SAN JUAN COUNTY COMMISSION MEETING APRIL 21, 1997 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the County Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the April 14, 1997 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Recreational Use Maps Bob Turri, Contract Specialist, reported to the Commission that the BLM has asked the County to participate in an ORV recreational use project on the Comb Wash Watershed area. County Road Supervisor Doug Pehrson and Bob Turri have been working on a county map identifying roads and type of vehicle use with code designation for the roads. The Commissioners would like to eventually have these designations throughout the entire county. Area Aging Plan Aging Director Frank Morrell presented the Fy 98 Area Aging Plan for approval. Commissioner Bill Redd made a motion to approve the plan. Commissioner Mark Maryboy seconded. UNANIMOUS. 1997 Fire Suppression Plan Fire Warden Frank Morrell discussed with the Commissioners the update on the fire suppression plan for the County. Full and modified suppression areas have been identified. Economic Development Board Member The name of Pat Cook was presented to be a member of the Economic Development Board. Commissioner Bill Redd made a motion to approve the request. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. LEDI Contract A motion was made by Commissioner Bill Redd to approve the $6,000 LEDI Grant money for the purchase of computer equipment for Blanding and Monticello Chamber of Commerce and Bluff Service Area. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Transient Room Tax Sheriff Mike Lacy requested approval for search and rescue training that has been completed to be paid with transient room tax money. The Commission gave their approval. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Landfill The position at the White Mesa Landfill has not been filled. After a discussion, the Commission gave approval to move the position to Light Equipment Operator at Grade 12 Step 1 @$1447 per month with a possible rehire to fill the Landfill position. USU Extension Secretary Personnel Director Scherick reported that the County received a fax from Utah State University requesting approval of a 3% raise for a total monthly salary of $1344 to be given to the Extension Secretary. Commissioner Bill Redd made a motion to approve the 3% raise and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. Payroll Change/Road Department Based upon supervisor re-evaluation grade changes were recommended for Mike Crittendon from Grade 12 Step 5 @$1662 per month to Grade 12 Step 6 @$1712 per month effective May 1, 1997 and for J. Tierre Patterson from Grade 19 Step 7 @$2341 per month to Grade 20 Step 7 @$2415 per month effective May 1, 1997. A motion was made by Commissioner Bill Redd to approve the grade changes and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. Meetings Planner Scherick attended the Farm Bill meeting held at the Courthouse on April 15, 1997. On April 16, 1997 Planner Scherick accompanied Thompson & Associates on a County road tour. In the evening of April 16, 1997, Planner Scherick attended an Eastland Community Water meeting. The Eastland Service District would like to meet with the County Commissioners on either April 28, 1997 or May 5, 1997. On April 22, 1997 at 9:00 A.M. there will be a meeting in Monticello concerning the Sage Grouse. On April 23, 1997 there will be a GIS meeting with the BLM. An advanced Arch View class will be held in Moab on April 24, 1997. Planner Scherick and Secretary Lillian Taylor will attend. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building permits were presented for John Scorup to build a new residence on County Road #332 and for Turquoise Service for an addition to their service station and convenience store in Bluff. A motion was made by Commissioner Bill Redd to approve the building permits and seconded by Commissioner Ty Lewis. UNANIMOUS. CDBG CONTRACT Administrative Assistant Rick Bailey reported that the CDBG grant has been submitted. Meetings Administrative Assistant Rick Bailey reported that a safety meeting was held last week. Also a LEPC meeting was held. He reported the Navajo Revitalization meeting was cancelled. The Independent Auditors, Kimball and Roberts, are in the County this week. COMMISSIONER MARK MARYBOY'S REPORT Earth Day Commissioner Mark Maryboy reported that it is Earth Day in Montezuma Creek and Aneth today. Commissioner Maryboy will participate in it. School District Lawsuit Commissioner Maryboy read a letter that he has written to the San Juan Record concerning the settlement of the School District lawsuit. He stated that the settlement will improve services in every area of the district and will provide every student in San Juan County with a good education. Navajo Nation Budget Commissioner Maryboy reported that the Navajo Nation supplemental funding budget requests are being finalized. The Utah Chapters will receive a total of $150,000; Montezuma Creek Swimming Pool renovation $20,000; Monument Valley High School $2,000; Division of Labor personnel position $49,000. The Navajo Nation Council is in session all this week. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended a meeting in Summit County last week concerning planning and wilderness. Commissioner Redd attended a County road tour with Thompson & Associates on April 16, 1997. On April 19, 1997 Commissioner Bill Redd and Commissioner Ty Lewis met with Dan McCool, University of Utah, at the LaSal Bed and Breakfast to discuss wilderness issues. COMMISSIONER TY LEWIS' REPORT On April 19, 1997, Commissioner Lewis attended a wilderness discussion meeting at the LaSal Bed and Breakfast with Dan McCool, University of Utah. Meetings There will be an AOG meeting in Price at 1:00 P.M. on April 23, 1997. On May 8, 1997 at 6:00 P.M. at the Monticello Park Pavilion UDOT will be holding a meeting to discuss the best locations for road improvements on highways 191 and 666. Glen Canyon Recreation Law Enforcement meeting on roads will be held on May 8-9, 1997. Commissioner Ty Lewis will attend.
