SAN JUAN COUNTY COMMISSION MEETING AUGUST 18, 1997 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the County Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the August 11, 1997 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. Bus Service/Aneth-Montezuma Creek Area Wayne Claw, Navajo Transit System, reported to the Commission concerning an application sent to UDOT requesting funding to provide bus service for the Montezuma Creek/Aneth Area. Mr. Bailey will send a letter of support from the County to Doug Mears, UDOT. Postage Meter County Clerk Gail Northern and Deputy Treasurer Kim Lacy stated that the U.S. Postal Service is phasing out the postage meter that the County is currently using effective December 31, 1997. There is a new system available @$3275 less $524 trade-in without the scale for a total of $2751. Commissioner Bill Redd made a motion to approve the purchase of the new meter system with trade-in. Commissioner Mark Maryboy seconded. UNANIMOUS. Board of Equalization County Clerk Gail Northern suggested September 22nd and 29th as tentative dates for Board of Equalization hearings. The Commissioners agreed to those dates. Forest Service/Blue Mountain Road Glen Cassamassa, Forest Ranger, and Mark Summer, Minerals Management Specialist, met with the Commission to discuss Blue Mountain Road improvement issues, the watershed area on the mountain road to Blanding and the Blue Mountain Corridor idea. Also discussed was the ORV focus on roads in coordination with the BLM, Forest Service, County and SULUA. Monticello City Manager Trent Schafer stated that the City and Council are supportive of improvements on the Blue Mountain Road. Seeking Common Grounds Steering Committee selection will be made on August 25, 1997 at 10:00 A.M. in the County Courthouse. Bluff Community Center Craig Simpson, representing the Bluff Community Center, and Frank Morrell, Senior Citizen Director, reported that the Bluff Service District is paying for liability insurance and utilities and general up keep of the entire Bluff Community Center building and that the Senior Citizen program is using a portion of the building without rent. Mr. Simpson requested that an interim rental agreement be made and that the County pay $450 per month for the portion of the building that the Senior Citizens use effective August 1, 1997 - December 31, 1997 during which time the Service District will establish concrete expense figures and the agreement would then be revised. The Commission agreed that Mr. Morrell and Mr. Simpson should develop an agreement. Executive Session Commissioner Bill Redd made a motion to convene in to an executive session. Commissioner Mark Maryboy seconded. UNANIMOUS. Commissioner Bill Redd made a motion to exit the executive session. Commissioner Mark Maryboy seconded. UNANIMOUS. Movie Detail/Sheriff Department Sheriff Mike Lacy requested that the Commission approve a change in the movie detail reimbursement rates. The vehicle will remain at $25 per day. The hourly rate will change from $25 to $30 per hour. The mileage rate will change from .25 to .30 cents per mile. The overtime rate will change from $18 to $22 per hour. Commissioner Bill Redd made a motion to approve the change in the rates. Commissioner Mark Maryboy seconded. UNANIMOUS. Economic Development Board The name of Richard Meyer was presented to be a member of the Economic Development Board. Commissioner Bill Redd made a motion to approve Dick Meyer as a member of the Economic Development Board. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Tax Rates/Judgement Levy County Clerk Gail Northern presented the opportunity for the Commission to impose a Judgement Levy because of centrally assessed refunds. The Commission decided to keep the tax rate as had been previously approved. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Lori Brandt/Appeal Lori Brandt, former Sheriff Department employee, has appealed her unemployment compensation. The hearing will be on August 25, 1997. Dolores Water Project The State Office of Emergency Management has $17,500 available for the County to use on the proposed Dolores Water project to bring water into Utah. State Land Sales Planner Scherick reported that he had spoken with Gail Johnson, State Land permittee, concerning State Land sales. She has written a letter to State Lands but has not received a response to her questions. She requested that the County write a letter to State Lands regarding a response to her. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Used Fuel Tanks One bid was received from Paul Clark for the purchase of three used oil tanks at the Road Department at $100 each. Commissioner Bill Redd made a motion to approve the bid and seconded by Commissioner Mark Maryboy. UNANIMOUS. Building Permits A building permit was submitted for Kenneth Douthitt for a house on lots 12 & 13 Canyon Terrace, Long Canyon Road. Commissioner Bill Redd made a motion to approve the building permit. Commissioner Mark Maryboy seconded. UNANIMOUS. Library Damage Administrative Assistant Rick Bailey reported that he had contacted Doug Alexander, UAC, and that the county insurance and the trucking insurance company are hiring the same structural engineer to assess the stability of the Monticello Library as a result of damage to the west wall. Navajo Budget Mr. Bailey reported that the Navajo Nation Office of Grants and Contracts indicated that 1) the deadline for accepting new grant applications for FY97-98 was June 30, 1997; 2) the Presidents budget did not include money for those grants; and 3) that San Juan County was advanced $36,000 and has not requested reimbursement for money from last years grant money. Commissioner Maryboy suggested that the County continue with their application. Navajo Nation Supplemental Grant Administrative Assistant Rick Bailey reported that the County has not used the $15,000 from the Navajo Nation for enclosure of the Montezuma Creek Swimming Pool. Plans are in the process of being drawn. He will write a letter requesting an extension on the deadline. LaSal Recreation District There is a vacancy on the LaSal Recreation District due to Mike Holyoak moving to Monticello. Mr. Bailey will place an advertisement for the position in the newspaper. Grader Bids Mr. Bailey reported that based on the bids last week the Road Department recommended to purchase one all wheel drive John Deer Grader @$151,000 and that Rocky Mountain Machinery will bring one Gallion Grader to try out. Cell Liner Requirement Exemption Administrative Assistant Rick Bailey reported that Vector Engineering is conducting the cell liner exemption study for the landfill. Vector Engineering has met with the State and will have to drill test wells and obtain permits. It will add $2,000 additional to the original bid quote and the County will pay for the drilling costs. Underground Storage Tanks/Monticello Airport The underground storage tanks at the Monticello Airport need to be removed. Money has been budgeted to place the tanks above ground. City Manager Trent Schafer is recommending that double wall tanks be placed. Memorandums of Understanding The Department of Energy, Grand Junction Office, has prepared three Memorandums of Understanding for signature between San Juan County Fire Departments, San Juan County Sheriff's Department, and the Department of Energy. A motion was made by Commissioner Bill Redd to sign the Memorandums of Understanding. Commissioner Mark Maryboy seconded. UNANIMOUS. Bluff Service Area Funding Craig Simpson, Bluff Service District, requested funding for planning from the County. Planner Scherick requested documentation of expenses already paid before authorizing further funding. Cottonwood Addition Alleyways-Block 28 As soon as legal requirements are met, the Quit Claim Deeds for the alleyways beginning on the SE corner of lot 12 and beginning at the SE corner of lot 7 in Block 28 Cottonwood Subdivision will be recorded and returned to the owners. San Juan County Fair Administrative Assistant Rick Bailey attended the fair and will write thank you letters to the Fair Chairman and volunteers. The UAC Board of Directors meeting will held on August 22, 1997 at 9:30 A.M. in Provo. Friday, September 5, 1997, there will be a Community Impact Board meeting at 9:00 A.M. in Cedar City, Utah. The Rural Governors Conference will be held in Cedar City on September 5, 1997. Tuesday, September 16, 1997, the Community Awareness Fair will be held in Montezuma Creek from 5-8:00 P.M. at White Horse High School. Thursday, September 18, 1997, the Joint Highway Committee dinner meeting will be held in Monticello at the Lamplight Restaurant at 6:30 P.M. Friday, September 19, 1996, the Joint Highway Committee meeting will be held from 9-12:00 noon in the Lions Club building. Wednesday-Friday, September 24-26, 1997, the UAC Commissioners Workshop will be held at Bryce Canyon, Utah. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that he has asked Mr. Wayne Claw, Navajo Transit System, to report on their progress for a grant for bus service in the Montezuma Creek/Aneth area. The Navajo Nation Council is still working on their budget. Commissioner Maryboy will be in Windrow Rock most of the week working on more funding from the Tribe for projects. The Utah Navajo Trust Fund owns a metal frame building in Montezuma Creek. Commissioner Maryboy received a letter from John Housekeeper, Utah Navajo Trust, stating that the building frame is contaminated. Commissioner Maryboy suggested that the building should be torn down if it can't be used. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the Local Governments Trust meeting last week in Cedar City. This week Commissioner Redd will attend the South Eastern Utah Health District meeting on August 19, 1997. He will attend a Uranium Mill meeting on Wednesday, August 20, 1997, in Blanding and an AOG meeting in Price on Thursday, August 21, 1997. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis participated in the opening of the San Juan County Fair on August 13, 1997. There is an Interagency Breakfast on Tuesday, August 19, 1997 at 7:30 A.M. The UDOT meeting will be held at the Edge of the Cedars Museum in Blanding on August 20, 1997 at 1:00 P.M.
