SAN JUAN COUNTY COMMISSION MEETING MINUTES AUGUST 12, 1996 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the of the August 5, 1996 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. There were only two Commissioners present at the time the action was taken. County Tax Rate County Clerk, Gail Northern and Chief Deputy Auditor, John Fellmeth discussed with the Commissioners a comparison of proposed tax rates to be included in the tax disclosure notices. These may be subject to review with possible changes. The rates are as follows: General 0.004003; Library 0.000488; Tort Liability 0.000125; Health 0.000230; Assessing & Collecting 0.000250; with a total of 0.005096. Commissioner Bill Redd made a motion to approve the proposed tax rates. Commissioner Ty Lewis seconded. UNANIMOUS. Commissioner Maryboy was not present at the time the action was taken. JTPA/Shauna Vigil Social Services Employment Specialist, Shauna Vigil, introduced the Utah Single Parent Programs that are available through JTPA and OJT to the Commissioners. There are monies available, job searching & placement programs, employment goals & job participation, resume writing programs, child care services, medical coverage and child support programs. Glen Canyon National Recreation Area Joe Alston, Superintendent Glen Canyon National Recreation Area reported to the Commission on activity and improvements planned for Lake Powell. Their goal is to have a restroom/contact station on the dock at Halls Crossing and restrooms at Hite Marina. They are working with the BLM concerning a restroom facility at Clay Hills. BLM/Nick Sandberg Nick Sandberg, BLM, reported that on August 19, 1996 some test drills will be made at Fry Canyon to monitor infiltration in leeching areas. USGS is taking the lead, EPA is funding, and BLM has the land. A feasibility study is being conducted on a Eugene Shumway land exchange which involves 640 acres of private land in the Hovenweep area for 440 acres of BLM land. Drought assessment on BLM lands will be reported on at the next drought meeting. Mr. Sandberg reported that there hasn't been much vegetation growth on BLM lands. Mexican Hat has submitted an application to the BLM for a water treatment plant. Building Permit A building permit was submitted for Kurtis C. Pugh, Blanding for a mobile home. A motion was made by Commissioner Bill Redd to approve the building permit and seconded by Commissioner Mark Maryboy. UNANIMOUS. Bids/Video Recorder-Road Dept Bids were submitted from Inkley's for a JVC Video Camera @$720 and a Panasonic Video Camera @$799 for the Road Department. A motion was made by Commissioner Bill Redd to approve the state contract bid for the JVC Video Recorder @$720 and seconded by Commissioner Mark Maryboy. UNANIMOUS. Bid/Printer-Attorney Bids were received from Gateway for a HP5L Printer @$479 and 4MB Simm @$69 and from Compute Ability for a HP5L Lextea @$479 and an Okidata 600e @$399. A motion was made by Commissioner Bill Redd to approve the bid for the 2-4MB chips and the Okidata 600e @$399 and seconded by Commissioner Mark Maryboy. UNANIMOUS. Board of Equalization Dates Board of Equalization will be held on September 3, 1996 and September 9, 1996 from 1:00 P.M to 5:00 P.M. each day. Contracts/San Juan Counseling Center A contract between San Juan County, San Juan Counseling Center and Lyman Counseling Services was submitted for approval. The contractor will be reimbursed by SJCC for each hour of service provided not to exceed 40 hours per week. A contract between San Juan County, San Juan Counseling Center and Garth Skouson, M.Ed, LPC was also submitted for approval. The contractor will be reimbursed by SJCC for each Driving Under the Influence course taught under the approval of SJCC. A motion was made by Commissioner Bill Redd to approve the San Juan Counseling Center contracts for Lyman Counseling Services and Garth Skouson, M.Ed, LPC and seconded by Commissioner Mark Maryboy. UNANIMOUS. Law Enforcement/Monument Valley Sheriff Mike Lacy introduced Ronnie Baird and Wayland LaFont, Goulding Trading Post to the Commissioners. They requested that a Native American law enforcement person be placed in Monument Valley area under San Juan County authority. The Commission gave Sheriff Lacy approval to pursue 1) a COPS grant; 2) use drug money to purchase equipment; 3) explore other funding sources such as trancient room tax money for a recreation person; and 4) when one of the Bluff officers moves out of Bluff, the replacement officer would then be placed in Mexican Hat or Monument Valley. They also discussed the emergency services problems in Monument Valley. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Master Plan The first copies of the Master Plan have arrived. Planner Scherick presented each of the Commissioners with a complimentary copy. Use of County Vehicle Policy Personnel Director Edward Scherick asked the Commissioners to review the Use of County Vehicle Policy. Eastland Water Meeting Planner Scherick attended the Eastland Water meeting on August 6, 1996. Condor Meeting Commissioner Redd and Planner Scherick will attend a Condor meeting in St. George on August 16, 1996. Out-of-State Travel A motion was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy to approve out-of-state travel for Planning Secretary Lillian Taylor and Planner Edward Scherick to attend a GIS Workshop in Gallop, New Mexico on August 22, 1996. UNANIMOUS. Planning Conference There will be a State wide Planning Conference to be held at Southern Utah University on September 4-6, 1996. SUMMO Planner Scherick and Mineral Specialist Bob Turri met with SUMMO concerning water depletion and possible conflict with a rare fish in the Dolores River. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Transfer Stations Administrative Assistant Rick Bailey reported that the LaSal transfer station will be on a three day a week schedule. He hasn't been able to locate the person that was hired to run the Bluff/Mexican Hat transfer station. Transfer Station Fees After a discussion it was decided to charge $10 per month for residents and $30 per month for businesses to use the transfer station. Landfill Mr. Bailey reported that the State will be on site to review closure of the Blanding and Monticello dumps today and tomorrow. A letter was received from Patricia Cook-Bond, Bluff, concerning transfer station fees being imposed only on property owners. Mexican Hat Water System Administrative Assistant Rick Bailey met with Julie Orr, Indian Health Service, last week. She has reviewed the water systems at Mexican Hat and Halchita. Mr. Bailey stated that Mexican Hat has decided to go with their own system rather than combining with Halchita. Drought The next drought meeting will be held on August 20, 1996. There will be a Western Governors Drought meeting in Austin, Texas on September 4-6, 1996. A motion was made by Commissioner Bill Redd to approve out-of-state travel for Commissioner Lewis and Administrative Assistant Rick Bailey to attend the drought meeting in Austin, Texas. Commissioner Mark Maryboy seconded. UNANIMOUS. Lyman Grover-Letter A letter was received from Lyman Grover, Principal Whitehorse High School, requesting a letter of support from the County to accompany his nomination of Bill Todachennie for the Indian Educator of the Year Award at the National Indian Education Association Conference to be held in October. Administrative Assistant Rick Bailey will write the letter. Montezuma Creek Fire Building The County has received $30,000 from the Utah Navajo Commission to go toward a new fire building at Montezuma Creek. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Mark Maryboy reported that he would be attending the Navajo Nation Budget hearings this week. Cedar Mesa/Visitor Contact Station Commissioner Maryboy is concerned with the impact of people on Cedar Mesa, Kane and Grand Gulch areas because of the expansion of the visitor contact station. Utah Navajo Commission Meeting Commissioner Maryboy reported that in the Utah Navajo Commission meeting a proposal was made to the State Treasurer requesting that the allocation form be restructured and also asking the Governor to block grant funds to be matched in order that more projects would be realized. COMMISSIONER BILL REDD'S REPORT On August 8, 1996, Commissioner Bill Redd met with Brent Gardner, UAC, concerning the Brian Head meeting. He also attended a 2000 Countdown meeting, a Utah Local Governments Trust meeting, and a Revenue Taxation meeting that day. This week Commissioner Redd and Planner Scherick will attend a Condor meeting on August 16, 1996 in St. George. Aneth Ballpark Road Melvin Capitan requested that the road to the Aneth ballpark be straightened. The Commission gave their approval. COMMISSIONER TY LEWIS' REPORT San Juan County Fair Commissioner Ty Lewis reported that he represented the Commissioners in opening the County Fair. He complimented all the volunteer labor, improvement of the facilities by volunteers and participants in making the fair such a success. He requested that thank you letters be sent to those involved. UDOT There will be a UDOT Hearing meeting on August 15, 1996 at 1:30 P.M. in Moab dealing with road projects. Navajo Budget & Finance Hearing Commissioner Ty Lewis and Administrative Assistant Rick Bailey will attend the Navajo Nation Budget and Finance Hearing meeting in Chinle, AZ on August 16, 1996. Drought Meeting Commissioner Ty Lewis has been invited to attend a meeting in Salt Lake City on August 28, 1996 concerning drought and cattle prices and the affect on the counties.
