan At 1:00 P.M a public hearing was held to hear comments on the County Master Plan. Written comments will be received through the end of the day. There were no public comments. SOS Staffing Mary Bailey and Tauna Bruno with SOS Staffing Services met with the Commissioners to discuss their services. SOS Services serves their customers according to positions available and customer need. They establish pools of skilled people from the area that are looking for work. Their focus for coming to the San Juan County area is to establish a branch office. They would like to find customers that need this service whether it be through federal government, cities, counties or private industry. Until a branch office is established the only thing that can be offered is a payroll service. SOS offers an Attempt to Hire Program. The County would find the person. SOS would be their legal employer and would be responsible for them. The County would see the employees name, social security number and the billing rate times the hours. The County would then verify, sign and fax the information to SOS. The employee would be paid through a billing rate to the County either through payroll or contract to SOS Services. The County could then see how the employee works and could hire them permanently if they so desired. The Commission asked them to speak further with Personnel Director Edward Scherick before a decision is made on this service. Road Shed Storage Tanks Bids were received in the exact amount from two companies to remove the underground storage tanks at the Road Shed. Administrative Assistant Rick Bailey asked that Commissioner Redd review the two bids before awarding the bid. After a discussion a motion was made by Commissioner Bill Redd to approve the bid from Conrad Miller Mechanical, Salina, Utah for $4680 to remove the storage tanks. Commissioner Ty Lewis seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT On May 22, 1996 Personnel Director Edward Scherick and Commissioner Bill Redd will be meeting with Rob Wallace in Salt Lake City concerning a personnel matter. Monticello Senior Citizen Aide Personnel Director Scherick reported that Theresa Morgan has not agreed to be rehired as the aid at the Monticello Senior Center. Sheriff Department/Temporary Fill-in Personnel Director Scherick reported that Glen Begay, Dispatcher, will be at National Guard and attend summer camp for a period of time. The Sheriff's Department would like to hire Robert Wilcox, Blanding, to be hired as a temporary fill-in replacement for Mr. Begay at Grade 9 Step 1 at $7.48 per hour. Commissioner Bill Redd made a motion to approve the temporary hire and seconded by Commissioner Mark Maryboy. UNANIMOUS. Photo Study The Redd Foundation has agreed to fund $2500 toward a Comparative Range Photo Analysis study. Master Plan The Master Plan comments have been received. Mr. Scherick would like to meet with the Commissioners and make the necessary changes. He hopes to have it to the printer by June 1, 1996. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT The Interagency Breakfast will be held on May 22, 1996 at 7:30 A.M. at Houstons Cafe. The Drought Committee meeting will be held at the County Courthouse at 9:00 A.M. on May 21, 1996. Landfill The State inspectors will be here on May 22, 1996 to make their annual inspection on the landfill. First Response Pump A motion was made by Commissioner Bill Redd to approve the purchase of a single engine pump that can be used on all the pumper trucks. Commissioner Mark Maryboy seconded. UNANIMOUS. Bluff Transfer Station Mr. Bailey reported that the Bluff Service Area is not interested in managing the Bluff Transfer Station at the present time. The Commission requested that Bluff submit a letter to the County stating that they relinquish their ability to preform this service in their area. He recommended that the County advertise to hire a part-time person to run both the Bluff and Mexican Hat Transfer stations not to exceed 4 hours per day. The Commission gave approval to advertise for this position. Bluff Airport Gene Foushee, Bluff, reported that Creamer & Noble has faxed their cost estimates for the design of the Bluff Airport. The estimated cost was over $400,000 to bring the airport to State standard. Mr. Rick Bailey reported that the County had initially decided to meet the state standard in order to receive Federal & State funding. Mr. Foushee suggested that maybe the County could complete some work in phases with possibly completing the center of the runway and then add the wings on each side, or possibly half the length and half the width completed to specifications. The Commissioners will consult with Road Supervisor Doug Pehrson on the matter. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy would like to include Roger Crawford for Mobile Oil and Lenard Lee for Texaco to serve on the Drought resource committee. Commissioner Maryboy also stated that Lee's Trucking and Montezuma Well haul water. Transfer Station/Aneth Commissioner Maryboy reported that the Aneth Chapter is looking into a trash compactor for their transfer station. Shopping Center/Aneth Chapter The Aneth Chapter has received a grant to build a shopping center in the Montezuma Creek area. Commissioner Maryboy is in hopes that the Aneth Chapter people will work with them on pursuing this idea. Speed Sign Commissioner Maryboy received a request from Jamis Jim for placement of a speed sign on Road #418 near Hovenweep. The Road Department will be contacted concerning this matter. Schedule This week Commissioner Maryboy will be in Window Rock on May 21-22, 1996 and at the Aneth Chapter on May 23-24, 1996. COMMISSIONER BILL REDD'S REPORT Commissioner Redd met with Zion Bank officials on May 14, 1996. UAC was interested in getting a loan from San Juan County to help build their facility. After a discussion with Zions it was decided it would not be feasible. Commissioner Redd met with Dan Jones' group who conducted a public poll to see how much people knew about and understood counties. Rural people knew more about counties than did urban people. On May 15-16, 1996 Commissioner Redd attended a Utah Mental Health Workshop in Park City, Utah. On May 17, 1996 Commissioner Redd attended the UAC Tax Committee meeting in which they discussed ways to raise more revenue. On May 21, 1996 Commissioner Redd will attend a Work Task Force meeting in Provo and attend a meeting on Extension agents in Salt Lake City in the afternoon. On Wednesday May 22, 1996 Commissioner Redd and County Personnel Director Scherick will meet with Rob Wallace on a personnel matter. COMMISSIONER TY LEWIS' REPORT The Drought Committee will meet on May 21, 1996 at the County Courthouse. There will be an Interagency Breakfast at 7:30 A.M. at Houstons Cafe. The UAC Insurance Mutual meeting will be held on May 30, 1996. The AOG meeting has been changed to May 30, 1996. Commissioner Lewis will not be attending this meeting. The Blue Ribbon Subcommittee meeting will be held on June 3, 1996 at 6:00 P.M. at the Blanding Library. The Canyon Country Partnership is taking a river trip on June 18, 1996.
