SAN JUAN COUNTY COMMISSION MEETING MINUTES OCTOBER 28, 1996 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion approve the minutes of the October 21, 1996 as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Grand County Water Conservancy District/Appointment Dale Pierson of the Grand County Water Conservancy District requested a letter of support from the County in their recommendation of Ned Dalton to be re-appointed to the Grand County Water Conservancy District. The County will write a letter of support. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT SUMO UPDATE Planner Scherick reported that Bob Turri, Mineral's Contract, is still concerned that waste management and water quality permit problems need to be solved. Commissioner Lewis suggested that specific issues and contact people be identified and approached with the County concerns. Work List/SUMO Mr. Scherick presented the Commission with a list of proposed needs for labor for SUMO. Mr. Scherick suggested that Job Service might be involved with setting the criteria and screening and then those selected would attend a class to train in specific areas. Peregrine Foundation Last week Planner Scherick meet with Bill Heinrick, Peregrine Foundation. He extended an invitation to the County to visit the Condor release site. Planner Scherick recommended that the County sign the agreement concerning the Condors. Staffing Plan Personnel Director Scherick reported that he has met with all of the department heads concerning the staffing plan. The Commissioners requested the figures on an overall percentage increase. After a discussion the Commission decided to continue to review the plan before a decision is made. Planner Scherick will re-visit the department heads. Meetings The LaSal Community meeting will be held on October 28, 1996. There will be a Heritage Tourism Luncheon at the Lions Club at noon on October 29, 1996. Joe Jenkins, Utah State Director of Community and Economic Development will be in attendance. There will be a Planning meeting on October 29, 1996 at 7:00 P.M. at the County Courthouse. Nick Sandberg/Wilderness Re-inventory Nick Sandberg, BLM, reported that the field work for the Wilderness re-inventory is complete for the San Juan Resource Area. Livestock Impound/BLM Mr. Sandberg reported that there may be a livestock impound situation that has developed. It is located on McCracken Wash and the upper end of McCracken Mesa. The BLM law enforcement officers have been working with the County in trying to locate the owners but haven't had any success. Commissioner Maryboy suggested that they contact the Chapter and possibly the Navajo Nation. Recreation Travel Map The State Parks and Recreation would like to publish recreation travel maps. They are recreation opportunity maps. Mr. Sandberg stated that there are roads designated as opened, closed and limited travel. It will involve the LaSal, Bluff, and Blanding quad maps. The County would like to be involved in the designation of the roads. The litigation on roads needs to be resolved before the County will agree to the recreation travel maps. The BLM will coordinate with the County. Sheriff Department/Search & Rescue Sheriff Mike Lacy reported that they were involved with a search and rescue of a boy and a hunter over the weekend. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT UAC Directory Administrative Assistant Rick Bailey reported that a letter has been received from UAC stating that they would like to update the directory with a photo of elected county officials and name of their spouse. San Juan County likes the directory as is and is opposed to any photo type directory. A letter was sent in this regard. CDBG Contract A motion was made by Commissioner Bill Redd to approve the extension of the CDBG Contract and seconded by Commissioner Mark Maryboy. UNANIMOUS. Fire Building/Montezuma Creek Mr. Bailey showed drawings of the Montezuma Creek Fire building and reported that the bids will be out this week. South Road Department/Sand Shed Mr. Bailey stated that Lynn Laws, South Road Foreman, had asked him to look at the sand shed damage at the South Road yard. The wind has blown the roof off. Mr. Bailey spoke with a contractor and he recommended that it be moved and constructed with concrete on three sides. The Commission gave their approval to look in to this idea. Monument Valley Fire Equipment Administrative Assistant Rick Bailey reported that Fire Warden Frank Morrell met with some citizens and the current official of the Seventh Day Adventist Church in Monument Valley regarding the existing fire equipment that the church owns. The community would like to set up a new fire department. South Transfer Stations On Friday, November 1, 1996, Mr. Bailey will be interviewing for the Bluff and Mexican Hat Transfer Station attendant. Weed Department Vehicle Administrative Assistant Rick Bailey presented a procurement for a vehicle for the Weed Department. A bid was received from Young's Chevrolet for a 1 Ton cab & chassis, diesel engine @$23,758.61. A motion was made by Commissioner Bill Redd to approve the State bid @$23,758.61 and seconded by Commissioner Mark Maryboy. UNANIMOUS. Hand Held Radios/Commission Mr. Bailey reported that hand held radios were purchased for the Commissioners about 10 years ago. Commissioner Maryboy is using one of those radios. There is a need to replace it. Commissioner Bill Redd made a motion to upgrade the hand held radio for Commissioner Maryboy and seconded by Commissioner Mark Maryboy. UNANIMOUS. Meetings Last week Administrative Assistant Rick Bailey attended the AOG meeting. He attended the Interagency Breakfast. Mr. Bailey will attend a meeting with the Met Johnson group in Salt Lake on October 29, 1996 and a Regional Fire meeting Tuesday afternoon and Wednesday. Mr. Bailey will attend the LaSal Community meeting tonight at 7:00 P.M. COMMISSIONER MARK MARYBOY'S REPORT Utah Navajo Commission Commissioner Maryboy reported that the Utah Navajo Commission has been meeting with the Tribe concerning funding of money coming through legislation. They are looking at some utility projects. Ismay Road Part of the Ismay Road has washed out. Robert Whitehorse Construction, Montezuma Creek, will submit a proposal for the repair project. Navajo Fair Commissioner Maryboy reported that in spite of the cold, rainy weather the Navajo Fair was successful. Meetings On Wednesday, October 30, 1996 Commissioner Mark Maryboy will meet with the Governor to discuss the Trust Fund, severance money and projects. On Thursday, Commissioner Maryboy will be attending the Bureau of Land Management Resource Advisory meeting. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the Utah Local Government Trust meeting on October 22, 1996. He also attended the State Comprehensive Planning meeting on October 24, 1996. Commissioner Redd will attend a road meeting in St. George on October 30, 1996. He will attend the UAC Wilderness Inventory meeting on October 31, 1996 in Salt Lake City. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis will attend the LaSal Community meeting tonight at 7:00 P.M. On Tuesday at noon Commissioner Lewis will attend the Heritage Tourism luncheon at the Lions Club building. At 7:00 P.M. on October 29, 1996 there will be a County Planning meeting to be held at the Courthouse. Commissioner Lewis will attend an RS2477 road meeting in St. George on October 30, 1996. On Thursday, October 31, 1996 Commissioner Lewis will attend a League of Cities, Towns, and Counties meeting in Salt Lake.
