SAN JUAN COUNTY COMMISSION MEETING AUGUST 4, 1997 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the County Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the July 28, 1997 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. Landfill/Cell Liner Requirement Exemption Two proposals were submitted for a cell liner requirement exemption. One from Vector Engineering, Inc. @$6,000, Carson City, Nevada; and from one from Tahoma Companies, Inc. @$1385, Cedar City, Utah. A motion was made by Commissioner Bill Redd to approve the proposal from Vector Engineering and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. Election Equipment Commissioner Bill Redd made a motion to approve signing the contract for the purchase of election equipment. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. San Juan Health Care District/Board Member The following names were submitted to be considered as a member of the San Juan Health Care District Board: Pam Decker, Blanding; Tully Lameman, Blanding; and Keith Black, Blanding. A motion was made by Commissioner Bill Redd to approve the name of Keith Black to be a member of the San Juan County Health Care Board. The motion died for lack of a second. Economic Development Board Commissioner Maryboy received a letter from the San Juan County Economic and Tourism Board stating that Chavez Nez, a member of the County Economic Development Board, representing the Navajo Tribe, is no longer employed by the Navajo Tribe. The Board is requesting that a recommendation for replacement be made and would prefer that the representative be from the Aneth/Montezuma Creek area. Bids/Library Automation Data Processing Manager, John Fellmeth, presented bids for two HP Laser Jet 5 printers from Midwest Micro @$1025 each plus shipping and from Micro Age for the same @$970.59 each plus shipping. Commissioner Bill Redd made a motion to approve the purchase of the laser jet printers from Micro Age. Commissioner Mark Maryboy seconded. UNANIMOUS. Fiber Optics Data Processing Manager, John Fellmeth, would like to continue exploring the idea of fibre optics for the County offices. He indicated that he has not had much success talking with TCI. Commissioner Redd will be in Provo this week and will stop at the TCI office there. Public Hearing/County Sales and Use Tax Public hearings will be held in Monticello on August 4, 1997 at 6:00 P.M. in the County Courthouse and at the Blanding Library on August 5, 1996 at 6:00 P.M. to receive comments on the proposed one-fourth of one percent county option sales and use tax. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Administrative Assistant Rick Bailey and Commissioner Bill Redd traveled to the Bluff Airport, Montezuma Creek Fire Station, Aneth Recreation site, Aneth to Ismay Road, McCracken Mesa water line extension, South Hatch, and the mountain road construction site near Blanding. Utah Department of Transportation Administrative Assistant Rick Bailey presented the Statewide Transportation Improvement Program showing the 1997-2001 proposed projects for the State to the Commissioners. Building Permits A building permit was presented for approval for a modular home in Spanish Trail Estates for Henry E. Heilesen. A motion was made by Commissioner Bill Redd to approve the building permit and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. Drought Money Administrative Assistant Rick Bailey reported that additional money in the amount of $20,000 is available through the Division of Emergency Management for drought issues. Schedule Administrative Assistant Rick Bailey will be in Salt Lake City on Wednesday and Thursday of this week. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Employee Upgrade/Road Dept Personnel Director Scherick presented a payroll change for George E. Barry, who has met the criteria, to move from Grade 15 Step 4 @$1828 per month to Grade 15 Step 5 @$1883 per month effective August 1, 1997. A motion was made by Commissioner Bill Redd to approve the payroll change and seconded by Commissioner Mark Maryboy. UNANIMOUS. Sick Leave/Dale Fuller Personnel Director Scherick requested that approval be made that County Road Foreman, Dale Fuller, be allowed to use his sick leave to pay for a couple of months of Cobra Insurance. A motion was made by Commissioner Bill Redd to approve allowing Mr. Fuller to use his sick leave money, after taxes etc., to pay for his Cobra Insurance. Commissioner Mark Maryboy seconded. UNANIMOUS. Emergency Hire/Jamie Laws Jamie Laws was hired as an emergency hire, Aging Department driver, to replace Stan Kuykendall while he is on medical leave. Because of a mis-communication when hiring, Personnel Director Scherick requested that his payroll status be moved to Grade 1 Step 1 @$5.50 per hour. A motion was made by Commissioner Bill Redd to approve the payroll change and seconded by Commissioner Mark Maryboy. UNANIMOUS. Emergency Hires Personnel Director Scherick suggested that to avoid confusion in emergency hiring the pay should be at the lowest entry level for that position. The person will be required to sign a document agreeing to their grade and date of hire. The commissioners agreed to give the personnel director, in consultation with the department head, authority to make emergency hires at the lowest entry level for the position and only for a two week period until such time the Commission can ratify the action. A motion was made by Commissioner Bill Redd to approve this idea. Commissioner Mark Maryboy seconded. UNANIMOUS. RS2477 Memo Planner Scherick has reviewed the RS2477 memo and corrected some of the language. He will send the memo to the attorneys for review. County Photo Study Planner Scherick has prepared an agreement with the Forest Service proposing that the County hire Jimmy Forrest, Forest Service, to help with the Photo Study subject to approval by the Forest Service. He asked that the Commissioners review the proposal. Elk Ridge/Comb Wash Meeting Planner Scherick reported that he had attended the Forest Service meeting on July 31, 1997. He stated that the Forest Service would like to organize a steering committee with Kresha Eastman as the facilitator. The Forest Service has money available that will be used for improvements. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd held a telephone conference call with the Commissioners group concerning holding a session on mineral lease money at the Commissioners workshop in September. Library Board Meeting Commissioner Redd attended the Library Board meeting last week. A discussion was held concerning the expenditure and distribution of library money and donation money. Road Digitizing Commissioner Redd, Planner Scherick and Secretary Lillian Taylor met with Dr. Ridd, USU, concerning digitizing and color coding roads by classification, dating system of each road, and a satellite topography of the whole system. Indigent Defense Fund San Juan County has decided not to participate in the UAC Indigent Defense Fund. Canyon Country Partnership San Juan County has decided not to participate in the Canyon Country Partnership. A letter has been sent indicating the County decision. Meeting Commissioner Redd will attend a CIB meeting on August 7, 1996. There is a meeting with Southeastern Utah Health District on the sale of Home Health Care on August 5, 1997. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy indicated that since Harold Williams has left the Road Department the roads in the Aneth area have not been graded. Ambrose Yanito will be his replacement. The Commission will speak to Road Supervisor Doug Pehrson concerning the problem. Montezuma Creek Clinic Commissioner Maryboy reported that the Navajo Nation Congressional Appropriations Committee is providing $100,000 to the Utah Navajo Trust Fund to be used for planning and rehabilitation of the Montezuma Creek Health Clinic. This money will require a match of money from the State of Utah and the Utah Navajo Trust Fund. However, it was noted that other facilities were being given money with no apparent match required. A letter will be sent to Congressman Cannon concerning this issue. Appropriations Commissioner Maryboy stated that the Navajo Nations total revenue is $103 million dollars. Twelve percent of that goes into the Trust Fund. Budget It is time to work on the Navajo Nation Budget. Commissioner Maryboy will be involved with the budget process until the end of September. COMMISSIONER TY LEWIS' REPORT County Fair The County Fair will be held on August 13-16, 1997. The opening ceremony will be held at 4:00 P.M. on Wednesday, August 13, 1997.
