SAN JUAN COUNTY COMMISSION MEETING MINUTES MAY 28, 1996 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the May 20, 1996 as amended was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Legal Notice Publication After discussion with the publishers of the San Juan Record and Blue Mountain Panorama, Commissioner Bill Redd made a motion to alternate publication every two years between the newspapers beginning 1996 - 97 with Elections in the San Juan Record and the Delinquent Tax Notices in the Blue Mountain Panorama. Commissioner Ty Lewis seconded. UNANIMOUS. Out-of-State Travel/Frances Price An out-of-state travel request was presented for Home Economist France Price to travel to Providence, Rhode Island as President of Utah Extension Association of Family and Consumer Sciences on September 13 -19, 1996 with total cost of trip to be $923.27. A motion was made by Commissioner Bill Redd to approve the the out-of-state travel request and to pay half of the cost. Commissioner Ty Lewis seconded. UNANIMOUS. Out-of-State Travel/Bluff Senior Citizens Aging Director Frank Morrell requested permission for out-of-state travel for the Bluff Senior Citizens to travel to Grand Canyon and Flagstaff, Arizona; Gallup, Albuquerque, Santa Fe and Farmington, New Mexico on June 12-15, 1996. Commissioner Bill Redd made a motion to approve the out-of-state travel request. Commissioner Ty Lewis seconded. UNANIMOUS. Aging Van Commissioner Bill Redd made a motion to approve the purchase of a 1995 15 passenger van for the Aging Department from Weber County Human Services at $22,500. Commissioner Ty Lewis seconded. UNANIMOUS. Concrete Bid/PSB Administrative Assistant Rick Bailey opened a bid received from Sonderegger Construction for concrete in the parking lot of the Public Safety Building @$23,970 with $3,240 to excavate the old pavement. The Commission requested that Building and Grounds Supervisor Dell Hunter check with the Road Department on the excavation portion. Commissioner Bill Redd made a motion to approve the bid for the concrete. Commissioner Ty Lewis seconded. UNANIMOUS. Building Permits The following building permits were submitted for approval: Jill Penkhus, Blanding, a cabin; Scott Gutke, Blanding, a home; Taylor Palmer, Blanding, an addition to cabinet shop; and Donald Jack, Blanding, a cabin at Blue Mountain Guest Ranch. A motion was made by Commissioner Bill Redd to approve the building permits and seconded by Commissioner Ty Lewis. UNANIMOUS. Public Defender/Willian Schultz William Schultz, Public Defender, introduced himself to the Commission and asked about the current contract. Commissioner Bill Redd made a motion to approve the contract upon review and approval by County Attorney Craig Halls. Commissioner Ty Lewis seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Copper Mine The BLM has released the Environmental Assessment for SUMMO's copper mine in Lisbon Valley. There will be a 90 day comment period. GIS Dr. Merrill Ridd, University of Utah, will be at the Courthouse on June 30, 1996 to talk about extending his contract and to talk about the next funding from the CIB. Retirement Ted Cooley, State Retirement, will be at the Courthouse on May 29, 1996 at 9:30 A.M. Position Vacancies Personnel Director Scherick reported that over the past few weeks there has been a trend emerging in which there appears to be pre-commitments or pre-selection of jobs in the county organization. This has resulted in several embarrassing phone calls. The Commissioners re-affirmed that this practice is illegal and should stop immediately. Request to Hire/Fair Grounds Worker Personnel Director Scherick presented a request to hire Gerald Harvey as the fair grounds worker for the summer at Grade 1 Step 1 $5.50 per hour. Commissioner Bill Redd made a motion to approve hiring Gerald Harvey as the fair grounds worker. Commissioner Ty Lewis seconded. UNANIMOUS. Condor Issue Planner Scherick reported that he and County Attorney Craig Halls have been contacted by the Salt Lake Tribune concerning the Condor issue. An article has appeared in that paper. He also reported that the final version of the draft agreement on the management of the condors has been released. In reviewing the agreement it appears that a possible solution could be reached whereby San Juan County could be written out of the habitat area since this is an experimental population. If the birds were to enter the county the Fish and Wildlife Service would have to come and get them. The Commission asked that Mr. Scherick pursue this idea to see if an agreement could be reached. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Landfill Mr. Bailey reported that the State completed their inspection on the landfill. They were pleased with it and complimented Landfill Manager Dayne Shumway on his work. SSBG Board Members A motion was made by Commissioner Bill Redd to approve Clifford Tohsonii, Navajo Utah Commission; Leona Markosek, Monticello; Maryleen Tahy, Blanding; and Vernetta Sonderegger, Monticello as SSBG Board members and seconded by Commissioner Ty Lewis. UNANIMOUS. Hay Donations County Extension Agent Jim Keyes is working on a possible project for hay donations to Utah State University. A tax credit would be given for the donation and the hay would then be available for San Juan County farmers and ranchers. Underground Storage Tanks/Road Shed Two bids were received for removal of three 10,000 gallon storage tanks at the County Road Shed. Monticello Plumbing bid $80 per hour and Crowley Construction bid $60 per hour with a $100 mobilization and demobilization fee. Commissioner Bill Redd made a motion to approve the bid from Crowley Construction based on fact that the job would take more than 10 hours hours to complete. Commissioner Ty Lewis seconded. UNANIMOUS. Generator Administrative Assistant Rick Bailey asked permission to purchase a 30 Kil-o-watt generator from State Surplus to be used as a backup unit for the Courthouse. The Commission gave their approval. Water Truck Administrative Assistant Rick Bailey proposed to buy a new water tank to place on the Road Department 86 Kenworth and seek bids for a new truck for the road department. The Commission authorized the purchase of the water tank from Tesco Williamson. Fire Department Water Trucks Administrative Assistant Rick Bailey asked permission to purchase two radios from the state bid. Mr. Bailey will seek bids. Commissioner Bill Redd made a motion approving that Mr. Bailey purchase the radios from the State bid. Commissioner Ty Lewis seconded. UNANIMOUS. Forest Service Contract A motion was made by Commissioner Bill Redd to sign the Annual Operating & Financial Reimbursement Plan in the amount of $5,600 between San Juan County and USDA Forest Service. Commissioner Ty Lewis seconded. UNANIMOUS. Meetings There will be a Drought Committee meeting on June 4, 1996 at 9:00 A.M. Dennis Strong, Water Resources, will be at the Courthouse on June 10, 1996 at 2:00 P.M. to talk about possible water projects in connection with the drought. Dave Nelson, Insurance Mutual, will be in the County on June 12-13, 1996 to conduct an annual safety meeting. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Bill Redd attended a Work Task Force meeting in Provo. He also attended an Extension Agent meeting. Commissioner Redd and Personnel Director Edward Scherick met with Rob Wallace on a personnel matter. Commissioner Redd will be attending another Work Task Force meeting in Provo on May 29, 1996. He will also attend a State Comprehensive Planning meeting on May 30, 1996. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the Drought Committee meeting that was held on May 21, 1996. Commissioner Lewis attended the Interagency Breakfast on May 22, 1996. This week Commissioner Lewis will attend the UAC Insurance meeting on May 30, 1996. There will be a Blue Ribbon Subcommittee meeting at the Blanding Library on June 3, 1996 at 6:00 P.M.
