SAN JUAN COUNTY COMMISSION MEETING JANUARY 12, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the County Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the January 5, 1998 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. Commission Meeting Commission meeting will be held on Tuesday next week due to the Martin Luther King holiday on Monday. Aneth Chapter/Grader Wilbur Capitan, Aneth Chapter, met with the Commissioners to discuss the purchase of a grader for the Chapter. The Chapter is interested in buying the County grader using their remaining 1997 road allocation of $19496 plus $5000 from UNTF and $10000 from their 1998 budget as a down payment. They would like to arrange an annual deduction from their road fund budget as their payment each year until the balance is paid. It was determined that the percent of interest earned in the Treasurers fund should be added to the balance. The Chapter will not take possession of the grader until the Road Department has purchased and received a replacement grader. Commissioner Bill Redd made a motion to allow Administrative Assistant Rick Bailey and the Road Department to negotiate a deal with the Chapter using the Chapter 1997 & 1998 Road funds. The payment will be negotiated at the beginning of each year with the interest rate on the balance being at the Treasurers fund rate. Commissioner Mark Maryboy seconded. UNANIMOUS. Administrative Assistant Rick Bailey stated that the grader needs to be replaced with a John Deere grader. Grader bids were received last fall from John Deere. They have agreed to supply the County with a grader at the same bid as last fall in the amount of $133750. With trade ins and down payments from the Aneth Chapter the County would owe approximately $18,000 on the purchase of a new grader. Cellular Phone County Clerk Gail Northern requested clarification on the Cellular Phone memo of 1994. She stated that currently several of the cellular phones bills are coming directly to the Clerk's office for payment. There are also several bills that go directly to individuals and then if needed they receive reimbursement for County calls. County Clerk Gail Northern and Administrative Assistant Rick Bailey will send the memo and a statement to the Departments stating that this is the policy. If the individual feels he can explain why the County should pay his cellular phone bill directly and not follow the policy then the individual would need to come before the Commission to justify it. Alpine Air Tickets Joe Estenson, Alpine Air, presented a ticket package of ten round trip airplane tickets from Moab to Salt Lake City for $1190 with no expiration period for purchase. Commissioner Bill Redd made a motion to purchase the tickets. Commissioner Mark Maryboy seconded. UNANIMOUS. Wright Water Engineers/Water Project Representatives from Wright Water Engineers, Aneth & Red Mesa Chapter, and San Juan Water Conservancy District met with the Commissioners to discuss the time schedule and report outline for the final proposal on the water project which will include 1) Demographic Population, Economic, and Land Use Forecasts; 2) San Juan County Master Water Plan Executive Summary, Purpose and Need; Water Resources, Current Water Usage, Conservation Plan, Future Water Requirements, and Proposed Water Development options; and 3) Executive Summary. The proposed time frame to complete the projected plan is December 1, 1998. Commissioner Bill Redd made a motion authorizing the San Juan Water Conservancy District to act in behalf of San Juan County in the funding distribution for the final plan proposal from Wright Engineering. Commissioner Mark Maryboy seconded. UNANIMOUS. Quit Claim Deed/San Juan Mental Health Substance Abuse Service District Administrative Assistant Rick Bailey recommended that the Commission approve the Quit Claim Deed transferring the property, Parcel #B0000044001B, beginning at the southeast corner of Lot 1, Block 44 Blanding Townsite Survey, and running thence North 90 feet; West 150 feet; south 90 feet; East 150 feet to the point of beginning, from San Juan County to the San Juan Mental Health/Substance Abuse Service District. A motion was made by Commissioner Bill Redd approving the transfer and seconded by Commissioner Mark Maryboy. UNANIMOUS. Bid/Computer Upgrade-Attorney A bid was submitted for computer upgrades from Gateway 2000 for the Attorney's office in the amount of $386. Commissioner Bill Redd made a motion to approve the bid. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Road Department/Heavy Equipment Operator Personnel Director Edward Scherick presented the name of Clark Grover to he hired as a Heavy Equipment Operator for the North Road Department. He is transferring from the San Juan County Landfill at White Mesa. He will move from Grade 12 Step 1 @$1477 per month to Grade 15 Step 1 @$1673 per month effective January 13, 1998. Commissioner Bill Redd made a motion to approve the hire. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Assessor's Office/Resignation Sylvian Roberts, Deputy Assessor, announced her resignation effective January 30, 1998. She will be taking a position at the Bureau of Land Management in Monticello. Internal advertisement for her position will close on January 15, 1998. Americorp/Agreement Planner Scherick presented for approval the Americorp agreement between San Juan County and RC&D. The agreement is to implement the Project Director and the Americorp workers. Commissioner Bill Redd made a motion to approve the agreement based upon completion of an ordinance that needs to be in place. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not in attendance when the action was taken. BLM Personnel Director Scherick reported that Moab District BLM Manager Kate Kitchell is moving to Boise, Idaho. Meetings Planner Scherick, and Commissioner Redd met with Ted Stewart, Department of Natural Resources, to talk about the idea of the AOG helping to organize a group to work on planning and environmental assessments in connection with public land issues. There will be an Economic Empowerment meeting in Monument Valley at 10:00 A.M. on January 13, 1998. There will be a Merit Pay meeting for Department Heads and the Commission on January 15, 1998. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Sheriff Department/Vehicles Sheriff Mike Lacy presented a State bid procurement for two Ford Explorers from Butterfield Ford @$24778 each to the commission for approval. Commissioner Bill Redd made a motion to approve the bid. Commissioner Mark Maryboy seconded. UNANIMOUS. Fleet Vehicle Administrative Assistant Rick Bailey presented a State bid from Spartan Jeep/Eagle for a four wheel drive jeep vehicle @$17800 to be placed in the County fleet. Building Permits The following building permits were presented for approval: Eagle Nest Development for a garage in Spanish Trails Estate Subdivision; Doug McLauglin for a new residence and garage in the Dunning Subdivision. Meeting There will be an Emergency Response meeting in Montezuma Creek on January 13, 1998. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy would like to meet with County Road Supervisor Doug Pehrson and review roads that are being placed on the B-Road system. Commissioner Maryboy ask that Mr. Pehrson be notified to set up a meeting time. Commissioner Maryboy would like to attend the Legislative Conference in Washington D.C. in February. Out-of-State travel will be approved next week. Schedule Commissioner Maryboy will be in Window Rock on January 13, 1998. He will be in the Aneth office on Wednesday, January 14, 1998 and in Window Rock on Thursday, January 15, 1998. Commissioner Maryboy will not be at Commission meeting next week. The Navajo Tribe Council will be in session all week. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the CIB meeting last week. Commissioner Redd and Planner Scherick met with Ted Stewart, Department of Natural Resources to seek interest in planning between the State and Federal Government. He also met with UAC. Commissioner Redd will attend the AOG meeting on January 15, 1998. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the San Juan Forum meeting in Farmington, New Mexico last week. He reported that the sub committee will develop a proposal to become an entity. On April 30, 1998 this proposal will be presented to the forum, county, and city elected officials for input. Commissioner Lewis will be in the County on the 14th and meet with personnel office and elected officials on January 15, 1998.
