SAN JUAN COUNTY COMMISSION MEETING MINUTES SEPTEMBER 3, 1996 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the August 26, 1996 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Bid/Hand Held Radios-Sheriff's Dept Bids were received from Motorola for 3 HT 1000 Handheld radios @$588 each and 2 Visar radios @$760 each for the Sheriff Dept. A motion was made by Commissioner Bill Redd to approve the bids and seconded by Commissioner Ty Lewis. UNANIMOUS. Bid/Printer-Sheriff's Dept Sheriff Lacy presented a bid for an Okidata printer from PC Zone @$324.05 and from Micro Systems Warehouse @$348.95. A motion was made by Commissioner Bill Redd to approve the bid from PC Zone @$324.05 and seconded by Commissioner Ty Lewis. UNANIMOUS. Bid/Crack Sealer-Road Dept Bids were received from Western Road Machinery for a Crafco Crack Sealer @$26,250 and from Holland Machinery for a Bearcat Crack Sealer @$24,300. A motion was made by Commissioner Bill Redd to approve the bid from Holland Machinery for a Bearcat Crack Sealer. Commissioner Ty Lewis seconded. UNANIMOUS. BLM AREA MANAGER, KENT WALTER Fee Demonstration Project Kent Walter, BLM Area Manager, reported on a preliminary Regional Use Fee concept. A daily use fee was discussed which would be in addition to the park fees. Also discussed was the idea of an annual pass fee or combined package fee to include all of Grand and San Juan Counties excluding the Reservation. Further study is being conducted on this issue. Bret Hosler/Blanding City Planner/Building Inspector Bret Hosler, Building Official for Blanding, Utah wrote a letter to the County Commissioners to inform them of some concerns he has with the Uniform Building Standard Act and the Construction Trades Licensing Act and how the Department of Occupational and Professional Licensing has determined to regulate these Acts. Much of his concerns deal with rural areas. The County will write a letter to Mr. Hosler supporting his solutions to the problems. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Payroll Change/Sue Redd-Sheriff Dept Personnel Director Edward Scherick presented a payroll change for Sue Redd, Sheriff's Dept., to change to permanent part-time status at not more than 32 hours per week effective September 1, 1996. A motion was made by Commissioner Bill Redd to approve that Sue Redd be moved to permanent part-time status. Commissioner Ty Lewis seconded. UNANIMOUS. Utah State Extension Secretary Position A letter was received from Utah State University containing a summary of the staff benefit rates used by Utah State University on salaried employees: Social Security 7.30% Retirement 14.63 Insurance (Med. Dent. Life 13.33 Unemployment 0.09 Long Term Disability 0.36 Short Term Disability 0.17 Worker's Compensation 0.22 TOTAL 36.10% A motion was made by Commissioner Bill Redd to approve the contract. Commissioner Ty Lewis seconded. UNANIMOUS. The Extension office will advertise for the secretary position. Planning Conference Planner Scherick will attend the Statewide Planning Conference to be held in Cedar City on September 4-6, 1996. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Transfer Stations Administrative Assistant Rick Bailey reported that the Bluff, Mexican Hat, and LaSal transfer stations will begin implementing their fees today. Drought Meeting The next Drought meeting will be held on September 10, 1996 at 9:00 A.M. at the Courthouse. The Agricultura Resource Development Loan personnel would like to be on the agenda. Western Governors Association Drought Meeting Commissioner Ty Lewis and Administrative Assistant Rick Bailey will attend the Western Governors Drought meeting in Austin, TX on September 4-6, 1996. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd reported that he attended the Canyon Country Partnership Subcommittee meeting on recreation held in Moab on August 30, 1996. This week Commissioner Redd will attend a CIB meeting on Thursday, September 5, 1996. On Friday, September 6, 1996, he will attend the introduction ceremony of the queens at the State Fair. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis attended the Tri-State Cattle Summit meeting in Salt Lake dealing with the drought and effects on the county. On Thursday, August 29, 1996, Commissioner Lewis attended a UAC Insurance Mutual meeting. On August 30, 1996 Commissioner Lewis attended a B-Road funding meeting. This week Commissioner Ty Lewis and Administrative Assistant Rick Bailey will attend the Western Governors Drought meeting in Austin, TX on September 4-6, 1996. Board of Equalization Commissioner Bill Redd made a motion to convene into the Board of Equalization. See attached list of Board of Equalization actions at end of October 8, 1996 minutes.
